SUB-PROJECTGUIDELINES(2016-2017)(ReleasedApril6,2016)
SUMMARYTrackingChange: LocalandTraditionalKnowledge inWatershedGovernance isa six-year researchprogramfunded by the Social Sciences and Humanities Research Council and led by the University of Alberta,MackenzieRiverBasinBoard,and theGovernmentof theNorthwestTerritories in collaborationwithmanyother valued Aboriginal organization partners and universities. The broad goal of the project is to createopportunities to collaboratively document and share local and traditional knowledge (LTK) about social-ecologicalchangeintheMackenzieRiverBasin,LowerMekong,andLowerAmazonBasinsanddetermineits’role in watershed governance. In 2016-17, the project will fund 8-10 community-based and collaborativeresearchactivitiesintheMackenzieRiverBasinthatdealwithallorsomeoffollowingthemesandpriorities:1
ApplicationswillbeacceptedfromAboriginalorganizationsthatarepartnersofTrackingChange…,2andthatareworkingincollaborationwithoneormoreacademicsfromapartneruniversity(seetable-pg3).

2.WorkingAcrossCultural,PoliticalandEcologicalBoundaries–ResearchproposalsareencouragedfromAboriginalpartnerorganizationswhoaredeveloping researchactivities thatare inclusiveofotherAboriginalorganizations (e.g.,communities,co-managementboards)withinandacrosssub-basinsoftheMackenzieRiverBasin.3.OntheLandActivitiesandBroadCommunityParticipationincludingYouth–Researchthattakesplaceonthelandcan contribute to both the documentation and sharing of knowledge aswell as its further development and use bycommunities. Youth involvement isparticularly important toensureLocalandTraditionalKnowledge ispassedon tofuture generations. For this reason, applications are encouraged that includeon-the-land activities (e.g., fish camps,rivertrips,rivergatherings,canoetrips)andareinclusiveofadiversityofcommunitymembers,includingyouth.4.SharingofLocalandTraditionalKnowledge–TrackingChange…supportstheprinciplesofOCAP(ownership,control,accessandpossession)andthelocal/regionalintellectualpropertyrightsguidelines(e.g.,TraditionalKnowledgePolicies)oftheAboriginalorganizationpartnersandLocalandTraditionalKnowledgeholders(e.g.,elders).Atthesametime,theultimate aim of the project is to create knowledge sharing opportunities for Aboriginal partner organizations and tocreatean improvedandholisticunderstandingof theMackenzieRiverBasin.Applicationsareencouragedthatclearlyindicate what and how knowledge from the sub-project will be shared with other members of the Project Team,including other Aboriginal organizations. Applications are discouraged that focus on themes and issues that areconsideredconfidential.

3. Ourconsiderationoftheapplicationdoesnotconstituteacceptanceofproposalforfunding.4. Decisionsaboutthefundingwillbegrantedonthebasisofthemeritofindividualapplications,andpotential
contributiontotheTrackingChange…project.5. Allproposalsreceivedwillbetreatedasconfidentialandduediligencewillbeexercisedtomaintainthe

willproviderecommendationstotheProjectDirectorandManagementCommittee.ThedecisionforfundingwillbemadebytheTraditionalKnowledgeSteeringCommitteeandtheExecutiveCommitteeoftheTrackingChange…project.Atitsowndiscretion,theTraditionalKnowledgeSteeringCommitteemayrequirefurtherinformationintheirreviewofapplications.
2. DecisionswillbecommunicatedinwritingthroughaNoticeofAwardtosuccessfulapplicantsin2to4weeksoftheclosingdateforsubmissions.
3. AtthediscretionoftheMRRBTraditionalKnowledgeandStrengtheningPartnershipsCommittee,theamountofawardmayormaynotbethesameastheamountrequestedintheproposal.
4. Grantfundsmaybeusedonlyfortheprojectandpurposesdescribedintheapplication,subjecttoanyspecialconditionsgivenintheNoticeofAward.
6. Normallygrantfundingwillbeprovidedfortheperiodoftimeindicatedintheapplicants’request.ThetermmaybeextendeduponwrittenrequesttotheManagementCommitteeChair.

7. Anyexpensesincurredbytheprojectpartnershipabovethetotalgrantwillbetheresponsibilityoftheprojectpartnership.

REPORTING
ReportingbytheApplicants–Followingthenoticeofaward,reportingisrequiredfromapplicantsasfollows:
Report1–DetailedPlan–Thoseapplicationswhichlackdetail(E.g.,aboutnumberofcommunityparticipantsinvolved,locationoffishcampsetc.)willbeaskedforadditionaldetailswithin2monthsoftheawarddate.Report2–EthicsApprovalsandResearchLicenses–ProjectsinvolvinguniversityacademicsandgraduatestudentsmustsubmitevidenceofethicsboardapprovalasperSSHRCGuidelines.Report3–FinalReport(includingfinancialreport)–attheendoftheprojectortheendofthetermoftheaward.Afinalreportshouldincludeasummaryofresearchoutcomesandwherepossible,detailedoutcomesthatcancontributetoabiggerpictureunderstandingoftheMackenzieRiverBasinasawhole.Whereauniversityisinvolved,afinalfinancialreport(SSHRCStatementofAccount-Form300)willberequiredfromthegrantholder(academiclead).TheinformationinthesereportswillformthebasisoftheannualreportsfromtheTrackingChange…projecttothefundingagency(SSHRC)andwillbefactorsinwhetherfundinginsubsequentyearsisapproved.
SHARINGOFRESEARCHOUTCOMES:
1. PlainLanguageSummary-Followingapprovaloftheproject,aone-pagesummaryinplainlanguagewillbedevelopedbyourofficeforpostingonthewebsite–trackingchange.ca
2. ResearchAgreementsbetweenAboriginalOrganizationsandAcademics-TheAboriginalorganizations,communitiesandacademicresearchersareencouragedtodevelopanagreementaboutownership,control,accessandpossessionofthedata(OCAP)toclarifydetailsofhowknowledgewillbecollected,storedinterpretedandshared.
3. SharingofResultswithotherPartnersandthePublic-RespectinglocalpoliciesandOCAP-relatedagreementsbetweenAboriginalorganizationsandleadacademics,theoutcomesoftheprojectwillbeownedbythesub-projectapplicants(e.g.,communityorganization,leadacademics,student).However,giventheintentoftheprojectistocreateopportunitiesforcommunitiestoshareknowledgewithoneanotherandthepublicaboutsocial-ecologicalchangeintheMackenzieRiverBasin,itiscriticaltoallpartnersthatsome/alloutcomesofthesub-projectsareshared.Allreportsanddatawillbeappropriatelyreferencedinanyrelatedreports.Applicationsarediscouragedthatfocusonthemesandissuesthatareconsideredconfidential.
4. Confidentiality–Throughouttheresearchprocess,itisanticipatedtheremaybesomeconcernsarisingaround
confidentially(e.g.,ofinterviewees).AsperoftheTermsofReferenceoftheTrackingChange…project(seewebsite),allpartnersandacademicsinvolvedintheprojectagreetorespecteachotherinamannerthatisprofessionalandculturallyappropriate.Itistheresponsibilityoftheknowledgeholderand/oracademictohighlightdata,issues,ordiscussionsthatshouldremainconfidential.Barringinstancesofillegality,itistheresponsibilityofothermembersoftheProjectTeamtorespecttheseinterestsanddemonstrateduediligenceinclarifyinganyambiguities.Ininstanceswherethereisambiguity(i.e.,itisunclear),academicsandothermembersoftheProjectTeamwillassumetheinformationisconfidential.

5. AcademicPublication-Followingapprovalofthefinalresearchreport,projectpartnersarestronglyencouragedtodisseminatetheirfindingsaswidelyaspossible(e.g.,throughacademicpublication).Subsequentapplicationsforfundingwillonlybeconsiderediftherequiredreportshavebeensubmittedbytheestablisheddeadlines.
6. Anypublicationbasedontheresearchconductedwithfundingfromtheprojectmustclearlystatethissource
