2.4 GENERAL
A. RCSD1 will remove and reinstall ceiling devices (i.e. cameras, routers, speakers, etc.) unless noted otherwise in the drawings.
B. All ACM material will be address by RCSD1. See attached report.
C. Attached sign-in sheet from Pre-Bid Meeting.
D. Lay-down area will be provided in the warehouse designated by RCSD.
E. RCSD will provide the contractor with a couple of parking spaces during construction.
F. Coordinate use of bathroom facilities with RCSD.
G. Contractor shall repair walls damaged during construction. Contractor shall note any existing wall damages before any demolition occurs. Contractor is responsible for existing wall damages not noted.

Dear Ms. Green:
S&ME, Inc. (S&ME) is pleased to provide this report detailing our limited asbestos sampling of the materials that
may be disturbed by planned renovations to the heating, ventilation and air conditioning (HVAC) equipment on
the second floor of the Richland County School District One (RCSD1) Central Services Facility offices at 201 Park
Street in Columbia, South Carolina. Our services were performed in general accordance with S&ME Proposal No.
42-1900625 dated June 7, 2019 and with the RCSD1 Purchase Order # 20190240 to provide asbestos inspection
services for RCSD1 facilities.
This report is provided for the use of the client. Use of this report by any other parties will be at such party’s sole
risk and S&ME, Inc. disclaims liability for any such us or reliance by third parties. The results presented in this
report are indicative of conditions only during the time of the assessment and of the specific areas referenced and
materials sampled. The information provided in this report should not be used as a bidding document, and field
conditions should be verified by contractors bidding on asbestos removal.
Information concerning this project was provided by you in your June 4, 2019 telephone conversation with Mr.
Tom Behnke of S&ME and during our site visit on June 6, 2019. We understand that renovations are planned for
the HVAC units in the two mechanical rooms on the second floor of the office portion of the building. The
renovations will include removing the existing HVAC units, cutting the existing piping and potentially upgrading
the supply ducts. You requested that S&ME sample the suspect asbestos-containing materials present in the
mechanical rooms that may be disturbed by the planned HVAC renovations as described, and have the samples
analyzed for asbestos content.
Mr. Owen Astwood, P.G. with S&ME mobilized to the site on June 6, 2019 to perform the requested sampling.
S&ME collected bulk samples of the following suspect asbestos-containing materials in both mechanical rooms:
Green cloth wrap over fiberglass pipe insulation;
Yellow cloth wrap over fiberglass pipe insulation;
White cloth wrap over fiberglass duct insulation;

White sealant associated with newer white fiberglass pipe insulation; and
White cloth wrap over fiberglass duct insulation from the supply duct in the welding shop.
The collected bulk samples were recorded on a chain of custody record and submitted to EMSL’s asbestos
laboratory in Pineville, North Carolina to be analyzed by Polarized Light Microscopy (PLM) and Transmission
Electron Microscopy (TEM) methods. The laboratory is accredited by the National Voluntary Laboratory
Accreditation Program (NVLAP), which is administered by the National Institute of Standards and Technology.
The Environmental Protection Agency (EPA) and the South Carolina Department of Health and Environmental
Control (SCDHEC) define materials as asbestos-containing if an asbestos content of greater than one percent
(>1%) is detected in a representative sample.
Asbestos, in concentrations greater than one percent, was not identified as a result of the bulk sampling and analysis.
Select photographs of the observed suspect asbestos-containing materials (ACMs) are attached. A copy of the
laboratory analytical report and chain of custody record are also attached.
Significant destructive sampling was not performed during the limited asbestos sampling. Consequently, if
additional suspect materials are discovered during future renovation or demolition activities, bulk samples must
be collected and analyzed for asbestos content. The EPA and SCDHEC require proper removal and disposal of
ACMs that will be destructively affected by renovation and/or demolition activities.

Description of the Project The scope of work includes replacement of existing HVAC System serving a portion of the 1st floor and all of the second floor in the Central Servies Building. Chilled water VAV air handlers, VAV boxes with hot water reheat, supply and return ductwork. Related work includes minor wall repairs,
minor removal and replacement of ceilingllights and electrical work related to the HVAC system replacements.
Project will be bid as a Competitive Sealed Bid
Bid Documents
Bidding Documents are available for inspection at the following locations:
GMK Associates, 1201 Main Street, Suite 2100, Columbia, SC 29201; by appointment only. Bidding Documents may be obtained from the Architect via share file. Bids will be binding for a period of 60 (sixty) calendar days from the date bids are opened. Contact Jody Ricard at jricard@gmka.com.
Bonds and Insurance
All bids are to be accompanied by a bid bond or certified check of not less than five percent (5%) of the base bid. Bid securities of the three lowest bidders will be retained until Contract award and execution.
The successful bidder will be required to furnish Performance Bond, and Labor and Materials Bond in the amount of one hundred percent (100%) of the Contract Amount. The successful bidder will also be required to furnish builder's risk insurance for the project.
Bids are to be submitted on the bid form enclosed in the project manual, and shall be enclosed in a sealed opaque envelope bearing the name and address of the bidder, contractor's license number and bidder's license number (if applicable), the name of project and the solicitation number. All bids must comply with the laws of the State of South Carolina.
THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, WAIVE INFORMALITIES AND AWARD THE CONTRACT IN THE BEST INTEREST OF THE OWNER.
