TELER The EDISENT Prototype
• Prototype for Windows 3.x (Win95 compatible)• 80386 PC or up• Mouse• 3-4 MB free disk space (country dependent)
SERT 98 Meeting Oct. 28, 1998
TELER EDISENT functionality (1)
● EDISENT consists of two parts:1) the software itself2) metadata on:– the respondent and the observation unit(s) – the combi-questionnaire including comments– code lists
SERT 98 Meeting Oct. 28, 1998
TELER EDISENT functionality (2)
● Main functions:– Initial configuration set-up: relating data items from the
enterprise’s information sub-system to statistical variables
– Periodical transformation of data from the enterprise’sinformation sub-system(s)
– Sending of data to the data collector
SERT 98 Meeting Oct. 28, 1998
TELER EDISENT functionality (3)
● After completion of a once-only adjustment, EDISENTallows for the automatic filling of electronic question-naires and sending the results after completion to theNSI or any other data collector, both on a regular basis
● EDISENT does not consult (files from) the enterprise’sinformation sub-systems directly, but uses export filesthat contain the data items required for answering thequestions from an electronic (combi-)questionnaire

SERT 98 Meeting Oct. 28, 1998
TELER The EDISENT Trial Kit
● A self-contained set of software modules, auxiliaryfiles and documents
● Required for a data collector who wants to useEDISENT for trials

TELER Objectives
● To draw upon the Professional Organisations as intermediariesto collect data and report on behalf of the enterprises to publicadministrations
● To prove that the solution is affordable, even for smallorganisations
● To set up an integrated process, exclusively based upon EDIand off-the-shelf software ( «building blocks technology»), toget a highly flexible and adaptable system

TELER Controls and harmonisation
● Use of Business Objects Explorer module● Only one file for multidimensional reports
– for 63 reporting steel works– all levels of aggregation : works, companies, country– three different steel grades and all qualities together– all periods : month, sum of months and year
● For one month (62.000 lines), requires ...– 3 minutes
● Three report formats : rep (BO), rtf & html

SERT 98 Meeting Oct. 28, 1998
TELER Preliminary conclusions (1)
● The set of off-the-shelf software seems well-adapted to therequirements :
– Control tool is adequate, given the level of complexity of dataand the rules applied
– DBMS is well adapted to the volumes stored– Infocentre tool gives an easy access to data
● Productivity benefits are obvious, mainly at maintenance level● Users take a full control of their information.
SERT 98 Meeting Oct. 28, 1998
TELER Preliminary conclusions (2)
● Adaptations of this process can likely be envisaged by otherprofessional organisations, according to their needs, meansand choices (e.g. receiving or storing aggregated data can leadto simpler tools).
● A preliminary study of all requirements for statistical reportingis the key point of any decision.
SERT 98 Meeting Oct. 28, 1998
TELER Preliminary conclusions (3)
● Enterprises burden is nearly nil● Zero data redundancy, zero re-keying● Zero delay, thanks to EDI procedures● Statistics collected & compiled by the Professional
organisation, on behalf of Administrations, are of high quality, thanks to the control process & the knowledge of the domain
● Enterprises receive an online tailored feedback adapted to theirneed, i.e. precise and detailed.
SERT 98 Meeting Oct. 28, 1998
TELER Exploitation & dissemination
● Implementation in FR, at CPS● Studies for adaptation in progress in UK (ISSB) and DE (WVS)● Demonstration made to all Eurofer members (statisticians) and
to 8 FEBI’s in July● Further demos for Eurofer computer experts and other FEBI’s in
September and October
SERT 98 Meeting Oct. 28, 1998
TELER Future plans
● End of pilots by Nov. 98● Conclusions to be drawn from Dec98 to Mar99● Exploitation plans to be refined Jan99 to Mar99● Final report and End of Project: end of Mar.99
SERT 98 Meeting Oct. 28, 1998
TELER Value added by TELER
● Use management or decision support software packages tocollect and format data into questionnaires both for statisticaland administrative purposes– a step forward compared to electronic questionnaires
● The concept already proved it works in most situtations
SERT 98 Meeting Oct. 28, 1998
TELER Condition to open a new market
● Reaching the critical mass– critical mass exists for intermediary organisations (one user,
many enterprises)– or if software is used for many surveys and administrative reports
(one user, many questionnaires)● Various approaches: government or software house driven
SERT 98 Meeting Oct. 28, 1998
TELER Work still ahead
● Conditions to extend the concept to many surveys– coordination between gov. administrations– concepts to be closer to accounting concepts– work on metadata management to be done– technical research still wanted (« emerging technologies »)
