06Deliveryofprojects
ThephasingofpublicrealmworkswillcomplementthephasedapproachtodevelopmentsitessetoutintheAreaActionPlan,asshowninfiguretotheright.AlthoughtheprecisenatureofthephasingstrategywillchangeoverthecourseoftheAAPplanperiod,thefollowingsequenceisexpected:
Earlywins(2009–2011)Itisproposedthatstreetscapeimprovementworksfocusonthe‘cruciform’arrangementofprincipalstreetsandfootpaths,asindicatedinthefigure.Thenorthwest-southeastaxiswillbeintegratedwiththefirstphaseoftheCountyCouncil’sbusprioritymeasuresonSheepStreet,SilverStreetandthelowerendofHighStreet.ThiswouldencompassanewlandscapesettingandaccessarrangementstothenewTreshamInstituteatthenorthernend,andbemarkedbygatewayimprovements(landscape/publicrealm/interpretation)atthesouthernendatthejunctionofSheepStreet/DoddingtonRoadandCastleWay/LondonRoad.Thenewpedestrian‘sharedsurface’willformthecentre-pieceinfrontoftheHindHotel.Thenortheast-southwestwillbedefinedbyimprovementstoGloucesterPlaceandMarketStreetatitsnorthernendandimprovementstoCroylandGardensatthesouthernend.Theseprojectswillsetthebenchmarkofqualitythatistobeachieved.
Shortterm(2011–2014)Thiswouldinvolvestreetscapeimprovementworksintroducedinconjunctionwiththesecondphaseofthebuspriorityprogramme,whichincludesthecreationoftheNorthernInterceptorlink(betweenQueenStreetandAlmaPlace),constructedinapproximatelythe2012-13periodfollowingrelocationofTreshamInstitute.ThiswouldbefollowedbyremodellingofChurchStreettomakethispedestrian/busonly.Associatedwiththesestreetscapeimprovements,gatewayproposalstothenorthwest,westandeastofthetowncentrecouldbeintroduced,togetherwithkeynew/improvedpublicspaceslandscapedaspartofthedevelopmentsitesscheduledtobeprioritisedintheshortterm,namelyHighStreet/Jackson’sLaneandChurchStreet/MarketStreet.AlandscapeprogrammelookingcomprehensivelyatthewholelengthofSwanspoolBrook,includingreeplantingassociatedwiththearboretumtrail,wildlifehabitatandpublicaccessimprovements,lightingandpublicartcouldalsobeintroducedintheshortterm.Itispossiblethatthelightingstrategycouldbeadvancedinconjunctionwiththeselandscapeimprovementsasameansofcelebratingthetown’sheritageandassistingwithwayfinding.

Eachpublicrealmimprovementprojectwillmakeallowanceforaproportionofsparematerialsfromtheoutsettoaccommodateongoingmaintenancerequirements.
