EXISTING PROVISION BIDDER'S QUERY BHEL'S CLARIFICATION
1.0 FGD & SCR System - Please provide drawings for FGD & SCR system including Scrubber & Tanks.
Please also provide the welding schedule for Scrubber and Tanks.
Please confirm whether Lime Stone Silo is in the scope of work or not.
Design & engineering process is in progress as on date, so all required drawings for FGD & SCR
system including Scrubber & Tanks shall be provided progressively during execution. However,
preliminary GAD of Absorber, Procedure for surface preparation of steel plate and General information of
SCR system attached with this TCN for basic understanding purpose.
Design & engineering process is in progress as on date. Welding schedule for Scrubber and Tanks
shall be provided after finalization of same by BHEL-MU. However, interested bidder may refer the Boiler
welding schedule already provided with this tender and WPS for FGD attached with this TCN,for having
basic and preliminary idea on it.
Scope of Limestone silo could be confirmed after finalization of total design and drawing of FGD system.
2.0 Non-Pressure Parts - Please confirm Temporary Piping work required to carry out for steam blowing work is included in the
scope of Non-Pressure Parts.
Bidders to refer Non-Pressure parts (Group-III) of APPENDIX-I :APPROXIMATE WEIGHT SCHEDULE OF
MAJOR PACKAGES FOR 1X660 MW SAGARDIGHI PROJECT of VOLUME-IF-CML Rev-00
TECHNICAL CONDITIONS OF CONTRACT.
3.0 Erection of Structures - Please confirm that all Structures shall be provided as pre-fabricated condition. Please also confirm the
type of joint of pre-fabricated Structure i.e. bolted type or welded type. If the same is of bolted type then
required connection bolts shall be supplied by BHEL.
Please confirm whether Erection of Bunker Shell & Hopper is in contractor’s scope or not. If yes, then
please provide the shape & size of Shell segments and Hopper segments that will be supplied to
contractor.
Supply of materails for Boiler and Auxiliaries, ESP and Auxiliaries and other associated sytem will be as
per common standard of supply of BHEL-MUs for 660 MW unit.
PGMA items related to Mills and Bunkers are in the erection scope of Boiler agency however site
fabricated items of Mills and bunkers like: shell and hoppers are to be erected by structural job agency.
4.0 Clause No.40.1 of TERMS OF PAYMENT of
VOLUME-IF-CML Rev-00 TECHNICAL
CONDITIONS OF CONTRACT
The contractor shall submit his running bill…...release of
payment.
As per Clause No. 40.1 of SCC, RA bill payment will be paid after 45 days of submission of the bill. As per
Billing Schedule almost 17% to 18% payment of any item will be paid after achieving of milestone activities
where milestones like Coal Firing, Full Loading etc. are not dependent on contractor. Moreover activity
like Painting will not be applicable for many items. In view of the same we would request to revise the
Billing Schedule by restricting up to 10% payment against Milestone activities in order to ease the cash
flow as well as to execute the project in a smooth manner.
Shall be as per tender.
