SOME FACTS AND FIGURES REGARDING THE EUROPEAN DEFENCE FUND, IN PARTICULAR EDIDP

The European Defence Fund has two windows: a DEFENCE RESEARCH window and a DEFENCE DEVELOPMENTwindow. Each window has legislative and budgetary implications.

EU legislative implications: Two regulations 2019-2020

DEFENCE RESEARCH: Legislative proposal to be expected in 2018: A fully fledged European Defence ResearchProgramme (EDRP) for the next MFF.

DEFENCE DEVELOPMENT: To be ready in 2019: A European Defence Industrial Development Programme(EDIDP) and before 2021 its successor for the next MFF. 4 committees in the EP are involved in the EDIDPnegotiations: ITRE (lead committee), SEDE, BUDG, IMCO. ITRE rapporteur: GROSSETETE Françoise (PPE/FR)/ shadows: POCHE Miroslav (S&D /CZ), RIQUET Dominique (ALDE/FR), KRASNODĘBSKI Zdzisław(ECR/PL), SYLIKIOTIS Neoklis (GUE/EL) BORRELLI David (EFDD/IT) LECHEVALIER Christelle (ENF/FR) andBÜTIKOFER Reinhard (Greens/EFA, DE). ITRE will vote on 21 February 2018, trialogue as from March 2018,agreement in 1st reading most probably until end 2018.

EU budget implications: EUR 690 million until 2020, more than EUR 10 billion post 2021

DEFENCE RESEARCH: 2017-2019 EUR 90 million for a Preparatory Action for Defence Research; next MFF: EUR500 million annually for a European Defence Research Programme (EDRP) (total: EUR 3.5 billion for 7 years).

DEFENCE DEVELOPMENT: 2019-2020 EUR 500 million for the defence industrial development programme, nextMFF: EUR 1 billion annually for the same program (total: EUR 7 billion for 7 years).

MORE SOURCES FOR VARIOUS AIMS: Figures yet unclear. Support to defence industry and military cooperationvia existing EU funds3 such as European Investment Fund4, European Investment Bank, European Regional andDevelopment Fund, ERASMUS+, COSME etc.
