CPSC Mission – Goals of EPR

To shift California’s product waste

management system from one focused on

government funded and ratepayer financed

waste diversion to one that relies on

producer responsibility in order to reduce

public costs and drive improvements in

product design that promote environmental

sustainability.

WHY Propane Cylinders? Serious Problem for Parks

© copyright California Product Stewardship Council, 2018

Disposable 1lb. Propane Cylinders:Tough to Collect, Expensive to Recycle!

• 40 million used annually – 4 million sold in CA every year

• $1 – $12 per unit to recycle depending on contracts

• Improper disposal danger to sanitation workers© copyright California Product Stewardship Council, 2018

Dangers of Improper Disposal

2017 fire started by three 1 lb. propane cylinders at Kent County, MI

Recycling Facility - 2016 explosion caused by one 1 lb. propane

cylinder cost the facility $90,000

© copyright California Product Stewardship Council, 2018

Where do they come from?

Cylinders are sold by thousands of

retailers; very few accept them for recycling.

© copyright California Product Stewardship Council, 2018

What do they cost? That depends…

• Big box prices as low as 2/$5.37 (Walmart)

• Hardware stores are typically around $3.50

• Sporting goods retailers range from $3.99-$5.99

• Grocery and C-stores range from $5.99-$7.99

The closer you get to a recreation destination,

the higher the price.

it’s time to switch to refillables!

Greenhouse Gas Emissions Reductions

• 73 million lbs. of GHG emissions from

production of an estimated 36.7 million

lbs. of steel prevented over a 12-year

lifespan of a typical refillable

• 11 million lbs. of GHG emissions could

be prevented from adopting 1lb.

refillables in CA (propane emissions)

• Total: 84 million lbs. over a 12-year

product lifespan
