Many central European middle size towns nowadays struggle as many - especially young - people are leaving to bigger cities. They are attracted by jobs, cultural life and services. On the other hand, smaller cities can of-fer calmer life, healthier environment and shorter distances. That is why we think Banska Stiavni-ca should focus on filling in a city struc-ture while providing needed services. History proves that the most sustaina-ble are parts of cities which offer mul-tiple functions. They are alive the whole day and if one function does not go
well, there are others to hold a locality.
The perfect scale on which city should be fill in is a city block. It is easily man-ageable from a developer point of view, it offers an opportunity to optimize in-frastructure (parking, energy, atc.) and it helps to create a community in locality because of shared space within a block. In these days more and more people feel alone and miss opportunities to meet and chat with others. On the other hand, people insist on privacy.
Very important precondition for both cas-es is a building environment and out-door space. Every part of city should of-fer several types of spaces from purely public through semi-public to private. These are main rules how we think towns should approach to a new development. And to support our ideas we designed a multi-functional city block as an example.
The idea of the block is built on few princi-ples which we use to create a comfortable workspace and residence. The mass study honours the original construction that used to stand here trying to react to changes that have since occurred. The height level of the individual houses recognises the ter-rain changes so that they do not seem tow-ering where inappropriate and vice versa, not seeming cramped where the surround-ing is sizable. Moulding the mass, we have engaged the funnel principle, enabling the courtyard to pull the passerby in and thus granting the economy activities in spaces where a typical courtyard fails. At the cen-
tre of the courtyard lays a community cen-tre, which will not only be the foundation of new neighbourhood relationships, but will establish identification with the new sur-rounding.
The block itself is constructed as a gate to the historical centre. This is accomplished by the so called void principle stretching south to north through the whole block. Everything in this space is transparent and passable. The looseness of the develop-ment on the south side of the block reacts to the modernistic buildings, whereas the strict north block accounts to the precisely
defined historical development.
Solving the traffic situation, a parking house is located in the underground block, laying continually on two floors, as the terrain rises. To increase the comfort, especially respect-ing the passerby, we have decided to opt for oneway drives circulating the Kerling. This enables us to widen the sidewalk, include bike lanes, smooth the traffic as well as add some extra parking spots for visitors on the surface. The garages are built on the same principle. The proposal also includes alter-ations of the public spaces on both sides of Kerling.
