SPRECON-E SCada aNd auTOmaTiONSCADA systems are indispensable for the central control and monitoring of distributed installations in the power in-dustry. Depending on the field of application, the RTUs have to satisfy various requirements, regarding I/O quantities, I/O types, environmental conditions, communication protocols, and logic functions.SPRECON-E SCADA and Automation Systems are desig-ned in such a way that the optimum solution, technically and economically, is available for the project, while still maintai-ning an integrated system. The SPRECON-E SCADA and Automation system consists of the following devices from the SPRECON-E product fa-mily:
• Multifunctional automation unit SPRECON-E-C• Compact modules SPRECON-E-T3• Protection devices SPRECON-E-P• SPRECON V460 Control Room Computer System
All are integral parts of a uniform and system concept (data structures, communication, logic functions, engineering and service tools). However, they differ regarding their size and various operation parameters.
SPRECON-E-T3SPRECON-E-T3 modules have been developed specifically for operation in small and medium-sized load quantities. They can be used within a SCADA system as RTU, optionally with automation functions. The standard communication protocols, IEC 60870- 5-104 (Ethernet) and IEC 60870-5-101 are implemented. Interfa-cing of various IEDs is possible using the Modbus protocol. Thanks to its modularity SPRECON-E-T3 provides the requi-red flexibility and scalability.
fiEldS Of aPPliCaTiONThe SPRECON-E-T3 is used for:
• Electrical power supply• Substations and distribution stations• Caloric Power Plants• Hydroelectric Power Plants• Traction Power Supply• Industrial Grids• Wind Power Plants• Smart Grid
• Municipal utilities• Water Supply• Sewage• Gas Supply• District Heating• Traffic Control Systems• Tunnel Control Systems
CONfiguRaTiON aNd ENgiNEERiNgEach SPRECON-E-T3 unit consists of an intelligent basic module and the appropriate I/O modules communicating via the internal system bus. Optionally a SPRECON-E control panel (CP, CCP) can be connected. The RTUs can be indi-vidually adapted to the application by combining various I/O modules. All functions are engineered using the SPRECON-E Designer, allowing separate system configuration and unit configuration. The SPRECON-E Designer can be used offline, online and from remote. The device configuration can be read-out from the device online.A flexible licensing model allows to adapt the engineering and service tools to the customer requirements.
SPRECON-E-T3 fEaTuRES• Configuration can be saved on an external storage de-
vice via an integrated interface, and transferred to a re-placement device.
• Pluggable screw-type terminals for I/Os• PLC functions (optional) based on IEC 61131-3 using
the SPRECON-PLC Designer• Control, alarm panel (optional)

valves etc.• Interlocking of switch gear• Flexible command sequence according IEC• Single and double commands with 1-, 1½-, 2-pole com-
mand output• Local / Remote• LED signalling on the I/O modules• Analog threshold monitoring• Mean value calculation• Maximum/minimum value calculation• Configurable transmission modes for measured values• Pulse counter inputs• Counters for operating hours, switching operations• PLC logic acc. IEC 61131 (optional)• Event logging• Alarm logging• Time Synchronisation via DCF-77, GPS, NTP or from
SCADA centre• Self-monitoring• Remote maintenance and configuration
The software features described above are typically configu-red using the SPRECON-E Engineering Center.
REmOvaBlE mEmORyThe SPRECON-E-T3 is equipped with a removable memory interface as standard. It is used to save all the relevant data such as configuration and firmware version. On each restart, the data of the internal flash memory are compared to tho-se on the memory. If changed, the data from the memory is transferred. This functionality means that it is very easy to replace modu-les without additional tools like Laptop etc. onsite. Moreover, a configuration prepared previously can be transferred on the memory and easily taken to site.

COmmuNiCaTiON• RS232, RS422/485, 10/100 MBit Ethernet• Permanent or dial-up connection (via external modem)• Wireless communication via GSM/GPRS radio modem• Interfacing of IEDs (metering and measuring instru-
ments, protective relays, voltage regulators, controllers for Petersen coils, etc.)
• Extensive protocol library; further protocols can be im-plemented on request (see Technical Data)
SECuRiTyThe progress of information and communication structures demands adequate measures against unauthorized data manipulation and cyber attacs. To meet the high security re-quirements, SPRECON-E-T3 supports encrypted VPN com-munication (e.g. IPsec).
CONfiguRaTiONAll available functions can be individually configured, where-by overall project definitions and specific device configurati-on is done separately.A complete SCADA system can be configured using only one database. Logic functions permit the implementation of special solutions for substation automation. All engineering and programming can be done locally or from remote via the user-friendly software tool SPRECON-E Designer.
PlC fuNCTiONaliTyThe SPRECON-PLC Designer supports standardized pro-gramming in accordance with IEC61131-3:
• FBD: Function Block Diagramm• ST: Structured Text• SFC: Sequential Function Chart
COmmaNd OuTPuTSCommands are issued after the relevant checks as follows:
• The switching device is ready for operation.• The operating equipment is not already in the required
position.• Whether another command is already active in the stati-
on or command group (1 out of n check).• Whether the command has been initiated at an autho-
rised level (control authority).• Whether the new status is permitted by the topological
interlocking condition. After a command output, the operating time of each device is monitored and, when exceeded, an alarm is generated.
PREPROCESSiNg Of BiNaRy daTaBinary data preprocessing provides various functions for processing of binary inputs. These functions can be enabled and adjusted independently for each input.
CONTaCT dEBOuNCiNgThis feature is used for debouncing signals from mechanical contacts. The debouncing period can be adjusted individually.
ChaTTER BlOCkiNgThe chatter blocking function detects faulty inputs that show unstable status. In case of permanent status changes the in-put is blocked in order to suppress overflow on data streams.
SigNal filTERiNg aNd dElaySignal filtering is used to suppress spikes at the binary inputs. The signal change is only registered if the status is present for a certain period of time. Moreover, the binary signal can be delayed, allowing correction of mechanically signal de-lays.
5
SigNal gENERaTiONAfter pre-processing the digital input data, spontaneous tele-grams are generated in case of status change. The switching device position is transmitted as double-indication. Interme-diate position and malfunction can be displayed in addition to the defined ON/OFF positions.
COuNTER valuESEnergy can be counted from the measured current and vol-tage values for SCADA purposes (not for billing). Additionally, the integrated function of an operating hour counter and a switching operations counter are available. If an external meter with pulse output is connected, the pul-ses are counted at the digital inputs, and processed inter-nally. All counter values are stored in a non-volatile memory, and can be set and reset individually.Following functions are available for counter value proces-sing:
• Accumulation of absolute- and relative values• Specification of a counter constant (also per remote)• Adjustable storage criteria (cyclica, via command, de-
pending on changes, etc.)• Transmission and reset is controllable
mEaSuREd valuE aCquiSiTiONThe analog value acquisition provides a wide range of func-tions, pre-processing and transmission of measurands, which in turn permit sophisticated monitoring and easy commissi-oning in the project phase. Standardized DC signals from external measurement transducers are processed, using an optional live zero monitoring for the detection of cable faults.

mEaSuREd valuE aCquiSiTiONThe analog value acquisition provides a wide range of func-tions, pre-processing and transmission of measurands, which in turn permit sophisticated monitoring and easy com-missioning in the project phase.Standardized DC signals from external measurement trans-ducers are processed, using an optional live zero monitoring for the detection of cable faults.
SCalE magNifiCaTiON (zOOm-iN fuNCTiON)It may be necessary to considerably enlarge a small range of the input value when using measuring transducers, for ex-ample, in case of a frequency measurement of 45 to 55 Hz or the like. Additionally, this function allows a measured-value adaption by use of a non-linear curve.
limiT mONiTORiNgAll measured and counter values can be monitored for thresholds. The threshold value as well as a time delay can be modified online. An alarm is generated if such limit is ex-ceeded.
mEaN valuE CalCulaTiONBased on the actual measured values over a certain period of time, arithmetic mean values can be calculated such as the 15-minute mean value.
TRaNSmiSSiON Of aNalOg valuESDue to the fact that bandwidth is mostly limited for the com-munication to the Control Centre, a compromise must be found between reducing the data volume and providing the most recent data to the operator. Thus, different concepts for initiation of measured value transmissions can be applied, which can also be combined:
• Cyclic transmission• Spontaneous transmission - by exceeding a certain
threshold• Spontaneous transmission – with adaptive threshold cri-
terion
The transmission mode can be configured individually for each measured value.

iNfORmaTiON BlOCkiNgDuring testing in the substation, transfer of information to the Control Centre can be blocked on individual signal level as well as for groups of signals or for the whole station.

• Data object• Signal• Measured value• Counter value.
This is an essential feature for maximum flexibility.Deriving of signals by Boolean terms, calculation of analog values and counter values is supported, reducing the data quantity being transferred to the Control Centre to the mini-mum.
lOgiC fuNCTiONSSuch logic functions defined by Boolean terms allow easy implementation of automatic functions. Through combination of data objects in logic equations, user-specific signals can be defined and further actions can be derived there from.
auTOmaTiON fuNCTiONSIn addition to the logic functions, any required sequences can be programmed by this facility. Thus, sequential control, change-over automatisms or closed-loop control can be per-formed.
EvENT aRChivEEvent recording allows to continually archive and store ope-rational events in a non-volatile memory. In doing so, all re-levant events are stored in chronological order together with time stamps.
TimE maNagEmENTTime synchronization can be achieved via the synchroniza-tion signal of an external clock receiver like DCF77- or GPS, via NTP servers or higher level control systems. Moreover, direct synchronisation from the Control Centre over the SCADA protocol is possible. All signals, measu-rands and counter values are stamped with date and time.
CONTiNuOuS SElf-mONiTORiNgComprehensive test routines monitor both hardware and software continuously, helping to detect irregularities imme-diately and to take the appropriate measures. This ensures a very high degree of safety and system reliability.

SPRECON-E-T3 single to fivefold size module
18
aSSEmBly aNd addRESS SETTiNg
1 An electrical link to the earthing contact must be ensured (caution when using DIN rails made of anodized aluminium!)
All SPRECON-E-T3 modules can be snapped-on side by side on the standard TS-35 DIN rails (DIN EN 50022):• Before assembly, the pluggable bus connectors supplied with the equipment must be mounted on the DIN rail, as shown
in the figure below.• For this purpose two bus connectors must be lined up for double-width modules (45 mm).• Subsequently, the modules can be snapped on the DIN rail1.• The intelligent basic module is snapped-onto the bus connector left to the I/O modules.• The other modules are snapped-onto the other bus connectors in line, after setting the address.
SPRECON-E-T3 Assembly and address setting
Address settingThe address setting must be done before assembly and with the terminal X1 removed, as is also shown in the figure. The addresses must be set from the left to the right, starting from 1. The basic module must always be mounted left to the I/O mo-dules; no address is set on it.
