I. Background
The "Integrated Approach in Management of Major Biodiversity Corridors in the Philippines"or BD Corridor is a development cooperation between the Government of the Philippines
and the United Nations Development Programme (UNDP) funded through a grant from theUNDP - Global Environment Facility (GEF) with the Department of Environment and NaturalResources (DENR) as the lead implementing agency.
The project aims to operationalize the integrated management of biodiversity corridors to
generate multiple benefits including effective conservation of globally threatened speciesand high conservation value forests. The Project covers two (2) biodiversity corridorslocated in Mindoro and Eastern Mindanao that will benefit 15,000 households.
Component 1: Effective coordination and governance framework for integratedecosystem management in the Philippines biodiversity corridors
system;Component 2: Application of integrated network design and management of
biodiversity corridors to ensure continued stability and sustainabilityof their biological, ecosystem services and socio-economicconservation values;
Component 3: Community-based sustainable use and management systems in the two
pilot biodiversity corridor systems in the Philippines; andComponent 4: Knowledge management, gender mainstreaming, learning, monitoring
and evaluation.
To ensure the full participation of the NPMU project staff during the discussion and ensurethe smooth flow of proceedings, it is proposed that a documenter be engaged for this activity.The Documenter will prepare a detailed National Inception Report

TERMS OF REFERENCEDOCUMENTER
The Biodiversity Management Bureau (B M B) of the Department of Environment and NaturalResources intends to engage the services of a Documenter for the National InceptionWorkshop of the BD Corridor Project

II.Inception Workshop Objectives
This National Inception Workshop will be held on November 25-26 and is organized withthe following objectives:
•Review and validate the project's Results Framework (indicators, targets, means of
verification, assumptions);•Review and finalize the Multi-year Workplan;
•Review and finalize the project's first Annual Work Plan (AWP) for 2021 - 2022.!• Discuss the roles and responsibilities of the project teams, including reporting lines,
stakeholder engagement strategies and conflict resolution mechanisms, supportservices and complementary responsibilities of the UNDP;
III.Scope of Work
;The Documenter shall take note of major discussions and agreements of the workshop.
;Specifically:
i1Actual Activity (16 hours)
3.1Produce a detailed documentation report (including photodocs, recording,etc) highlights of actions, and agreements of the workshop with finalized

3.2Compile all presentations of participants and consolidate agreements duringdiscussions to serve as annexes to the proceedings.
3.3Work closely with the Workshop Facilitator for the details of the Workshop.
Post Activity (12 hours)3.3 Prepare and submit the National Inception Report in coordination with BMB
thru BD Corridor National Project Management Unit and Workshop Facilitator.Please refer to Attached template for reference.
IV.Qualifications and Requirements
•At least with a bachelor's degree in natural resource management development
studies or any other related fields.
•Has documented at least four (4) UNDP or Foreign Assisted Projects Workshops
•Has at least five (5) years of experience working in the development sector•With prior experience working with culturally diverse groups•Proficient in English and Filipino Languages

V.Institutional Arrangement
The Documenter shall work closely with the BMB through the National Project ManagementUnit for progress and updates on the engagement, and shall document the actual conduct ofthe Workshop.
All submissions for the release of each tranche shall have a hard and soft copy of thedocuments. The final report will be reviewed by the NPMU, with inputs from the WorkshopFacilitator and BMB, which will provide comments to, acceptance and endorsement of thereport.
VI.Expected Outputs and Deliverables
The approved budget for this engagement is PhP42,000. Payment shall be made inaccordance with the following deliverables:
Inception Workshop Report Template (Inception Workshop Guide)
1.Introduction (max 1 page)Briefly explain what the project is about^ what is the purpose of the Inception Workshop and thepurpose of the Inception report.
2.Project overview (max 2 pages)Briefly explain project objective, project components and outcomes.Briefly explain important project milestones.
3.Progress during Inception period (max 2 pages)Any progress related to hiring of project personnel, stakeholder discussions, cooperationagreements for pilots, composition of the National Project Board and any recommendations fromPSC meetings, and other relevant information.
4.Situation Analysis: (max 3 pages)Are the assumptions underpinning the project design all made explicit and are they still valid?Is the project strategy adequate and fully supported by the (Government) stakeholders?Are there alternative approaches and/or workarounds to reach the project objective?Are there new threats/risks that may affect the relevance and viability of the project?Are there new opportunities and synergies the project could benefit from?
5.Overview of the Project Implementation Process (max 3 pages)Annual Work Plan for the initial year,Project Organization Structure - roles and responsibilities,M&E planning schedule - M&E activities including site visits, NCE VF unit visits, MTR, reviews,schedule of Project Board meetings. As well as confirmation of reporting obligations(PIR/APR/PPR,QPR),Project Risks and risk management - re-assessment of project risk and specification of riskmitigation measures for the first year.
6.Social and environmental safeguardsDescribe the mechanisms for ensuring compliance with UNDP's SES and relevant discussions thattook place during the IW.
7.Gender mainstreaming
Describe the mechanisms for ensuring compliance with Gender Equality Analysis and Action Plan.
8.Stakeholders EngagementDescribe the mechanisms for ensuring compliance with Stakeholder Engagement Policy.
9.Conclusions and recommendations/way forwardThis section should provide a concise summary of highlights of changes and variations in theproject as per each main section from the report.
