• Issues:– Busy traffic environment– Serves important traffic delivery function to I-5– High number of heavy vehicles– Queues can back up from I-5 on-ramp

• Opportunities:– Motor vehicle traffic volumes may be low

enough that two travel lanes would be enough, without causing any congestion

• Characteristics:– Approximately 700 motor vehicles during peak hour– Approximately 300 bicyclists during peak hour– 52% of vehicles exceed the speed limit, many

neighbor complaints– 3 bus stops (Lines 4 and 44)– Crosswalks at Tillamook and Page used by

vulnerable pedestrians (including school children, and adults with disabilities)

– Light to moderate parking demand– Total populations = 738– Kids under 18 = 97

• Issues Identified:– Motor vehicles speeding– Cyclists passing one another in the auto lane – Bike / bus passing stress– Poor crosswalk compliance

• Opportunities:– Motor vehicle traffic volumes are low enough that

one lane would likely work without congestion, even during p.m. peak hours

motor vehicles during peak hour– Approximately 400 bicyclists during peak hour– Moderate to heavy parking demand– Busy crosswalks, especially at Failing– 5 bus stops (Line 44 only, except 24 at Fremont)– 31% of vehicles exceeding speed limit– Total population = 1,511– Kids under 18 = 257

• Issues:– Crosswalk visibility and compliance– Visibility for vehicles, bikes, people crossing or turning

onto Williams– Hazards in bike lane (e.g. double-parked cars, delivery

vehicles, open car doors)– Some concern about speeding

• Opportunities:– Developing commercial district– Slowing vehicle speeds would reduce conflicts, stress, and

hazards

• Constraints:– Auto traffic is enough that two travel lanes are likely

needed during peak hour– Parking is heavily used on certain blocks
