Why This Audit Matters• Increased awareness of wildland
fires in urban areas
• Inspections of properties must be accurate, for safety of residents
• Billings must be correct, and monies due to the City must be collected promptly

City Auditor issued the Vegetation Inspection Audit report in November 2013, with 7 recommendations
Follow up audit was issued in November 2015. There were 3 recommendations still outstanding
BACKGROUND

OBJECTIVES
Confirm that outstanding recommendations are resolved:
#1 - Inspections must be performed accurately
#5 - Establish standards for supporting documents to ensure invoices are issued and collected on time
#7 - Achieve a solution to the parking problem in the Oakland Hills neighborhoods

RECOMMENDATION #1: INSPECTIONS MUST BE PERFORMED ACCURATELY
Actions Taken:
• Developed a Quality Assurance program
Management Action plans in progress:
• Implementing QA program
• Ensuring accuracy of input to database
• Developing formal process for those conducting inspections – accurate, consistent, complete
• Developing programs to hold personnel accountable
• Following-up to failed QA inspections
• Evaluating process regularly

RECOMMENDATION #5: INVOICES ISSUED ACCURATELY, BILLINGS COLLECTED PROMPTLY
Actions Taken:
• Amended the Fire Code
• Billed property owners for inspection fees, expenses. All collections now managed by Revenue.
• OFD 2017 invoices, totaling $420,000 were nearly all voided, due to input or other errors
Management Action plans in progress:
• Training on inspection / citation-writing
• Ensuring invoices are prepared accurately
• Adjusting inspection schedule, notifications occur earlier in fire season
• Establishing blanket contracts for on-call services

RECOMMENDATION #7: FIND A SOLUTION TO THE PARKING PROBLEM IN OAKLAND HILLS
Actions Taken:
• Pilot program started in November 2015
• Conducted community survey
• Installed ‘No Parking’ signs in March 2017
Management Action plans outstanding:
• Increase public awareness of parking enforcement in Oakland Hills neighborhoods
• Implement parking enforcement
• Develop plan to address emergency road access needs
