Introduction
The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes.
In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons
of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

Project Development Objectives: The objective of the Project is to assist the Borrower in increasing and enhancing
the business activities of the Beneficiary agribusinesses supporting the Borrower’s economic growth.

The project was restructured to revise the project development objectives and include a component to support the
agricultural cooperatives with training and matching investment grants. This would strengthen a key link in the value
chain and provide the other project beneficiaries - the processing enterprises - with reliable supply of raw materials.
Progress toward achieving development objective(s): Increase and enhancement of business activities has been
achieved through a set of project interventions: (a) Twenty agriprocesssing enterprises have received customized technical
assistance, which allowed them to improve their business processes, introduce new products, raise the standards, enter new
markets and increase the sales and profits; (b) Trade facilitation activities involving 1,143 client contacts has resulted in
sales amounting to US$ 7.6 million, of which 87 percent to export markets; (c) 547 loan officers have been trained at
commercial banks which issued US$4.8 million in subloans to 67 agribusiness enterprises; and (d) training, analytic and
policy work of the project is contributing to further development of the sector.

Project Development Objectives: The development objectives are to: (a) improve the transparency, responsiveness,
and accountability of the public sector; and (b) increase efficiency, effectiveness and accountability within the
public sector.
Progress toward achieving development objective(s): The transparency of public financial management has
increased. Monthly budget execution reports are published on the Central Treasury's website and available for public
at large. New budget classification makes budget reporting more transparent. Ninety percent of civil service
appointments are performed on a competitive basis. Information on public procurement is being published on line,
but the government anticipates changes in public procurement to take place. The health sector financing is more
predictable with the support of the health sector SWAP (Sector-wide approach project). Teachers’ salaries are
financed as scheduled, thus improving predictability of education financing. However, other current expenditures in
education, which are managed at the local government level, are less predictable. Progress has been made with
development of a new Treasury Information Management System (TIMS). The system design has been developed
and is being reviewed by the Ministry of Finance. The main thrust of the project in the remaining time will be on
agreement on the TIMS and HRMIS (Human Resource Management Information System) designs and
implementation. The achievement of the Project Development Objective will require Credit extension until mid
2012.

Project Development Objectives: The objective is to modernize elements of the national payments system and to
reform parts of the banking system.
Progress toward achieving development objective(s): Substantial progress in implementing the project has been
achieved in all components related to the modernization of the payments system infrastructure. The Bulk Clearing
System (BCS) introduced in October 2006 continues to operate well and the Real Time Gross Settlement (RTGS)
System introduced in June 2008 has achieved its operational objectives and has been formally accepted by the
National Bank of the Kyrgyz Republic. The inter-bank Card Processing Center (CPC) has been operational since
December 2006 and usage of the national El-Card continues to grow, reaching over 74,000 as of July 1, 2010.
Another important planned application is the Government payroll reform initiative whereby Government employees’
salaries are paid through bank accounts instead of cash also continues to grow with approximately 35,000 employees
as of January 1, 2010 receiving direct deposits of their salaries through commercial bank accounts. Fifty-one new
state and budget organizations joined this initiative in 2009, i.e., an increase of about 19 percent over 2008. The
General Ledger and the new core banking system for the Savings and Settlement Corporation (SSC) are currently
being tendered out. Due to the recent political developments and turmoil in the Kyrgyz Republic, the planned
privatization of the Aiylbank was however postponed.

Project Development Objectives: The project objective is to improve learning and learning conditions in primary
and secondary schools, with priority attention to rural areas.
Progress toward achieving development objective(s): The project is making steady progress towards achieving
the objective. The data available to date consistently shows significant improvement in learning conditions in all
project schools. For example, 39 titles and 7,597 copies of new textbooks were provided and 200,000 copies of
existing textbooks were reprinted. The latest test results (National Sample Based Achievement) have shown a
positive trend of improvement in student learning achievement in Math and Reading in all pilot oblasts. The rate of
improvement in Math ranged from 16 percent to 6 percent, while the improvement in reading ranged from 15
percent to 9 percent . The project is on targets with key indicators. A set of policy interventions have been
successfully piloted :including: (a) a new teacher performance evaluation and management system (with 303 schools
participated in the pilot); (b) a school improvement planning process with stakeholder participation (with 337
subprojects approved); (c) improvement of the student assessment system through the introduction of formative
assessment and an improved school leaving test (with 7,000 teachers trained); and (d) a Per Capita Funding model.
These pilots have demonstrated the potential to be scaled up system wide.

Project Development Objectives: The objectives are to: (a) minimize the exposure of humans, livestock, and
riverine flora and fauna to radionuclides associated with abandoned uranium mine tailings and waste rock dumps in
the Mailuu-Suu area; (b) improve the effectiveness of emergency management and response by national and sub-
national authorities and local communities to disaster situations; and (c) reduce the loss of life and property caused
by hazardous landslides.
Progress toward achieving development objective(s): All activities undertaken by the project so far have reduced
the chance that uranium tailings and waste dumps in Mailuu-Suu can discharge contaminated material in the
Mailuu-Suu River or can be damaged by landslides. The remaining ongoing works relate to relocating uranium
material will also contribute to the avoidance of exposure. Water quality monitoring in the river shows that the
quality of water throughout the year has been within acceptable international parameters. A new emergency
management and response plan that was prepared under the project is under consideration by government. The plan
streamlines the way emergencies are managed in the country.

infrastructure services for the population of participating small towns.
Progress toward achieving development objective(s): Despite the political unrest in recent months, the
implementation of the project continues to make progress toward achieving the project development objective. A
full impact assessment to measure the project development outcome indicators is ongoing, and preliminary results
show that the project is fully on track to achieve its objectives of improving the availability, quality and efficiency of
infrastructure services in the participating towns. Energy consumption cost as a percent of total cost in water supply
is already reduced in the majority of participating towns (with a maximum reduction of 14 percentage points in
Cholpon-Ata); and, regular water supply availability and solid waste collection have improved.

Progress toward achieving development objective(s): The Project continues to make sufficient progress towards
achieving its Development Objectives. The current provisional Government continues to support the existing single-
payer system under the Mandatory Health Insurance Fund (MHIF) with its pooling and purchasing arrangements. In
addition, (a) Government spending on health care as a proportion of total government expenditures stands at 13% in
2010, and execution of approved health budgets for the Ministry of Health (MOH) and the MHIF cumulatively
account for nearly 99 percent ; (b) the percent of out-of-pocket health expenditures in total household consumption
in the poorest quintile is approximately 4.9 percent ; (c) over 70 percent of the expanded Unified Monthly Benefits
(UMB) program is reaching vulnerable families in the poorest two quintiles; (d) the additional 30 percent top-up of
targeted cash transfers to compensate for the loss in purchasing power due to the food crisis reached an average of
approximately 360,000 socially vulnerable populations; and (e) nutrition supplements, in the form of Vitamin A,
were provided to approximately 1.1 million children aged 5-59 months.

Progress toward achieving development objective(s): In spite of recent political turmoil and suspension of World Bank
activities following the overthrow of the previous Government, the implementation of the project continued to progress
steadily and produced tangible results across components. Five sector specific technical regulations have been adopted to
streamline standard requirements for business, one is at final stage of adoption and other drafts are at various stages of
development. The Ministry for Economic Regulation hosted the fully operational World Trade Organization Enquiry
Point (the import/export central information focal point on technical barriers to trade mandated by the World Trade
Organization to facilitate trade amongst members). State of the art reference metrology laboratories for temperature and
mass are installed and fully functional at the Center for Metrology and Standards. The Kyrgyz Center for Accreditation,
the national independent accreditation body, is fully operational and provides reliable accreditation services to testing
laboratories and certification bodies. In addition, the Kyrgyz Center for Accreditation initiated the process for membership
to the International Laboratory Accreditation Cooperation, a crucial recognition for the country to be able to enter into
Mutual Recognition Agreements governing international trade.

Project Development Objectives: The objectives are: (a) improving irrigation service delivery and water
management for the benefit of a sustainable increase in irrigated agricultural productivity; and (b) improving
national water resource governance for the benefit of water users and the nation as a whole.
Progress toward achieving development objective(s): The Water Management Improvement Project has the
following components: (a) Rehabilitation and modernization of irrigation infrastructure to secure the water supply to
around 85,000 ha which serves 40,000 families; (b) Management of water resources to achieve sustainable and
efficient water resources management through implementation of the water code, support to the Department of
Water Resources (DWR)and support to Water Users Associations (WUAs); (c) Organization of beneficiaries
supporting the formation and development of WUA Federations and the transfer of minor irrigation schemes to
WUAs, thereby alleviating some of the pressures on the DWR to operate and maintain these systems. Under
component 1, initial progress was slow. Since early 2010, out of an estimated 18 schemes, 16 schemes have been
contracted, and project progress accelerated. However, since most of the schemes are constructed in the south, some
delays were incurred in the construction progress as a result of the April and June 2010 events and construction
could only restart in full in July 2010. By end of 2010 it is expected six subprojects will be completed. Under
component 2 and 3 most of the technical advisory packages on water governance have been completed. However,
due to the changes in government and a planned restructuring of the DWR, implementation of the recommendations
for improved governance are likely to start in full following the elections in the Kyrgyz Republic, scheduled for
October 2010.

Project Development Objectives: The Project will achieve its objective through assistance to ensure that Water
Users Associations (WUAs) are able to utilize their rehabilitated on-farm irrigation systems on a sustainable basis,
and rehabilitation and modernization of irrigation and drainage infrastructure for around 29 WUAs commanding
51,000 ha.
Progress toward achieving development objective(s): Under the rehabilitation component, significant progress
has been made. Twenty-six WUAs commanding around 62,000 ha have been selected for rehabilitation, and 5
projects have already been completed, providing significant benefits to the water users. There is some concern
regarding the WUA Support Units (SUs) which were integrated in the Department of Water Resources. Due to the
current government budget crisis after the April and June 2010 events in Kyrgyzstan, the SUs do not receive
sufficient funds to adequately conduct their work, and as a result, performance of WUAs has dropped slightly after
years of a steady improvement in WUA performance. Therefore, over the course of 2010, the project will work more
actively with Government on resolving this issue in order to ensure that adequate resources are dedicated to the
proper functioning of the SUs.

Project Development Objectives: The project development objectives are to assist the Kyrgyz Republic in
improving its institutional and infrastructure environment for profitable and sustainable crop and livestock
production as well as in reducing instability of food prices and developing broad-based agricultural productivity for
food supply and security.
Progress toward achieving development objective(s): The project is progressing well. The pasture component
activities have picked up. Mobilization of pasture management committees has been completed throughout the
country. The initial round of legal training has started. The community framework for pasture management has been
established in accordance with the new veterinary law. Results from the Global Food Crisis Response Program
emergency community seed funds continue to reflect good results for yields. Training and project support, including
infrastructure grants, will be provided through this network. The rural advisory services are being delivered on a
demand driven basis. Farmer koshuuns have been mobilized and are starting to procure extension advice from
designated service providers with project support. The animal health component of the project is underway with
initial mobilization of private veterinarians in Naryn, a commitment to re-organization of the State Veterinary
Department, and agreements on all aspects of the training program to be delivered through the project. Additional
financing has been negotiated to scale up the brucellosis program country-wide and encompass a range of other
infectious diseases. Due to recent developments in the political situation in the Kyrgyz Republic some project
activities are expected to be delayed.

Project Development Objectives: The objective of the Project is to assist the Recipient with: (a) improving
governance and capacity at the local level; (b) strengthening the provision of, and access to, essential infrastructure
services; and (c) supporting private group-owned small scale enterprise development.
The project was restructured, or received Additional Financing during FY 10
The objective of the combined restructuring and additional financing was to provide Additional Financing (AF) in
an amount of SDR 5.2 million (US$ 8.0 million equivalent) to the Kyrgyz Republic for the Second Village
Investment Project (VIP-II, IDA Gr. H2500-KG). Simultaneously, VIP II was restructured in order to: (a) trigger OP
4.12 on Involuntary Resettlement--a Land Acquisition Polity Framework (LAPF) subsequently was prepared and
adopted by the client; and (b) harmonize the project development objectives as presented in both the Financing
Agreement and the Project Appraisal Document. Also, a new results indicator was added to quantify the increase in
employment in beneficiary communities, and a new set of IDA core indicators have been adopted to help capture
project results. Finally, the closing date for VIP II and the AF was extended to December 31, 2011. The
restructuring and AF was approved by the Board on November 3, 2009.
Progress toward achieving development objective(s): Progress towards achieving the Project Development
Objectives was good. As of July 1, 2010, 537,236 people in project areas had improved access to water resources. A
total of 368 water points, 326 public health centers, 537 km of rural roads, and 4187 classrooms had been
constructed or rehabilitated under the project. The total number of beneficiaries was estimated at 1,259,530. Most
project targets have been met or already exceeded.

Project Development Objectives: The overall development objective is to minimize the threat posed to humans
and the poultry industry by Highly Pathogenic Avian Influenza (HPAI) infection and to prepare for, control, and
respond to influenza pandemics.
Progress toward achieving development objective(s): Overall the project progress is good and most of the
activities have been accomplished. A consolidated human/animal health action plan has been drafted and has been
tested through simulation exercises. No outbreaks of Highly Pathogenic Avian Influenza (HPAI) have been reported,
but there have been improvements in awareness and preparedness. 2,096 health workers have received training. 4
out of 7 health facilities have been constructed, renovated or equipped. The laboratory network has been improved
and disease surveillance capacities increased to address both human and animal diseases.

Project Development Objectives: The development objective of the project is to urgently increase the volume and
reliability of the national energy supply, especially thermal power in the winter season, thereby supporting the

Additional Financing was provided to scale up successful activities of the main project and to address a high risk of
serious power and heat interruptions. The effectiveness of the Additional Financing has been delayed due to the
recent uprisings in the Kyrgyz Republic but is expected in the near future.
Progress toward achieving development objective(s): The project implementation is progressing well with
increased heat (additional GCal 272 thousand) and power outputs (additional 683.5 GWh) during the winter season.
The project has already created immense relief for the people of the Kyrgyz Republic, in particular, the citizens of
Bishkek and Osh, in coping with the 2008/09 and 2009/2010 winter hardship.

Project Development Objectives: To contribute to the reduction of transport costs and travel time along the Osh-

Progress toward achieving development objective(s): Project implementation had started prior to Project
effectiveness with the procurement for component 1 (civil works and supervision consultants). To date, the civil
works contract is being finalized and the contract with the supervision consultant has been negotiated. The selection
process for the consultancy contract on road safety is being initiated. Actual rehabilitation works are expected to
start within the coming months. Additional Financing in the amount of USD$ 10 million equivalent is being
prepared in response to the recent social unrest in the Kyrgyz Republic and will support scaling up road
rehabilitation activities to include a portion of the road network within the city of Osh and the roads leading to the
city, thereby creating temporary jobs in road construction.

Project Development Objectives: The objective is to support markets for, and improved use of, land and real estate.
This will be done through further development of a system for registering rights in immovable property.
Progress toward achieving development objective(s): In spite of political and organizational turmoil, and
economic decline, project progress has continued. Policy reforms in early FY10 helped to reduce the average
secondary transaction for individuals from 3 days in calendar 2008 to 2 days in calendar 2009. The percentage of
clients who thought information dissemination was sufficient increased from 50 percent (in 2007) to 70 percent in
early FY10. During calendar year 2009, the number of mortgages grew by 10 percent, and sales transactions
declined by only 1.5 percent. A proposal to establish a single agency with consolidated finances was developed. A
government directive has been drafted to make digital spatial data accessible to the public, and to recognize the use
of the new transparent geodetic reference and coordinate system for official purposes.
However, implementation is delayed. Project restructuring will be required to adjust the intermediate results targets,
timeframe, and detailed aspects of the project activities and associated costs. The project development objective
would remain the same, and the basic project structure, and cost allocation across the three components are expected
not to change significantly.

Progress toward achieving development objective(s): The project implementation has suffered due to political
changes in 2010 and particularly the uprising in April 2010, which resulted in the ousting of the president and the
government. The Project Implementation Unit has continued to function with no disruption during these times, and
the hired consultants continued their technical work which was also not impacted by the political changes, and
several training sessions were conducted as planned. The progress in coordination of economic policy between
agencies has been slow and the overall progress towards achieving Project Development Objectives has also been
slow. Results have been partially achieved.

sub-projects of the first year investment program have not been finalized. Project start is further impaired by the
unplanned need to revisit systems installed by the first project, for rehabilitation and capacity building. It is
anticipated that works will commence with a delay of up to 12 months and the project will undergo restructuring.
