THE FORMAL PROPOSAL AND ITS APPROVAL31th July 2003

On behalf of several IAMSLIC Members of Latin America to be part of a new IAMSLIC
Regional Group, I hereby express you as President of The IAMSLIC Board, our formal request,
in order to accept the constitution of the new Regional Group.
This new group intends to work in according with the previously accepted
terms of reference which are in the Annex ‘A’, under the coordination of a
representative who was elected by voting and is Mrs. María Clara Ramírez
(México). The initial members for the Latin American Regional Group are listed
in the Annex “B”.
The area for this new IAMSLIC group is detailed in the Annex ”C”.
As promoter of this initiative and as Regional Coordinator of the ODINCARSA Project which is actively involved in the Marine Information Management and IAMSLIC activities related with the region, I would appreciate very much that you can expose our proposal to IAMSLIC Board for its approval.

TERMS OF REFERENCE OF IAMSLIC LATIN AMERICAN GROUP
The group will be formed by institutions and people from Latin America members of IAMSLIC who are interested in joining a Regional Latin American Group. Its members will represent governmental and private academic institutions related with the aquatic and marine environment as well as other related disciplines.
The regional group will have as main objective, to strength the cooperation between libraries in Latin America. To accomplish this purpose the experience and mechanisms of IAMSLIC will be used along with other mechanism that will accomplish our objectives .
TERMS OF REFERENCE OF IAMSLIC LATIN AMERICAN GROUP
The regional group will have a Coordinator who will represent it in the IAMSLIC Board, when this group is accepted.
The regional group will have a first year of consolidation, when short and medium term goals can be defined, as well as the search for funding to execute at least an annual or biannual meeting of its members to exchange ideas, experiences and capacity building.
The regional group must try to attend and show its achievements, projects in any of the fields during the International IAMSLIC Conference.
TERMS OF REFERENCE OF IAMSLIC LATIN AMERICAN GROUP
The regional group will work to close links with other regionalassociations in progress, obtaining mutual benefits, such asODINCARSA, the Latin American Fishermen Group and other regional initiatives.
The regional group will not force its members any additional financial contribution.
The regional group will operate under the Article IV-Regional Groups of IAMSLIC Statutes
TERMS OF REFERENCE OF THE REGIONAL COORDINATOR OF LATIN AMERICA IAMSLIC GROUP
The members of the Regional Group that have been accepted will vote and choose a Regional Coordinator.
The Regional Coordinator will represent the group in the IAMSLIC Executive Board.
The Regional Coordinator will promote the conformation of a Committee that will be led by him.
TERMS OF REFERENCE OF THE REGIONAL COORDINATOR OF LATIN AMERICA IAMSLIC GROUP
The Regional Coordinator will promote the cooperation and interaction of the group with IAMSLIC, as well as the related projects in the region such as ODINCARSA.
The Regional Coordinator will keep in touch with the members,
promoting the mutual cooperation, the knowledge and experience transference in information and libraries management.
The regional coordinator will be the direct link of the group with IAMSLIC, to get fellowships and capacity building opportunities for members of the group.
TERMS OF REFERENCE OF THE REGIONAL COORDINATOR OF LATIN AMERICA IAMSLIC GROUP
The coordinator must write an annual Report for the members with the main achievements of the group.
The regional coordinator will be in this position for two years, afterwards, a new coordinator must be elected. Reelection is not discarded.
The regional Coordinator will promote the Group by trying to get more members to the group and IAMSLIC.

We established short and medium term goals. Some of the short-term goals were:
1. To have a working committee.
2. Promote and to increase the Group´s affiliation.
3. To elaborate a web page Latino’s Group and a member’s directory .
4. To have an e-mail list of the group in order to begin a stronger communication with all members.

5. To look for funds, in order to obtain support to provide equipment and software necessary for members in Latino Group, principally to establish the electronic document delivery.
6. To send surveys requesting information about infrastructure and holdings of the members of the Latin American Group. With this information, to elaborate a diagnosis of the group in order to know the strengths and weaknesses and then to elaborate a strategy on how to promote it.
7. To elaborate a Latin American Union Serials Catalog.
We started with 22 members from 10 countries.
At present, we are 45 members, from 13 countries, 12 from Latin-American and 1 from U.S.A.
Argentina, Puerto Rico, Brazil, Chile, Colombia, Cuba, Ecuador, Mexico, Panama, Peru, Venezuela, Uruguay, U.S.A.

In the period 2003-2006, we worked together with the Working Committee in some of the mentioned goals:

The first listserv is only for the Latin-American Group members. The Second one is mainly encouraging institutions to join IAMSLIC.
We have the maintenance and updating of the 2 e-mail lists (one for the Latin-American Regional Group and the other for prospect institutions)
Collaboration with ODINCARSA/IOC, UNESCO and EPCOR Projects.
Document Delivery Project
To support the document delivery project, by allocating funds for software and equipment to some of the institutions in Central and South America, in order to promote the Latin-American collection.
In 2005-2006, 3 institutions were beneficiated with a scanners and 1 ARIEL license sponsoring for ODINCARSA/IOC/UNESCO and IAMSLIC, and 2 institutions were beneficiated with the sponsoring of EPCOR.
In total, Institutions from 5 countries were beneficiated: Panama, Venezuela, Ecuador, Cuba, and Colombia.
Elaboration of the Latin-American Union Catalog, this action is under way with the great collaboration of Steve Watkins and German Ramirez.

The Latin- American Regional Union List of Serials began on 2005 with 15 libraries and then we added 3 more and now we have 2 new institutions. We have the holdings of 20 libraries from 8 Latin American countries: Argentina (1), Chile (2), Colombia (2), Cuba (2), Ecuador (1), Mexico (9), Panama (1), and Venezuela (2). Steve will be update the holdings soon.
The New Latin-American Regional Union List of Serials, which includes more than 15,000 holdings, records from 20 libraries across the region are sharing and sending the information by pdf, ARIEL, fax or mail..

We have established communication with the members, first by e-mail and then through messenger in order to have a stronger, dynamic and interactive conversation with the Group, having as the main objective the growth and advancement of the Group.
At present we have connection to 26 of our members that have a hotmail or msn e/mail account and have had more than 10 chat working sessions.
This interaction was of great use recently for planning and putting into effect the election for new coordinator of the group; only we have to put an accessible hour for most of the members, because we are 13 countries with different time zones.
With this kind of technology there are no frontiers and the IAMSLIC people can do more things together.
