EXECUTIVE SUMMARY
• A request was received from a local business owner to consider introducing a two hour parking
limit on the angle parking spaces outside the shops located at the corner of Lantana Road and
Gort Road, Engadine. It is proposed to introduce 2 hour parking restrictions on weekdays and
Saturday mornings.
REPORT RECOMMENDATION
THAT:
1. "2P 8.30am - 6pm Monday to Friday, 8.30am - 12.30pm Saturday" parking restrictions be
provided at the angle parking spaces in Lantana Road, Engadine, adjacent the intersection of
Gort Road, in accordance with Plan 'A' attached to the report.
2. The Authorised Officers be advised of this decision for enforcement purposes.

COMMENTS FROM INVESTIGATING OFFICER
Council has received a request for timed parking restrictions at the local shopping centre located at
the corner of Lantana Road and Gort Road, Engadine. The request by a local business arises from
concerns regarding parking availability for customers.
Observations show that on-street parking exists in the local streets, consisting of parallel parking and
90-degree angled parking fronting the shopping centre in Lantana Road. Currently all on-street
parking is unrestricted in the vicinity, and concerns exist that vehicles are parked all day thereby
affecting short term customer parking for the local businesses in the 90-degree angled parking spaces
along the Lantana Road frontage.
A letterdrop with a proposal for timed parking restrictions was carried out to local businesses and
residents of the building located at the corner of Lantana Road and Gort Road. Taking into account
the business types, observations and feedback from local businesses, it is considered that 2 hour
parking restrictions will encourage parking turnover while providing sufficient time for customer needs.
No objections were received from the residents that were consulted. Longer term parking will remain
available in the surrounding area.

STR015-17 GYMEA VILLAGE FAIR 2017 - TEMPORARY ROAD CLOSURE

EXECUTIVE SUMMARY
• To approve the temporary road closure of Gymea Bay Road from 5:30am to 6:00pm on Sunday
29 October 2017 for the purpose of conducting the annual Gymea Village Fair, subject to
various conditions and in accordance with the NSW Roads Act.
REPORT RECOMMENDATION
THAT:
1. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of Gymea Bay Road
from 5:30am to 6:00pm on Sunday 29 October 2017 be approved for the conduct of the
Gymea Village Fair event, provided the applicant ensures the following conditions and
requirements are satisfied:
(a) The applicant shall organise sufficient police, accredited traffic controllers, security
and/or private marshals to ensure and supervise the safe conduct of the event at all
times.
(b) The applicant shall use barriers, detour signposting and directional signposting to
adequately highlight the area of the proposed temporary closure and ensure motorists
are warned of changes to local traffic patterns in view of the proposed closures.
(c) The applicant shall ensure that all laws, rules and regulations are strictly observed by
participants. It is the applicant’s responsibility to ascertain which laws, rules and
regulations may be applicable to the use of the road.
(d) The applicant shall notify the State Emergency Service prior to the event.
(e) The applicant shall ensure the road is left in a reasonably clean condition after the
event.
(f) The event be advertised in the local paper for a minimum period of 28 days and a letter
box drop undertaken of affected businesses and provided there are no substantial or
reasonable objections received, the event be permitted to proceed.

(g) The applicant shall meet the advertising fee of $266.00 and pay this sum to the
Sutherland Shire Council, at least seven (7) calendar days prior to the event. Such
monies should be paid at the front counter of Council’s Administration Centre, 4 to 20
Eton Street Sutherland (Account Number: GL205-512058-15000); and proof of
payment should be forwarded to the Sutherland Traffic Committee Executive
Officer for appropriate action.
(h) That Australian Standard 1742.3 be complied with and that the applicant grant 'Lead
Agencies' (ie, the NSW Police, the Roads and Maritime Services and the Sutherland
Shire Council) an indemnity from and against all claims, demands, remedies, suits,
injuries, damage, losses, costs, liabilities, actions, proceedings, rights of action and
claims for compensation for which the 'Lead Agencies’ may become liable in connection
with injury, damage or accidental death through the applicants neglect or default or the
neglect/default of any other person in connection with the approved use of the streets
for the event.
(i) The applicant will send evidence of public liability insurance coverage for the event,
including Council’s interest noted thereon, to the Executive Officer - Governance at
Council’s Administration Centre, 4 to 20 Eton Street Sutherland; at least seven (7)
calendar days prior to the event.
(j) A letterbox drop of affected local residents and businesses a minimum of seven (7)
days prior to the event.
2. The event referred to in 1 above be conducted in accordance with the requirements of the
Roads and Maritime Services (RMS) "Guidelines for Traffic Management for Special Events".
3. After the event, Council may reconsider use of the road by the applicant, and any improper
use and/or disregard of the conditions and requirements may lead to a rejection of future
applications.
4. Pursuant to the Delegations to Councils on the Regulation of Traffic, a Traffic Management
Plan be submitted to the Sydney Transport Management Centre - Special Events Unit of the
RMS for consideration of approval. Under these circumstances the advice of the RMS
representative is offered without prejudice and will not be construed as embodying the
concurrence of the RMS.

Council has received an application on 7 June 2017 from the Gymea Chamber of Commerce for the
temporary closure of Gymea Bay Road to conduct the Gymea Village Fair on Sunday 29 October
2017.
PREVIOUS CONSIDERATION BY COMMITTEE This annual event has been held for the last 36 years. Previously considered on 5 August 2016
(STR011-17).
COMMENTS FROM INVESTIGATING OFFICER
The Chamber has requested the temporary closure of:
• Gymea Bay Road between President Avenue and Kingsway
• Warburton Street between Gymea Bay Road and Warburton Lane
• North Street between Gymea Bay Road and North Lane.
from 5:30am until 6.00pm to conduct this annual event.
The Chamber of Commerce has submitted an amended Traffic Control Plan, in accordance with
Roads and Maritime Services requirements and has been advised that local Churches will need to be
contacted as they have previously had concerns with the event being held on a Sunday.
The temporary road closure / Traffic Management plans for the affected area is similar to the 2016
event.
The secretary of the Chamber of Commerce and Council's Asset Section will conduct a pre-event
inspection 7 to 10 days before the event.

COMMENTS FROM INVESTIGATING OFFICER
A recent cafe and improvement works to the Bonna Point area have resulted in increased popularity of
the area and additional demand for car parking.
Following the recent construction of angled boat trailer parking spaces at Prince Charles Parade and
Ward Street, Kurnell, concerns have been received regarding lack of parking for cars during the rest of
the week when the adjacent Kurnell Catamaran Club is not using the boat trailer spaces. After
consultation with the Catamaran club, it has been agreed that altering the times of operation at the
boat trailer parking spaces to operate only when required would allow for both the catamaran club
needs and open up the parking spaces for use by the general public at other times. The catamaran
club operates on Sundays during September to May. Additionally, the general boat trailer parking peak
times are on public holidays.
Under AS1742.11 Appendix C part C3.2 'Times of Operation', allowance is made for inclusion of days
and months of the year on a parking sign. It is accordingly proposed to alter the existing signposting to
provide both "No Parking, Sundays Sep - May & Public Hols, Vehicles with Trailers Excepted" signs
and "P All Other Times" signs. It is considered that this is a suitable compromise in accommodating
the changing needs at Bonna Point.
Another concern raised was pedestrian safety especially with catamaran operators needing to walk
across the road and carry catamarans. The provision of any pedestrian facility would result in major
loss of parking due to the sight distance requirements and would adversely affect the local parking
requirements. However, pedestrian safety may be improved by the provision of speed cushions to
ensure motorists slow on the westbound approach to the parking area.

COMMENTS FROM INVESTIGATING OFFICER
Representations have been received on behalf of a local resident regarding truck drivers unloading
goods and obstructing car access to some garages on the eastern side of Holt Road, east of Princes
Highway.
Following several site inspections and consultation with a number of businesses using the 'right of
way' at the rear of the shops fronting the highway, a proposal has been developed to relocate a
"Mobility Parking" space and provide a dedicated 'Loading Zone' in Holt Road, east of the Highway.
The provision of an eight metre long 'Loading Zone' directly east of the Highway will assist drivers of
typical median sized trucks to make deliveries to several shops at the southern end of the 'Sylvania
Heights' shops.
In addition and more importantly, the relocation of the 'Mobility Parking space by 21 metres to the east
will ensure that a disabled driver will have excellent vision of approaching traffic when manoeuvring
into or out of this dedicated mobility space compared with the current space located only 8 to 12
metres from many vehicles turning left or right from the Highway.
A consultation letter with the attached plan requesting comments has been delivered to adjacent
businesses / householders seeking their view of this proposal. Copies of all comments received by
3 August 2017 will be tabled at the meeting of the Traffic Committee.
