SENIOR CENTER NEWSLETTER
MAYOR’S MESSAGE Dear Friends,
A two year contract with renewal options was unanimously awarded to IXP
Corporation to provide Dispatch Communication Services for East Win-
dsor Township and Hightstown Borough (under a new Shared Services Agree-
ment). An Evaluation Committee, consisting of Mayor, Deputy Mayor Peter
Yeager, Council Member Perry Shapiro, Manager/Former Police Lieutenant Jim Brady, Chief of
Police Harry Marshall, and Police Lieutenant Chris Jackson, spent a multi-month process reviewing
the current structure and pricing and the IXP proposal.
The IXP proposal results in a direct budget savings and revenue addition of $607,101.25
over five years. The addition of a ninth dispatcher valued at $445,000 over five years results in a
total benefit to East Windsor of $1,052,101.25 over a five year period. IXP provides higher
staffing levels. All dispatch communications services will continue 24/7 to be performed out of the
existing East Windsor Communications Center located at the Police/Court Building on One Mile Road. IXP has experienced dispatchers and agreed to provide preference in hiring to exist-
ing East Windsor dispatchers. The East Windsor Chief of Police or designee will have the
ultimate responsibility for directing all day-to-day operations. All equipment will be owned
entirely by East Windsor Township and will provide a means for the Township to re-staff the
existing center should it ever be necessary or desirable to do so in the future.
CentraState Healthcare Systems will be opening in late 2016 a 14,387 square foot Urgent
Primary Medical Care facility in the south corner of Town Center Plaza. The current upgraded 10
Starplex theaters will continue to operate “as is”; they have been purchased by Carmike Cinemas
which operates 275 theaters with 2,942 screens in 41 states.
East Windsor is soliciting nominations for the Sylvia Weiss Senior Citizen Award for Out-
standing Service as a Volunteer, which recognizes a senior citizen who has exhibited outstanding
service through volunteerism to the community by way of the schools, religious institutions, service
organizations or directly to the public. Nomination forms are available at the municipal building and
on Township website.

The East Windsor Senior Center is dedicated
to helping residents age 60+ reach their full
potential to ensure a lifelong continuum with
a focus on program participation that fosters
a productive life in the community.
The center offers members a broad range of
services, including educational presentations,
fitness classes, nutrition program, trips, spe-
cial events, recreational activities, and links
to county and state resources. The center is
open Monday through Friday from 9:00 am
until 4:00 pm.
There are many exciting things planned for
the upcoming months and years ahead, build-
ing on the foundation that is already in place,
helping you to stay healthy, vibrant, and en-
tertained.

Docent-guided tour of the farmhouse and
out buildings, which date back to the
early 18th century (1730-1750). The
farmstead includes a Dutch/English barn,
carriage house with loft, one-room school
house, farmhouse, and a farm equipment
display. The barn was the first structure
build on the land, sometime between
1730-1750, and the house was built soon
after. The barn was built with no nails, as
all of the boards are made to fit together.

strength and balance.

and prescription drug coverage? Call for an
appointment with our SHIP counselor, who
provides members with free, objective, confi-
dential, unbiased information and assistance.
The State Health Insurance Assistance Pro-
gram (SHIP) provides free help to Medicare
beneficiaries who need assistance with their
health insurance.
The Senior Center has an on-site SHIP coun-
selor available by appointment only on Tues-
day, April 12 and April 26, from 11:00 am to
3:00 pm to help members with Medicare cost,
benefits, and eligibility; prescription drug cov-
erage and pharmaceutical assistance; selecting
supplemental policies; dealing with claims;
savings and extra-help programs; appeal filing;
and Medicare fraud.

Carol M. Sheaffer, President and Program Chair of
The Genealogical Society of Pennsylvania, President of
Central Jersey Genealogical Club, and Trustee of The
Genealogical Society of New Jersey. She is also a
member of The Association of Professional Genealo-
gists, National Genealogical Society, Daughters of Un-
ion Veterans of The Civil War, Trenton Historical So-
ciety, Burlington County Historical Society, Lancaster
County Historical Society, Lancaster Mennonite His-
torical Society, Berks County Genealogical Society,
and Roebling Historical Society. She has more than
thirty years of experience in genealogical research, with
a focus on Central and Southern New Jersey and Phila-

Anne Berman-Waldorf is privi-
leged to serve as Congregation
Beth Chaim’s first Director of
Lifelong Education since July
1998. In that role, she oversees
preschool, religious school, youth
groups, adult ed, and college out-
reach. Anne is very involved in
redefining the concept of syna-
gogue affiliation and has brought
much of this thinking to how Beth
Chaim welcomes and engages families with young
children.
Anne serves as a Vice President for the National Asso-
ciation of Temple Educators and is a participant in the
EMA program in Jewish Education at HUC. She has a
master’s in Social Workn and a master’s in Jewish His-
tory and received her undergraduate degree in Reli-
gious Thought from the University of Pennsylvania.
Anne and her husband, Josh, live in Yardley, PA. They
are the proud parents of two children, Sam, a junior at
Lehigh, and Lily, a senior in high school.

provide a color photo identification card to
seniors with proper identification. This ID
card can be lifesaving during medical emer-
gencies. The card contains a photograph
and such information as name, address,
date of birth, height, weight, hair color, eye

emergency, and doctor’s name and phone
number. The card is provided free to senior
residents.

East Windsor Senior Center Emergency
Schedule Policy
When a weather or other emergency should
occur in East Windsor Township, the fol-
lowing policy must be followed with regard
to the East Windsor Senior Center sched-
ule.
The Senior Center will follow the East
Windsor Township municipal office sched-
ule. A decision will be made either to delay
the opening of the Senior Center, close the
Senior Center early, or close the Center for
the day. Staff will be notified of the deci-
sion and necessary preparations and com-
munications will commence.
The Mercer County nutrition program will
follow Mercer County’s schedule and then
will discuss the final decision with East
Windsor Township. Should the County de-
cide to close the building, nutrition will be
cancelled since it is governed by Mercer
County.
Once the decision is final, the information
will be distributed to the necessary staff
and news outlets for resident's information.

Township website at www.east-
windsor.nj.us, read E-News Alerts, tune
into Community Access TV Comcast
Channel 27 and Verizon Channel 38, or call
the municipal information hotline at (609)
443-4000, ext. 400, for schedule updates.
