Legislative and normative documents regarding regional development
Achievements during July – September 2017
• At the request of MARDE, the work on the institutionalization of the National
Fund for Regional Development (NFRD) and National Environment Fund
(NEF) is initiated
• As agreed at the previous Monitoring Committee, further work on the new
draft Law on RD and its further promotion is postponed for the next year once
there is clarity about the territorial administrative reforms options

• 3 projects funded from NFRD have undergone impact evaluation
carried out by MARDE (MLPS support limited to methodological
guidance)
• As agreed with MARDE, revisions of the guidelines of the impact
evaluations for the NFRD projects were carried out
• The RBM mechanism for the implementation of the NSRD 2016-2020
is developed up to 70%

• The analysis on the current status on NFRD and NEF is completed and draft
recommendations for normative amendments are submitted to MARDE for
further discussions and approvals
• The concept for technical support on the regulatory framework for the Spatial
Planning is agreed
• Study visit on implementation of RD policy for members of Parliament to DR
North & Center is carried out

• Revisions to the M&E mechanism for NSRD and RDS 2016-2020 are
completed
• Further revision of the M&E Regulation in RD is carried out
• The study visit to RDA West, Romania on exchange of RBM practices in

Challenges
• Under the given public administration reform:
it is not clear if the current function of M&E of projects will stay under
responsibility of MARDE or it will be given to the new institution
responsible for implementation of the NFRD
there is need for further clarification of the roles and responsibilities for
collecting and analysis of data related to EE in public buildings,
Tourism and Regional and Local Roads
• Delays in the compilation of the RD newsletter postpones the publishing of its
8th edition

• To nominate a new MARDE focal point on RD M&E, as well as get clarity on
M&E functions under the new MARDE structure
• To clarify with National Bureau of Statistics, Ministry of Economy and

and Regional and Local Roads aspects
• To take more ownership on the RD communication aspects within MARDE

• The decisions on approval of the Regulation and establishment of Regional
Sector Commissions in two fields - Water Supply and Sanitation and Solid
Waste Management sectors were approved by Centre Regional Development
Council
• Two national short term experts were hired to guide the activity of Regional
Sector Commissions (one per each sector)
• Two preparatory meetings on convening of Regional Sector Commissions in
the South Development Region were organized
• The tender for selection of Civil Society Organizations (one per each
Development Region) to improve the transparency and accountability of public
service projects, considering human rights and gender perspective, took place

Cooperation and Monitoring of Procurement of public services projects,

option from feasibility study in WSS (Drochia, Edinet, Falesti, Riscani rayon,
Galaseni, Costesti, Hiliuti)

endorsed by GIZ Construction Department
• One draft tender dossier per each RDA is prepared
• Workshop on providing advise to RDAs’ procurement specialists in developing
tender dossiers for EU financed project is delivered

• Construction works for Calarasi EE project are contracted and currently under
implementation
• Public procurement procedures for Leova WSS project have been organized
by South RDA in coordination with LPAs and successfully completed
• Contract with company to deliver the WSS equipment for Ungheni, Calarasi,
Straseni, Hincesti water operators is signed and equipment is partially
delivered

• Construction works in Orhei EE projects were not finalized because of the
financial and technical capacity ("Thermal insulation (the technical floor,
basement) of the Perinatal Centre block“)
• Lack of experienced, financially strong national companies providing design
services and of construction companies for larger scale projects
• Differences between international and national standards in designing &
dimensioning the technical solutions in WSS and EE sectors leading to higher
investment cost and higher operational cost
• Lack of experienced RDA staff in applying EU-harmonized procurement
procedures

• TUM’s Institute of Continuous Education in the WSS-Sector
• 1st meeting of TUM’s technical working group for elaboration of training
modules in EE-sector (based on validated EE-Capacity assessment)

• ISO-29990-Gap-Analysis completed and action plan agreed by

in the Field of EE within the Department of Continuous Education
• Development of a corporate identity for TUM’s Institute
for Continuous Education in the WSS Sector completed
• CCI adopted a new training regulation to enhance the sustainability of the
MLPS-funded EUREM-course
