Issuing memo for opening province course

Registration course: 2 weeks before opening course.

Minimum attendants must reach standard until the last day: 50 persons. If less than these amount, BM needs to pay 200.000đ/ 1 absent person and this amount will be deducted from BM Fund automatically.
