SUBJECT: Geotagging DPWH Civil WorksProjects

In line with the Department's thrust to improve the efficiency in planning, budgeting, projectmonitoring and contract management processes, and in the implementation of the Projectand Contract Management Application (PCMA), geotagged photos are hereby required in thefollowing project stages:

Ensure that "Before" photographs arecaptured during budget preparation bythe Region or District for civil worksprojects.

Ensure that "Before" photographs are Designatedcaptured during budget preparation by Regional ProjectUnified Project Management Office Manager(UPMO) for civil works projects under theRe ion's eo ra hie area.Ensure that "Mobilization" photographs Designatedare captured during the conduct of the Project Engineerjoint field "as-staked" survey. The taking (PE)of the photographs shall verify that thelocation of the civil works project is in thesame location when it was funded. Thecaptured photographs shall also confirmthe availability of the site and conditionwhen com ared to the ro"ect sta e 1.Ensure that the "Monthly Progress" of civil Designatedworks are also documented in Project Engineerphotographs. These photographs shall be (PE)the visual evidence of civil worksaccomplishments during the monthcovered.The "Completion" photographs shall be Implementingtaken only during the conduct of the final Office'sinspection. These photographs can only Constructionbe uploaded to the Geographic Division/SectionInformation System (GIS) of theDepartment once the status of projectcom onent is "Com leted" in the PCMA.

Further, to assure that the geotagging application works efficiently, the following Offices shallperform the following tasks:

AccountabiliPlanning Service (PS) andBureau of Construction(BOC)

Tasks! Activities• Coordinate with the Information Management Service

(IMS) on the constant updating of the geotaggingprocedure and processes, rules and standards; and,

• Ensure the utilization of the Infratrack Application (IA)and that the necessary training is provided to end-users.

• Maintain the accessibility of the geotagged photographsin the DPWH website to all authorized users; and

• Maintain back-u co ies of the eota ed hoto ra hs.• Review and ensure the integrity of the geotagged

photographs taken at the Project Stage 1.

This Order shall supersede Department Order No. 16, series of 2018 and take effectimmediately.
