ASI monitors stagnation component (buildup over time).◦ Does not monitor pollution

sources. Factors:

◦ Light winds (low horiz. dispersion)

◦ Stable lower atmosphere (prevents vertical escape)

◦ Lack of precipitation (to cleanse lower atmosphere).
