The main purposes of these dry ports are to process goods from point of entrance. Dry ports in Cambodia located at 3 main locations: • Bavet (Cambodia-Vietnam
border), • Poi Pet (Cambodia-Thai border) • Phnom Penh.

- 09/11/2001 ISPS Code (International Ship and Port Facility Security Code)
- Sub Decree N. 40 on Ship and Port Facility Security issued on 9 May 2006.
- Declaration No. 432 on Port Facility Security issued on 20 December 2017.
- The MPWT assigned the General Department of Waterway-Maritime and Port (GDWMP) as Designated Authority (DA) for Port Security Facility.

MPWT may authorize a recognized security organization (RSO) to undertake certain security related activities, including:
• Approval of ship security plans
• Verification and certification of compliance of Ships with the requirement of Chapter XI-2 and Part A of ISPS Code.
• Conducting port facility security assessments required by MPWT.

V. Technical Port Standard
• There is no common national technical standard (construction and operations) for ports in Cambodia have yet been developed.
• We are also facing the difficulty in port design, construction, control the construction quality, etc. For example, it is hard to design river ports because the largely different of water level between rainy and dry season and also rapid changes of the river bed morphology due to changes of flow regime and mining exploration that impact the navigation route etc.
• Currently, the construction and operation of the ports in Cambodia are based on project-by-project basis and adopted various standard/practices. The operation is very much depending on each public authority or private owners. Therefore, it is limited of common standard of quality, efficiency on its daily coordination, operation and M&E system.
• To ensure high quality and efficiently of standard construction, operations and services of Ports in Cambodia, There is a need for the Royal Government of Cambodia to develop technical and legislative guidelines and procedures on national standard for Port constructions and operations with the support from our development partners especially from the Japanese government who have excellence and long standing experience this matter.
Future Plan for Ports development and operations
Development of legal framework and technical guideline
Promote and Expand more bilateral and multi-lateral cooperation with other regional and international organizations and development partners on development of national standard for port construction, safety implementation, information and technology exchanges and capacity buildings.
Our government policy is to open the sky for public and private investment on many areas including ports development, operations and inland and marine cargo transportation and so on.
Seek the support from our partners and development partner to establish and operate of technical guideline for port constructions both private and public ports and purchase of additional equipment and improve technology for port constructions monitoring.

VI. Conclusion -To develop law and regulations related to Port Administration.
-To build the capacity of responsible officer.
-To establish Port EDI.
- To develop the National Technical Port Standard.
- To develop the Port Safety and Security measures.
