Problem Statement• The existing Scottsville WWTP is at its limit of its
permitted capacity largely because of excessive wet weather flow during spring months.
• The existing process equipment is at the limit of its useful life.
• Key treatment processes further limit actual plant capacity, especially grit removal and influent pumping.
• Inefficient sludge disposal system.
• Plant is subject to periodic flooding and/or hydraulic overloading.

Current WWTP Condition• The Scottsville WWTP was constructed in 1968 (42 year old
facility).
• Much of the original equipment from 1968 is still in use and has reached the end of its intended design life.
• The existing WWTP can only process 20% of sludge solids. The remaining 80% of sludge solids must be hauled from the WWTP, for disposal at the Monroe County Van Lare WWTP.
• The WWTP has a permitted capacity for treatment of 0.65 Million Gallons per Day. During Spring months this permitted capacity is quite often exceeded.
• The existing WWTP has virtually no excess capacity available to accommodate additional customers.

The typical Village household sewer rate is currently $260 per year.
• About $ 115 of this amount is for operation and maintenance of the Village sanitary sewer collection system.
• About $ 145 of this amount is for operation and maintenance of the Village waste water treatment plant.
• Currently the Village sanitary sewer operation is debt free.

Town NE Sewer District HouseholdThe typical NESS household sewer rate is currently $183 per year.
• About $38 of this amount is utilized by the Town for NESS collection system operation and maintenance.
• About $145 of this amount is paid to the Village for sewage treatment and disposal.

Current Sanitary Sewer Costs
• The difference in Village - $115/year and Town - $38/year sewer operation and maintenance costs is primarily due to differences between the two collection systems, especially age, pipe materials, and availability of storm sewers.
• Town – Sewer Mains are 5 to 40 years old.
• Village – Sewer Mains are 20 to 90 years old.

Village Household Sewer Rates – Pumping to MCPW
By utilizing MCPW for sewage treatment, the Village household sewage treatment rate would be $81.40 per year. The sanitary sewer collection system household rate would be $115.32 per year. This represents an estimated yearly household treatment and collection system savings of $63.00.

• Village must continue its commitment to Operate & Maintain WWTP.

• New larger plant may be subject to additional permit limits for nitrogen and phosphorus.
• Will provide capacity to accommodate additional customers.
• Continued discharge to Oatka Creek.

Alternative 2 – Repair/Replace WWTP Equip.
• Repair / Replace WWTP Equipment.
• Project cost is estimated at $1.7 Million initially. At 15 year intervals additional expenditures of $1.5 Million would be anticipated.
• Service life is dependent on continued periodic expenditures to address future equipment and structural deficiencies.
• Village must continue a commitment to the cycle of borrowing and debt repayment to keep an operational WWTP.
• Village must continue its commitment to Operate & Maintain WWTP.
• Higher sewage treatment costs.
• Will not provide additional capacity.
