DESIGN PHASEThe design phase consists of the definition of the organisation's business processes into an operations manual. This operations manual is developed on our
® ® ®unique Electronic Business Management System (EBMS), built with standard Microsoft applications (Visio and Expression Web ). The EBMS is made
available online via the Intranet (or Wide Area Network for multiple site operations), allowing all employees access to these business processes. The fact that
the EBMS is developed in the HTML environment allows for seamless integration from the business processes to relevant IT applications, e.g. databases, ERP
systems and document management systems.
The design phase can be described in four broad steps, namely:
STEP 1: DEFINE THE ENTERPRISE MODEL
In order to recognise the interrelationship between business processes, an
Enterprise Model is developed, forming the basis for the development of
detailed, lower level processes. The Enterprise Model is essentially a
high-level relationship map of all the core (management, operational and
support) business processes of the organisation. The relationship map will
show the high-level supplier-customer relationships (value chain) and the
interfaces between the parts or functions of the organisation. The figure
below shows an example:
STEP 2:
DEFINE DETAILED, LOWER LEVEL PROCESSES
Existing organisation systems/procedures/documentation, as well as our
extensive database of business processes (10 000+ processes) form the
basis of process design, with involvement of the respective process owners
and facilitated by our experienced Consultants. Incremental process
improvements occur during this phase, as solutions are recommended
where gaps are identified Employees often also regard this as an
opportunity to implement pending changes and improvements in current
business processes.
STEP 3: INTEGRATE RELEVANT REQUIREMENTS
Our unique approach entails the integration of relevant requirements of applicable standards / guidelines / legal
requirements within the business processes, ensuring compliance in the execution thereof. Processes are reviewed for
approval by the relevant process owners before inclusion in the EBMS. Different views are created, based on the contents
of these individual standards/requirements, with links to defined business processes addressing the respective
requirements. Currently, we design procedures to ensure compliance to any combination of the following
standards/requirements:

STEP 4: TEST ACCEPTANCE
Upon completion of the EBMS build, internal
testing and correction is completed before final
acceptance testing and approval by the Customer.
The EBMS is then published for use by all
employees, and the system is placed under strict
change control and maintenance management.

During this phase we provide guidance and assistance (and supporting software products,
if required) with the implementation of new business processes, normally processes
outside the normal scope of business and specific to the standards / guidelines / legal

Feedback from value management workshops as well as various inquiries
into health, safety and environment, notably the Leon Commission of
inquiry into the mining industry, highlighted the following shortcomings:

IRCA's Trainers have the required knowledge, skills, compentency and
experience to effectively facilitate learning in a multi-disciplinary
environment. They are also equipped with an Education Training
Development Practitioner’s qualification (ETDP).
Employers pay 1% of payroll monthly to the South African Revenue
Services (SARS) as a skills levy. Employers paying annual
remuneration of less than R500 000 are exempt from paying skills
development levies. Employers who are up-to-date with payments
can claim reimbursement of skills levies from their respective
SETAs for the following:

Psychologists and behaviourists provide us with the answers. They gave us new insights into why people do not always conform and obey, and why people are prepared to take safety risks.
This indicated that it is mostly not the safety system that is lacking, but rather human motivation. Peoples state of mind often determine behaviour, and how they feel and what they believe or perceive can motivate them to take a risk or not, or to conform or not.
The number of non-caring and at-risk behaviours observed, shows how people are prepared to gamble with their own safety ad that of others.
The intent of the BIT BBS process is to eliminate non-caring and at-risk behaviours from all levels of the organisation.
Why? The answer is simple.
Non-caring behaviours have a significant impact on safety and work performance. Non-caring behaviours can cause at-risk behaviours to be performed.
At-risk behaviours are the direct cause of most injuries, accidents, sub-quality and losses.
The focus of the BBS process is on these observable behaviours. Since behaviours are observable with no room for speculation. In order to

Visible Felt Leadership is integral to of the IRCA BIT BBS
process. Visible Felt Leadership is not intended to:
• teach employees to work safely (they know how to);
• do a safety inspection (it is the responsibility of the
supervisors);
• observe whether employees are working safely (this would be
one way fault finding).
Rather, Visible Felt Leadership is designed for senior and line
management to perform visits in order to:
• Engage actively, face to face, with the workforce with the
intent to-
• get to know the workforce;
• drive out fear and build trust;
• correct negative perceptions;
• through interactions, elicit safety opportunities; and
• create within employees the assurance that they are being
valued for who they are, and for their efforts and
contributions.
• Engage actively, face to face, with line management with the
intent to-
• actively synchronise and harmonise lower levels of
leadership to be in line with the safety values and norms
higher levels of leadership hold;
• actively break down barriers between departments; and
• actively eliminate filtering.
In essence then, for a behaviour-based safety process to be
effective, it must be designed to measure what senior
management, line management and employees are required to do
in terms of their safety responsibilities. It must determine how far
the doing deviates from the knowing and then use psychological
principles to align the doing (behaviour) with the knowing (safety
responsibilities).
Behavioural safety has justifiably been referred to by many critics
as “rat psychology”. Many behaviour-based safety processes
focus only on overt behaviour and neglect covert behaviour.
Behavioural safety processes that only use the principles of
behaviourism will produce limited results and in some cases no
results at all. This is simply because behaviourism only uses
external motivators (activators and consequences) to reinforce or
change behaviours. When the external motivators stop, the
behaviour stops and return to the original form.
The BIT BBS process integrated all possible relevant scientific
knowledge regarding human behaviour in order to ensure
understanding of why people do what they do.

IRCA BEHAVIOUR BASED SAFETY PROCESS VERSUS SAFETY SYSTEMS
IRCA BIT BBS USERS ACHIEVEMENTS
When organisations decide to implement a behaviour safety process based on employee need, it will only yield limited results. The perception by some managers that employees need to change their behaviours is also the major obstacle in achieving optimal safety performance. There are many examples of line managers and supervisors that need to change their own behaviours and not conceal their non-caring behaviours by supporting a BBS process designed only for employees.
The IRCA BIT BBS process does not interfere with the safety systems organisations have in place (latent controls). The IRCA BIT BBS process is entirely a psychological process (hearts and minds). It is about mental safety risk assessments and mental decisions people make and take either to care or not, to work safely or at-risk, despite safety systems being in place.
To date, IRCA has implemented 145 behaviour-based safety processes varying from mining to industry and construction. Significant reductions in injuries and achieving zero injuries have been experienced. This is available on request.

The IDRS protocol evaluates the effective implementation of an integrated system , measuring the organisation against the requirements
of OSHAS 18001, ISO 14001 and ISO 9001 simultaneously. The IDRS not only measures the implementation and effectiveness of the
mentioned management systems, but also evaluates World's Best Practise (WBP).
A comprehensive report and graphs as well as an overall percentage and star rating are issued at the end of the audit. This audit is
recommended for the organisation that has mature and effective management systems and requires a world-class SHEQ system.
The IRS protocol evaluates the effective implementation of an integrated system, measuring the organisation against the requirements of
OSHAS 18001, ISO 14001 and ISO 9001 and World Best Practise. The organisation can choose to be audited on one or more of the
International Standards.
A comprehensive report and graphs as well as an overall percentage and star rating are issued at the end of the audit.
This protocol was developed by the Chemical and Allied Industries Association (CAIA). The IRCA Audit Division is accredited by CAIA
to conduct External Verification Audits on this standard to evaluate the level of compliance to Responsible Care requirements.

IDRS and IRS protocols are divided into 13 elements. It represents good management
practices and is further divided into sub-elements. Sub-elements are divided into questions,
addressing safety, health, environmental and quality requirements. Points are allocated for
each requirement (Table 1). The outcome of the audit gives an overall score that is reflected as
a rating, subject to certain criteria (Table 2) .
