Telematics Overview
● A device that connects to the OBD-II port within a vehicle and uses
cellular connectivity to transmit operational data to a web-portal for
fleet analyses. Common data includes:
○ GPS (on/off)
○ Trip distance/time
○ Odometer reading
○ Idling
○ Harsh braking and rapid acceleration
○ Seat belt detection
○ Fuel consumption
○ Battery voltage
○ Engine fault codes
Telematics - GSA Fleet Requirements
(5,000 ft view)
● Simple plug and play device with option to keep OBD port
open
● Secure and compatible across all vehicle makes/models
● Professional on-site installation option
● Combined service offering Multiple subscription options
○ Ancillary services
● “White glove” customer service
Telematics - Objectives of New Offering
● Implement a burden free telematics solution across GSA
Fleet that is:
○ Beneficial for BOTH GSA Fleet + Customers
○ Scalable and Sustainable
○ Forward Thinking
Current State of Tolling
● All tolls are the responsibility of the operating agency
● Tolls are often mismanaged, resulting in costly penalties for
late payments and increased administrative burden
● Customers look to GSA Fleet for solutions
○ Payment through WEX cards is NOT permitted
● Aftermarket solutions exist that could improve this process
and make our customers lives easier
● Currently in the market research phase of procurement
US Tolling Authorities
Tolling Solutions
● Toll Management Solution (transponder-based)
○ Centralized, proactive approach
○ 3rd party manages and pays for all tolls incurred
● Violation/Fee Protection (no transponder required)
○ Reactive solution
○ Responsibility for tolls would remain on the customer,
but 3rd party vendor would sit in as a safety net (only
activated when a vehicle misses a toll)
