Has your vacation been a happy one? We ofA.W.S., Associated Women Students, certainly hopeso. Now you are ready to begin a new school termfilled with hard work and yet many rewards. Manyof you are just starting a new life, college life; forothers it will be the continuation of a memory, notsoon to be forgotten. A.W.S. will be at your servicethis entire year, for each of you is a member ofA.W.S.
Your A.W.S. is composed of two governing boards.The Activities Board acts in the realm of service,coordinating women's activities as well as participating in campus-wide functions. The Judiciary-Legislative Board is nm by your fellow students. Itpromotes a representative form of self-government,establishes and administers regulations. The regulations are guide posts to help each woman studentrecognize her own responsibility. Representativesserve to make your problems and sug'gestions known.It is to your advantage to make use of them.
In the coming year we hope that your A.W.S.will grow to all expectations.

MEMBERSHIP AND FINANCE
Section 1. All undergraduate women shall be ipsofacto members of the Associated WomenStudents by virtue of the payment of feesat the time of registration.

It you Limit youractivities to those organizations in which you arereally interested and really work for th.em, you willcontl"ibute to your own growth as well as to thegrowth in strength of the organization without reducing your academic achievement. Whatever youdo, may your goal be to do it well. It i not 0much how much we do, but how, e do it Umt reallycounts.
Activities for you:
Following are the possible campus elected leadership positions for which you, as a woman student,can petition:
Student Congress, elected from living units inspying term.
A.W.S., elected from living units during winterterm.
Class Officers, elected by each class during springterm (Fleshman class officers are elected fallterm.)
Frosh-Soph Council, elected fall term by livingunits.

A.W.S. CONSTITUTION
ARTICLE I
NAME AND OBJECTIVE
The name of this association shall bethe Associated Women Students of lVIichigar. State University.
The objectives of this association shallbea. To establish and administer a repre
sentative form of government wherebythe interests of all women studentsshall be protected and served.
b. To determine and maintain such standal'ds of conduct as will reflect creditably on the university and its students.
c. To serve as coordinator of women'sactivities and to promote the participation of women students in co-curricular activities.
d. To encourage individual women students to limit themselves from overparticipation in activities in order topromote their high academic and performance standards.
e. To foster among women studentsfriendship, happiness, and a personalsense of responsibility to themselvesand to Michigan State University.
ARTICLE II
Section 2. Each woman is responsible for a knowledge of the constitution, by-Jaws. andregulations of the association.
Section 3. The A.W.S. Executive Council, shall, inaccordance with university regulations(~l'aw up in the spring term, and pre~sent to the university treasurer a proposed budget of funds necessary for thefollowing year. The total amount of thebudget will be subject to the approval Lythe University Treasurer and the Faculty Committee.
ARTICLE III
OHGANIZATION OF A.W.S.
Section 1. Membership

Dormitory representatives shall beelected by the women of their residences. The mode of election of offcampus representatives shall be decided upon by their respective councils.The three sorority houses to have a

Section 2. The executive council shall periodicallyreview the representation on each boardand shall be authorized to recommend toboth boards for a vote, any modificationof the representation system which wouldassure lines of communication betweenliving groups and organizations.
Section 3. Any electc([ membel' absent irom tlleunivel'sity for one term of her own volition Or tlll:ough ineligibility shall permanently forfeit her office 0 the candioate receiving the next highes vote.Should Ule runner up be ineligi'ble or notin attendance in school, a new electionshall take place at the residence to determine the new member. Should a member'sabsence of one term be through circumstances beyond her control (practiceteaching, Merrill Palmer, etc.) she shallresume her duties upon her return tocampus. In no instance may a memberresume office if her absence is more thana term's duration.
Section 4. If a dormitory or off-campus representative to the Judiciary-Legislative or Activities Board withdraws from her position because of -change of residence orfor any other reason, the candidate having the next highest vote at the time ofelections shall take office. Should thisrunner-up be ineligible 01' not in attendance in school, an election should be held

in the residence or organization withinthe next two weeks to fill the vacantposition. Until that time the positionshould be filled by an alternate.
Section 5. The term of office for these membersshall be one year. It shall begin on thefirst meeting following election, andshall end after the joint meeting withthe incoming council the following springterm.
ARTICLE IVOFFICERS AND ELECTIONS
Section 1. Officers:a. The officers of Activities Board shall
be president, vice-president, recordingsecretary, corresponding secretary andtreasurer.
b. The officers of Judiciary-LegislativeBoal'd shall be president, vice-president, con:esponding secretary, recording secretary, treasm'er, Lectm'e- oncert l'epresentative, and historian.
c. In case of a tie election 01' if deemednecessary, two vice-presidents may beelected.
Section 2, Elections:a. Candidates for the presidency of each
board shall have served on their respective boards at least two terms, notnecessarily the term previous; shallbe from the incoming senior class;and shall be a student in residence atthe time of election. They shall petition to have their name placed innomination and be elected by thewomen students in a campus election.The candidate having the second hig-hest number of votes shall fill the officeof vice-president. The remaining officers shall be nominated and elected

by the incoming board at the beginning of spring term.
b. The time of elections will be determined by the Executive Council.
Section 3. Duties of the officers:
a. The presidents shall call and presideover all meetings of their respectiveboards. They shall have power to makeall committee appointments with theapproval of the Executive Council."They shall perform the general dutiesof an executive. Both presidents orduly appointed representative shall attend all Student Government meetingsand give a short report of these meetings to their boards. The president ofJudiciary - Legislative Board presidesover meetings of the Executive ('ouncil."
b. The vice-presidents shall assume theduties of the presidents in their absence. The vice-president shall be incharge of all membership. The vicepresident shall be in charge of allpublicity concerning the organizationand shall maintain a scrapbook (if aPublicity chairman is appointed theseduties shall be hers.)
c. The recording secretary shall recordall minutes of the meetings. The corresponding secretary shall handle allA.W.S. conespondence.
d. The treasurer shall perform the dutiesthat regularly pertain to that office,as stated in Robert's Rules of Order,Revised, and shall advise with theUniversity Comptroller.
e. The A.W.S. office secretary is an exofficio member of the Judiciary-Legislative Board.

f. The Activities Board shall send a representative to the Student-FacultySocial Committee.
ARTICLE VMEETINGS
Section 1. The Activities Board and the JudiciaryLegislative Board shall meet separatelyTuesday llight of each weele and holdoccasional joint meetings. Additionalmeetings of either b031'd may be calledby its president.
Section 2. Absences from meetings and/or officehours shall be excused only for a validreason and must be approved in advanceby the president or the secretary. Threeunexcused absences from either meetings01' office hours shall automatically constitute recall of elected members. Whetherexcused 01' unexcused, the representative,if unable to attend, shall send an alternate as pre-arranged with the president01' the secretary.
Section 3. The delegates to the National and Regional LA.W.S. Convention shall be thePresident-elect of the Activities Boardand the Judiciary-Legislative Board. Upon their return from the convention thedelegates will present a report in writingto the Activities Board and the JudiciaryLegislative Board.
Section 4. Both the Activities Board and the Judiciary-Legislative Board will hold an annual meeting with the incoming boards.Officers and committee chairmen willread their reports of the year's work intheir organization 01' residence.
Section 5. Installation of the new presidents willtake place in a ceremony on LanternNight. Installation of all new officers

PARLIAMENTARY AUTHORITY
SecLion 1. The A.W.S. Activities and JudiciaryLegislative Boards shall consult Robert'sRules of Order, Revised, as their parliamentary authority.
ARTICLE VIII

Section 1. A.W.S., to accomplish its objectives, shallhave the power to enact, interpret, andenforce the by-laws.
ARTICLE IX
ADOPTION
Section 1. This constitution shall be declared in effect upon a majority affirmative countof the votes cast by the women studentsof the university at an election to bespecified by the Judiciary-LegislativeBoard.
AR'rrCLE X
AMENDMENTS
Section 1. Amendments may be made to the constitution by a majority of the votes castby women students of the universityat any election specified by the JudiciaryLegislative Board. Such amendmentsmust be posted in written form in dormitories, A.W.S. office, women's gymnasium, and other women's buildings tendays before the appointed date of theelection.
STANDING RULES
These. rules aIJply to all university residences,dormitol'les, sorol'lty houses and off-campus approvedhousing, inclusively. Infractions of regulations arereferred to the Judiciary-Legislative Board of A.W.S.
Wh~n infractions of house regulations occur, suchas. nOise, unmade beds, late returning, etc., latemmutes are given. The late minute is the standardpenalty.
Each student may submit a written statement ofthe fact to the board. The board shall then use itsdiscretion in tl'ying any case and deciding the penalty. If the student is dissatisfied with the decisionof the Judiciary-Legislative Board, she may re-appeal her case at the. n.ext meeting. At any time, thestudent has the pl'lvilege of appearing before theboard to appeal her case.
A girl petitioning A.W.S. may secure a petitionfrom her housemother or from the Women's Division located in the. ~tud~nt Services Building. Shemust have hel' petitIOn mto the Women's Divisionoffice. by 11 :30 A.M., of the Tuesday immediatelyfollowmg her offense. An automatic 5 late minuteswill be given for late petitioning.

1. GENERAL RULES
A. A record of late minutes will be kept bythe housemother. An accumulation of 15late minutes during the term requires thatthe girl be automatically rool11-campused(see page 18, section A.) for one weekend night, and that she make up her timeas follows:

1. First 15 late minutes: 1 week-end nightwithin the following two week-ends.
2. Second accumulation o:f 15 late minutes:1 complete week-end (con ecutivelyFriday, Saturday, and Sunday nights)within the following two week-ends.
3. Third accumulation of 15 late minutes:1 full week, to begin immediately following accumulation.
B. Repeated breaking of any residence rulesmay be dealt with by the Judiciary-Legislative Board.
C. Ii a girl receives 30 late mimltes at onetime, he will receive 1 week-end campus.If he receives any mOl' than 30 late minutes at one time, she must petition theJudiciary-Legis'lntive Board.
D. A campus given by A.W.S. must be takenwithin a week.
E. Any breaking of campusing must be referred to the Judiciary-Legislative Board.

A. Residence Closing Hours

C. Additional House Regulations
1. Telephone hours extend from 7 :45 a.m.to 11 :00 p.m.
2. Additional house regulations which require penalLies (i.e. shower hourstyping hours) may be established by th~living- unit's house council and must bevoted upon by the living unit.
3. Penalties recommended by House Council must be approved by the JudiciaryLegislative Board of A.W.S. prior toenforcement.
4. Any general disturbance or breaking ofstandards by women will be referred to

the Judiciary-Legislative Board ofA.W.S.
III. CALLERS IN UNIVERSITY RESIDENCES
A. Women's Residences

B. Men's Residences
1. Women students may visit only underthe following conditions:
a. The official housemother employed bythe university must be present.
b. vVomen may not go above the groundfloor.
c. Women students may not visit inmen's residences during the morninghours, even if the housemother ispresent.
d. Women may not remain in men'sresidences beyond the closing hoursof women's residences.
e. Women students may go below thefirst floor of men's residences duringthe week nights when they are working' on all-university sponsored activities when such activities areapproved by the housemother concerned, and the housemother is present. (Examples: Water Carnivaland Spartacade)
2. Individual houses may set up their ownmore restricted visiting hours to whichwomen students must conform. A copyof the visiting hours of individual m8n'sresidences is on file in the A.W.S.office.

2. A 10:30+ permission is a special extension of time for an all-universityfunction which may last beyond normalclosing hours. A girl must return toher residence within one half hour afterthe function has ended, or within hernormal closing hours whichever occursat the later time.

D. For Overnight or Week-end Absences
1. A girl must sign herself out before10 :00 p.m. on the overnight absencesheet, not the daily signout sheet.

3. If a girl discovers while away that shehas forgotten to sign out for an overnight or a weekend, she should call thehousemother immediately and give herall the necessary information.
4. A girl will not receive a penalty if shenotifies her resident assistant or housemother by 10 :00 P.M. the day of herdeparture, that she did not sign out onthe overnight signout sheet.
5. Signing out for overnights may bedone in advance, signing the expectedtime of departure.
6. A girl must leave her residence beforeclosing hours on the night of herdeparture.
SIGNING IN
A. After returning to her residence a girlis honor-bound to sign in the exact' time ofher return on the sheet on which shesigned out. This must be done as soon asshe returns to the living unit. This isnecessary in case of an emergency.
B. A girl must return within regular closinghours, even if she returns the day beforeshe is due back.

VII. LATE RETURNING
A girl must sign Tn at her living unit theday she returns to campus to register. Ifshe leaves campus before classes start, shemust sign out on the overnight signoutsheet. This notifies the mnl1agement thatshe is l'eturn1Jlg for her l'oom and leavesa record for l'eference, in case of an emergency.

g. She must have a sign on the doornotifying' the other residents thatthat she is being campused.

a. A girl must notify the housemotherand Resident Assistant by 5 :00 p.m.on the day she intends to take herher campus.

E. University Honor Women
1. Qualifications
a. Senior women having a 3.0 all-university average and outstanding citizenship records al'e eligible to petition. Petitions are available in theResident Adviser's office or the'Women's Division.
b. All applicants for ihis honor are tobe certified and ~'ecommellded by thehousemother, house president, andstandards committee. The final decision will be made by the Women'sDivision.
2. Provisions
a. 11 :30 p.m. permission will be granted Sunday through Thursday.
b. Three overnights per term in a Lansing 01' East Lansing residence willbe gl·anted. This does not includehotels or motels or places wherethere is no hostess.

A. Serenades are held on Monday and Thursday nights.
B. Concerning the men:

C. Concerning' the girls:
