DREAMS REALLY DO COME TRUE FOR DISNEY - -AND FOR GROUP W, TOO. . .Ironically, Ted Turner's favorite maxim, "Lead, follow, or get out of the way," was well practiced this week as four of the largest broadcasting /entertainment companies became two. Disney's chairman Michael Eisner announced the company will spend $19 billion to purchase Capital Cities /ABC, Inc. One day later, Westinghouse CEO Mike Jordan and CBS chairman Larry Tisch announced the long- awaited $5.4 billion Group W /CBS merger also comes to bear. Jordan called the radio division of CBS the "hidden jewel" of that deal. However, Disney's focus is clearly television and video - -the only mention of ABC Radio was during an interview on CNN's Larry King Live, where Eisner flatly denied any sell -off of the radio properties. After the announcement, ABC Radio Networks president Bob Callahan stressed, "The magic of Disney could have as much magic for the ears as it does for the eyes."
Disney's purchase gives Capital Cities /ABC shareholders $65 cash plus one share of Disney stock for each share of Capital Cities /ABC stock - -a total of around $121 per share. Westinghouse will buy all of the outstanding CBS shares at $81 cash plus other considerations. Tom Murphy will join the Disney board, turning over his operational duties to ABC president Bob Iger. WASHINGTON THIS WEEK
The Coalition for Broadcast Diversity made up a little ground in the battle over
how far telecommunications reforms should go this week when a spokesman for Vice
President Al Gore said the bill "is now getting worse and worse including the
unlimited ability to monopolize radio stations in particular." During an
interview on WKXW, Trenton, NJ, Greg Simon, chief domestic policy advisor to the
Vice President said, "There is a very good chance that the President would veto
this bill if they don't change it."
The Commission has proposed eliminating the automatic stay provision of the rules.
This provision provides for an automatic stay whenever a petition for
reconsideration is filed on any Commission order modifying an authorization to
specify operation of an FM or TV station on a different channel. The automatic
stay prohibits licensees from constructing their modified facilities until the
petition is resolved. The Commission is proposing the elimination of the rule
because it allows challenging parties to automatically stall a service that has
otherwise been approved.
The NAACP was denied a petition for reconsideration concerning the license renewal
applications of Pathfinder Communications for WCUZ -AM & FM, Grand Rapids, MI. The
Commission found no evidence of discrimination but admonished Pathfinder for not
keeping complete recruiting records. The Commission also denied petitions filed
by the NAACP against WLAV -AM & FM, Grand Rapids, MI; WAAM, Ann Arbor, MI; WPZA &
WAMX, Ann Arbor, MI; WRFD, Columbus, OH; and WPTW /WCLR, Piqua, OH (Dayton).
Two Heritage Media radio stations - -WBBF and WBEE, Rochester, NY- -were fined $6,250
and admonished for failing to sufficiently recruit from minority sources.
KRPM -AM & FM, Tacoma, WA were also fined the same amount for deficient recruiting
efforts.

Dolcom Broadcasting, Inc.'s WUMX had its license renewed, but not without an
$18,000 fine for EEO violations. It also has to deal with a short -term renewal.
WUMX unsuccessfully argued that its EEO record was less egregious than several
other stations which had recently been fined or admonished.
The Commission has waived the one -to -a- market rule for the Sierra Radio Company.
Sierra is buying KRNV, Reno, NV from Olympic Broadcasters and needed the waiver because they already own KRNV -TV, the NBC affiliate in that market.
Peter Tenhula has been appointed Special Counsel to FCC General Counsel William E. Kennard. Peter will focus on mass media and wireless telecommunications issues.
Peter was senior attorney in the Administrative Law Division of the Office of
General Counsel.

Licensees in Alabama and Georgia are next up for license renewals. FM translator licensees in Alaska, Hawaii, Guam, American Somoa, and the Mariana Islands are also slated for this next round of renewals. The Commission has issued its
address list of these licensees and will be mailing renewal packets soon. Contact your attorney or the Commission to make sure your address is correctly listed at

ELSEWHERE
Although there is very little duplication of asset categories in the Disney -Capital Cities /ABC, Inc. purchase, both Disney and ABC own a Los Angeles television station. On the other hand, the combination of the Group W- and CBS -owned stations will make the new group the largest commercial radio group, with 39
stations projected to haul in $559 million in revenue this year. It will also
have the largest coverage area of any group. Since Group W tends to operate leaner than CBS, insiders speculate some layoffs or consolidation may occur on the CBS side.
The telecommunications bill swimming through Congress could have a major impact on both deals. If ownership limits are not raised, Disney would have to spin off a
television station in L.A. and re- secure waivers in most of their top ten markets. The limits are much more of a problem for Westinghouse /CBS, requiring waivers in
almost all of their markets.
Jim Wesley's Patterson Broadcasting has announced it will buy Liggett Broadcasting's seven radio stations including new rock combo WGRD -AM & FM and soft AC WLHT -FM, Grand Rapids, MI; country combo WELL, Battle Creek and WELL -FM, Marshall, MI; and news -talk WBCK & hot AC WBXX, Battle Creek, MI. The terms of
the deal weren't disclosed. Back in May, Patterson said it would buy the nine stations owned by WHX Corporation in Honolulu, Allentown, Fresno, and Savannah.
Primedia Broadcast Group has quickly become the largest player in Puerto Rico as
it's announced it will purchase tropical WPRA and Spanish AC WRPC for $3.865 million from American National Broadcasting. Primedia owns tropical WZNT and oldies WLDI, San Juan; Spanish hits WOYE, Mayaguez, and is in an LMA with Spanish dance WOQI, Ponce.
Preliminary findings of the long- awaited reliability study of radio audience estimates for commercial schedules were released at Arbitron's Radio Advisory Council Meeting in Jackson Hole, WY. The study revealed there is no single reliability percentage that can be applied to all radio commercial schedules. The
reliability of an audience estimate is dependent on the size of the market, the
demo, the number of stations, and the number of dayparts in the schedule. Further, reach and frequency can be as reliable as GP.Ps as a measure of spot
performance. There's no word on when the full study will be available.

Radio listeners may not be as sensitive to ratings periods as many give them
credit for. The Eagle Group just finished a survey of 500 respondents covering
all 50 states and found that 94% don't know when Arbitron is conducting a radio
survey. The five percent that can tell were asked if they listen more, less, or
the same. 92% said "the same." One percent didn't care. The Eagle Group did the
survey to show stations should do on -going research and that they shouldn't focus
on timing research to coincide with the book. If you'd like more info on the

Radio turned in another solid month as the Radio Advertising Bureau reports radio
revenue jumped another six percent in June, 1995 over the same month last year.
Local revenue led the gains with a 7% increase, while national spot was up 1 %.
Revenues through all of 1995 are up 11% over last year. The southeast region
showed the best local gains, up 10% in June. The southeast and midwest turned in
the best showing for national revenue, up 4% in June.
EZ Communications is jumping feet -first on to the Internet by providing live
program audio on each of its station's websites as well as offering listener
subscriptions to the Internet. EZ plans to develop new revenue by offering
Internet access services for its listeners for a monthly fee, and will introduce
advertising and cross marketing into its plans for the WWW. Intervox
Communications is helping EZ with management and marketing of the project.
Colorado Springs -based Internet Express will handle some of the software and
support. EZ's plan calls for KMPS and KZOK, Seattle to be the first stations in
the group to try the bold experiment.
Shortwave station WWCR, Nashville, CURB Records, American Network Radio, and Tim
Riley & Associates are teaming up to launch a new program, "The International CURB
Country Showcase," which will feature CURB Artists like Tim McGraw, Hank Williams,
Jr., and Sawyer Brown. The program will be broadcast as a segment of WWCR's
"World Wide Country Radio" each weekday from 1800 to 2100 UTC (2 to 5 pm ET).

NAB's Exec. VP /Operations John Abel has decided to leave the association to head
up a new broadcasting technology company being formed by Chris -Craft /BHC
Communications and LIN Television Corp. Abel said more info about his new company

Chances are you've heard his voice - -ABC Radio's Joe Templeton, who has been
handling morning drive on the ABC Information Network since 1980, is retiring
after 30 years with the web. Doug Limerick will take his place.
CBS's Tom Snyder, ABC's Tom Joyner, and NPR's Susan Starnberg are slated to host
the Museum of Broadcast Communications 75th Anniversary of Radio Hall of Fame
induction ceremony and broadcast. The live, two -hour show airs from the Hyatt

LUCKY DAY FOR CHANCELLOR AS THEY PICK UP A SHAMROCK. Chancellor Broadcasting will shell out $395 million -- approximately 11 times cash flow - -to buy Roy Disney's Shamrock Broadcasting, creating the third largest commercial radio -only group in
the U.S. with 33 stations in all. The only market where the two intersect is
Minneapolis where they'll end up with two AM's and three FM's. The station list is on page 8.
MORE THAN MONEY TALKS AT BROADCAST PROGRAMMING. . . Seattle -based Broadcast Programming has joined the ranks of those program suppliers that will trade services for spots. BP has traditionally been an "all cash" situation for
broadcasters wishing to utilize their format, music libraries, or consulting. BP President Edie Hilliard says the barter option will "free more cash for that local operation." Hilliard says unlike other network feeds where spots must run at fixed times, stations will be able to determine when and how many barter spots will run. BP client stations will be contacted soon about the options available to them.

The Telecom bill has jumped another huge hurdle, passing in the House 305 -117.
Although President Clinton continues to vow to veto the bill, it may not matter
anyway since the bill passed with more than a two -thirds majority -- enough to
override a veto. The House and Senate versions need to be reconciled, then the
bill should go to the President's desk sometime in November. The new regs would
completely lift radio ownership limits but will limit television broadcasters to a
cap of 35% of the U.S. television audience. The new legislation will also
streamline the license renewal process.
The Commission has thrown out two more NAACP petitions for reconsideration of a
license renewal this week. The licenses of Toledo Broadcasting's news /talk WSPD
and adult contemporary WLQR Toledo and North County Broadcasting's adult standards
KSPA and country KOWF, Escondido, CA, were renewed subject to reporting conditions
last year. In each case, the Commission found that the NAACP had not demonstrated
that it was a "party -in- interest" because it "failed to provide a declaration from
anyone who claimed to be a listener or service area resident" of the stations in
question. In Toledo, the decision clears the way for Commonwealth Broadcasting to
sell the combo to Noble Broadcast Group, which already owns CHR WVKS there.

Southeast Radio Holding Corporation will be able to buy two Anniston, AL radio stations to go with its television station in Gadsden, AL. The Commission has granted a waiver of the one -to -a- market rule for Southeast which applied to buy WAAX and WQEN, Gadsden, AL. Southeast's parent company is Osborn Communications, which also owns WJSU -TV, Anniston, AL. The waiver was opposed by WNAL -TV, Inc., and Ed Carrell, President of WGAD, Gadsden. The Commission granted the waiver after evaluating the request under the "case -by -case standard." Those opposed argued that the area is served by few broadcast stations. Southeast demonstrated it will enhance program services by cutting costs, while still leaving the market with 21 broadcast stations.
In anticipation of the Emergency Alerting System, the FCC has replaced the familiar EBS test script with a choice of two new ones. The first allows you to squeeze the whole test into 30 seconds:
1. Discontinue normal programming. 2. Broadcast this announcement:
"The following is a test of the Emergency Broadcast System." 3. Transmit the attention signal for 8 seconds, as specified in
section 11.32 of the new EAS rules. 4. Broadcast this announcement:
"This station is testing its Emergency Broadcast System equipment. The EBS will soon be replaced with the Emergency Alert System. The EAS will provide timely emergency warnings. This station serves the [insert EBS /EAS Local Area name] area. This concludes this Emergency Broadcast System test."
5. Resume regular programming.
Broadcasters can also use a lengthier version with this script for step 4:
"This station is testing its Emergency Broadcast System equipment. The EBS will soon be replaced with the Emergency Alert System. The EAS will provide timely emergency warnings. If this had been an actual emergency, such as [insert the types of emergencies likely to occur in the station's coverage area], the attention signal you just heard would have been followed by an official warning or alert information. This station serves the [insert EBS /EAS Local Area name] area. This concludes this Emergency Broadcast System test."
The Commission has clobbered pirate broadcaster Stephen P. Dunifer with a $10,000 fine for broadcasting without a license. Dunifer operates "Radio Free Berkeley" which has been broadcasting for months on the FM band in the Bay Area. Dunifer says the FCC's restrictions violate his First Amendment rights to free speech. Dunifer is taking the FCC to court over the matter - -a hearing is scheduled for September.

Patterson Broadcasting continues its spending spree by b_,ying three more
stations --this time in the Reno, NV market. It"s buying It andards KCBN,
Reno; soft AC KRNO -FM, Reno; and CHR KWNZ, Carson City, NV from Lorraine Arms
A. & A. Broadcasting for an undisclosed price. Patterson recently announced it
will buy seven stations from Liggett Broadcasting and nine frox WP Corp. The Reno
purchase will bring Patterson's total to 19 stations.
Pinnacle Broadcasting is doubling up in the New Bern /Moorhead City, NC market with
the announced purchase of news /talk WRRF and hot AC WDLX, Washington, NC from
Tar Heel Broadcasting System for $3.5 million cash. The two will combo with
country combo WRNS -AM & FM, Kinston, NC. An LMA will take place immediately.
Arbitron is reissuing the Greenville -Spartanburg, SC Spring book because of a
diary that had way too much listening recorded in it. The diary was deleted
because it went over Arbitron's "heavy listening threshold." The listening came
from a diary placed for phase three of the Spring book. Its deletion affected the
Asheville DMA as well, but not the Asheville market report.
As a follow -up to our story a couple of weeks ago, Arbitron has now reviewed its
male 18 -24 sampling rate for all 170 standard markets and found that its sample
proportionality index is up 10.5 points over last year's Spring book to 89.3 %.
The number of markets with a male 18 -24 sample proportionality index between 90
and 110 (plus cr minus 10 percent of goal) was up to 66 markets against last
year's 32.
National Public Radio has announced a restructuring plan that will cut $2.2
million in annual costs. The savings will come mostly from the elimination of
approximately 20 positions after a reorganization of the programming and
administrative divisions. The member services division will also be reorganized
to provide more marketing and fundraising support tailored to member stations'
needs and will focus on training and support of affiliates' community outreach and
public service projects.
Morning legend J. P. McCarthy has had to relinquish his 30 year reign over Detroit
radio because of serious illness. The 62- year -old WJR personality requires a bone
marrow transplant to impede what is referred to "smoldering leukemia." He has
been off the air for two weeks, and his return is in some doubt.
McCarthy will go to both Sloan Kettering in New York and the Mayo Clinic for
additional testing and evaluation. Complicating his condition are his age, which
is a dozen years beyond the normal bone marrow transplant limit, and his lack of
siblings, who would be the best candidates for marrow donation.
Interep Research has analyzed Sports Radio and finds that the format hits a home
run for advertisers. The study, based on sports stations in the top 20 markets,
reveals that 2/3 of the audience is in the lucrative 25 -54 demo and 83% of the
listeners are male. Furthermore, this crowd is well above average in education
and household income. Accordingly, in three years, the number of Sports Radio
stations has almost tripled. The stats are available from Marla Pirner, who heads
Interep's Research Division. Her number is 212 -916 -0539.
A different kind of study recently released by Katz Radio will
generate a rhubarb. Challenging conventional wisdom regarding the
between a market's Arbitron MSA rank and its national billing pos

other factors may show a closer relationship to national revenue; 3) additional

In what now seems to be a weekly occurrence, EZ Communications has announced it
will offer yet another Internet service to radio stations. It has teamed up with
Xing Technology Corporation to place radio stations live on the Internet using
MJSICAM audio compression and without having to download files. Stations will be
able to feed their audio to both PC's and networks.

For the first time ever, the President's weekly radio address will be translated into Spanish. HUD's Henry Cisneros was elated. "For us Latinos, it is a sign of respect and recognition of the important role the Hispanic community plays in our country." The English version airs Saturday mornings at 10:06 ET. The Spanish translation will be fed at 3 p.m. via The Spanish Broadcasting System.
The 1995 Radio Hall of Fame inductees have been announced - and they form a
prestigious group which includes several legendary voices, an advertising genius, a highly successful executive, five African -American broadcast pioneers, and one of radio's longest- running programs.
The "voices" belong to Jack Buck (St. Louis Cardinals, KMOX, and CBS Radio Sports); Yvonne Daniels (deceased) (talented voice of the "smooth jazz" format); and Bob Steele (owned morning radio in Southern New England for decades...his "Uncle Stainless" notwithstanding).
The executive cited is Edward F. McLaughlin, who helped mold the careers of Paul Harvey, Rush Limbaugh, and Dr. Dean Edell (Emerson Award). The satirist /humorist and radio advertising genius is - who else? - Stan Freberg.
The late Jesse Blayton was the owner of America's first black -owned radio station, WERD Atlanta. The late Andrew Carter was a pioneer African -American broadcaster from KPRS and KPRT in Kansas City. Hal Jackson and Herb Kent earned trail -blazing reputations as black radio personalities in New York and Chicago, respectively.
"The CBS World News Roundup" will be ho:zored as one of radio's longest running programs, and it helped establish the importance of radio news.

Most AM radio stations were .allocated to reach people where tnr_ey lived in the
1940's and 1950's-- mostly centered near urban centerF or spread out over the
nation's farm lands. Low power and directional arrays took care of the city,
while clear channels took care of the rest.
As people moved into suburbs, AM stat
markets- -it's hard to keep ratings up cover one county. The clear channel they once used to cover the farmers noise of the city and reach the subur

Today, people continue to move further and further from the urban core. Some
people in New York and Los Angeles commute up to two hours to work in the city.
FM radio had it's allocations set, for the most part, in the 1960's and 1970's.
The FCC was able to take into account the suburbs AM stations could no longer
cover. However, just as its AM counterpart, today's FM stations find they can no
longer cover the markets they were allocated for.
For AM stations, the way to "make due" is to find niche programing or to simulcast
an FM station. But what will FM do to continue to be viable in the years to come?
The best way to keep up with the needs of the people is to plan a new, out -of -band
digital system that can be better allocate1 to target the economic and social
areas of the country. In -band digital will only perpetuate the out -of -date
allocations we live with today. Just like AM stereo was a fix for the wrong
problem (audio, rather than coverage), in -band DAB will not, in the long run, save
FM from satellite radio. Satellite radio will do what FM in -band digital can
not - -cover the market place.
Even today, we can see signs that the FM allocation plan no longer works. Over
100 stations are already implementing a short -term fix, adding additional small
stations on the fringe of the primary station's coverage area to patch together a
more appropriate coverage area for a market. Some recent examples include: KFOG,
San Francisco adding KHQT to cover the San Jose market. KMAX, KBAX and KAXX all
simulcast in the Los Angeles area to try to cover the market. WRLG and WYYB
combine to make one station in Nashville. Many of the Long Island, New York
stations are now simulcast in an effort to cover their market. As the FCC never
intended these station to be a "fix" for a larger stations problems, few coverage
areas really fit with the primary station to maximize coverage in a given market.
The addition of a second station may not be enough to save many stations. KRTS, a
classical station at the southern end of the Houston metro, was not able to
adequately cover the market despite the addition of a second 100,000 watt station
located in the north end of the metro. The problem that ultimately killed the
station was a lack of downtown coverage in a space between the two signals.
With the proposed elimination of ownership caps, large group owners near their
ownership limit, who today must think twice about using one of their allocated
stations as filler, will be free to buy as many smaller stations as needed. With
owners using small stations to fill a gap, communities will lose local service and
advertising outlets; larger stations will be putting together an inferior
patchwork of signals that will confuse listeners and add unnecessary expense to
operations; and a quickly condensing market place will shrink even faster.
As a listener myself, I would much rather tune to one frequency that covers my
market than try to remember which of the four frequencies I can hear my favorite
station on when I am in a given part of town. If I need to switch to satellite
for a system that works, I will. It's not that I am down on local radio, it's
just that radio listening should not be something one needs to work at to enjoy.
If broadcasters were to think about the future and learn from past mistakes,
rather than protecting the status quo, I think they would see that a new digital
system that corrects the problems of the past rather than perpetuates them is the
way to go.

TRIOPOLY TOO GOOD TO WAIT POR FOR ARS. American Radio Systems will pay $42
million to Chase Enterprises for two Hartford jewels -- news -talker WTIC -AM & CHR WTIC- FM --if the telecom bill becomes law. The two stations would bring ARS' total to five Hartford area stations with an aggr -gate 34.4 share, squarely above current FCC rules. It already operates 70s oldies WZMX, Hartford; and soft AC WRCH and news and sports WNLZ, both New Britain, CT. The deal includes the tower facilities in Avon, CT, as well as a purchase option on New England Weather Service. But ARS doesn't stop there. It's buying Lorenz Broadcasting's urban WBLK, DePew, NY (Buffalo) for $8 million -- again, only if the telecom bill becomes law. ARS already owns country WYRK, Buffalo; soft AC WJYE, Buffalo; and adult standards WECK, Cheektowaga, NY.

Jesse Jackson's Rainbow Coalition of the Southern Region has filed against the renewal of eleven stations in the Norfolk, VA area, claiming they "have not offered equal employment opportunity to people of color." WASHINGTON TRIS WEEK
The Commission has upheld a staff decision to upgrade Radio Triangle East
Company's WSAY -FM, Rocky Mount, NC to a class C3. The substitution and license
modification were opposed by New East Communications, Inc., licensee of WCZI -FM,
Washington, NC and Roanoke Chowan Broadcasting Corp., licensee of WBCG,
Murfreesboro, NC. The Commission found no reason to change the staff's decision.

The Commission has upheld an earlier ruling which ordered CanXus Broadcasting
Corp., licensee of WCXU -FM, Caribou, ME, to forfeit $1,000 for assuming control of
WKZX (AM), Presque Isle, ME, without prior Commission approval. An agreement
between CanXus and Colonial Broadcasting Corp. the former licensee of WKZX, gave
CanXus control of the station in August, 1987. No application for assignment of
the WKZX license from Colonial to CanXus was filed until January, 1988. CanXus
had been fined $10,000, but got it reduced to $1,000 on reconsideration. It then
filed an Application for Review on the second ruling.

The Commissim has upheld a ruling that clears the way for Heftel Broadcasting to
complete its purchase of WQBA -AM & FM, Miami; WGLI, Babylon, NY (Long Island);
WADO, New York; WAQI, Miami, FL; and WRTO, Goulds, FL (Miami). A group of Miami
businessmen filed a petition to deny the sale because of alleged violations of the
personal attack rule. The group also claimed that the sale shouldn't be approved because the resulting group in Miami would have more than a 25% share of the
Hispanic audience.

Salem is buying another station in a top 10 market by adding KGBS, Dallas to its
collection. Terms weren't disclosed on the purchase of the 50,000 watt day /5,000
watt night Greystone Bcstg. station, which currently programs a news /talk /sports.
Greensboro, NC -based Crescent Communications will buy classic country KOLT -FM,
Santa Fe, NM, for $1.375 million from the Morton Braiker Family Trust. The
station has been in an LMA with cour.Lry KRST and sports KRZY, which Crescent
recently filed to purchase from Commonwealth Broadcasting.
Commodore Media will be selling three stations in the Ft. Pierce /Vero Beach area.
It has entered into a joint sales agreement with Treasure Coast Media's WPAW, Vero
Beach, which isn't on the air yet. Commodore owns oldies WQOL, Vero Beach and
rocker WZZR, Stuart, FL.
Woodward Communications is doubling up in Green Bay by adding country WJLW,
DePere, WI to its rocker WAPL -FM, Appleton, WI, which also serves the Green Bay
market. Woodward will pay $2.265 million to American Communications Co. for it.
RAB VP Lynn Christian is getting back into station ownership. He and two other
partners are buying soft AC KRUZ, Santa Barbara from The Scheule Organization.
Price wasn't disclosed.
Two American radio companies decided to get out of some foreign this week. Australian Radio Network, which is 50% owned Communications, is selling Gold 1269, Sydney, Australia for U.S
Kick Media. Emmis Broadcasting will sell its 25% stake in Talk Radio reports Emmis president Jeff Smulyan is disappointed with
broadcast holdings by Clear Channel $3.78 million to
Radio U.K. Inside the venture.
Arbitron continues down the qualitative path as it will roll out RetailDirect
offering consumer profiles on shopping habits, newspaper readership, banking,
eating out, and other consumer habits. The methodology utilizes telephone
interviews to collect the info, which includes TV and cable viewership and radio
listening. The service had a limited introduction last year as "LocalMotion," and
will roll -out to 36 markets by the middle of next year.
As the Spring books are released, we bring you quarterly lists of naughty radio
stations getting flagged for ratings distortion. The most flagrant violation
comes from KMBS, Monroe, LA, which asked listeners to write down their call
letters in the Arbitron survey, going into great detail on the way Arbitron
collects listener data. The comments landed the station below- the -line, as well
as earning them a 5B notice and a tape flag. Talker WKBN, Youngstown, OH put a
caller on the air who had a diary, which earned the station a 5B notice. WAIB,
Jacksonville, FL, and WWFO, Lafayette, FL (Jacksonville) got a 5B notice for
newspaper and television ads saying the stations would be conducting "official
listener testing for the next several weeks." In Alexandria, LA, country KRRV -FM
ran a "Write It Down in April" promotion, which got them a 5B notice and a tape
flag. In Erie, PA, one of talker WLKK's talk hosts discussed the survey on the
air, which also got them a 5B notice and a tape flag.

Another Tulsa -based talk programming s.applier i: getting into the direct -to -home
satellite radio service- -with a Christian slant. ChristianNet launches four
24 -hour channels Sept. 1 with familiar conservative Christian fare like Focus on
the Family, In Touch, Point Df View, and Insight for Living. Charnel 1 has been
dubbed "preaching and teaching.' Channel will Dffer ,z:vr:- and issues from a
Christian perspective. Channel 3 will be programmed Dy Fous! on the Family.
Channel 4 programming is provided by Moody Radio Network. The other Tulsa
satellite talker -- Taylor Satellite Talk - -plans co have at .Least six channels of
talk programming on soon.
Springfield, MO's KTOZ, the for -profit radio 3tat.ion run by vol..nteers that the
U.S. Department of Labor is trying to shut down, is taking the government to
court. The station plans tD sue the Wage and Hour Division so that the
department will allow volunteer work at for -profit entities, despite the Justice
Department agreeing to back off the case.
The Electronic Industries Association has signed 50 FM broadcasters to use the
Radio Data System (RDS). The 50 represent 10% of the EIA's goal of 500
broadcasters in the top 25 markets to use the technology. EIA will provide RDS
equipment virtually cost -free to any broadcaster in the top 25 markets in exchange
for advertising or underwriting credits co be used in a concentrated consumer
awareness campaign. RDS encoders and technical training are being provided by RE
America.

Detroit radio legend J.P. McCarthy died of leukemia this week at the age of 62.
McCarthy was number one for 30 years at Capital Cities /ABC's WJR. He was being
treated at New York's Sloan- Kettering Hospital. He raised millions for several
charities, and will be missed by all.
The Walt Disney Company has a new president that they hope will lure talent from
the entertainment industry's cream of the crop. Michael Ovitz, the chairman of
L.A.'s Creative Artists Agency, which handles the industry's top names, will take
the reins shortly. Disney has been without a president for months as former
president Frank Wells died in a helicopter crash last year. Disney chairman
Michael Eisner recently underwent heart surgery, leaving some industry analysts
nervous about a number two at the company.
Westwood One Entertainment has tapped Bob Steinberg as Director of Sales for the
Western Region. Steinberg will handle San Francisco, Las Vegas, Arizona, and
Utah. He was director of media for the radio division of Gateway Education
Products, the creators of Hooked on Phonics.
Country Radio Broadcasters' CRS Southeast has announced its preliminary schedule.
This year's Southeast get together will be at the Charlotte Marriott, October
20 -21. The seminar will feature sessions on programming, promotions, sales, and
management. Artists scheduled to appear are Jeff Carson (MCG /Curb), Brett James
(Career), and Helen Darling (DECCA). The show will wrap up with a banquet with a
surprise Mercury recording artist scheduled to entertain. For more info, call

ABC Radio is the next radio company to jump on the Internet, providing 24 -hour
audio news and information updates on the "ABC RadioNet" World Wide Web site. The
service offers national news, commentaries, and audio from ABC Television
newscasts. The service will also provide local news, sports, and weather for New
York, Los Angeles, Atlanta, and Chicago, with plans to add more cities soon. The
service utilizes Seattle -based Progressive Networks' RealAudio technology. For

United Stations Radio Networks rolls out "The Golden Years of Motown," which will
air the weekend of Sept. 22 -24. The three -hour special is hosted by WCBS -FM, New

ARS DRINKS IN THE MAGIC JUICZ AND PARTIES IN AUSTIN. .American Radio Systems continues its spending spree this week by paying $28.5 million for Amaturo Group's Austin duopoly- -urban oldies outlet KJCE, Rollingwood, TX; adult contemporary "Magic" KKMJ -FM, Austin; and hot AC "The Party" KPTY, Luling, TX. The LMA will begin Sept. 1. In the last couple of weeks, ARS announced it will buy WTIC -AM & FM, Hartford and WBLK, Buffalo, NY.
BUT WILL THEY HAVE A HALF -Orr SALE? Just like most other federal agencies, the FCC is feeling the weight of the federal budget crunch. Chairman Reed Hundt said he will trim Commission staff by ten percent, but the Mass Media Bureau will lose only five percent of its staff. He will also close several field offices including Buffalo, NY; Miami; St. Paul, MN; Norfolk; Portland, OR; Houston; San Juan; Anchorage; and Honolulu. These locations will continue to be staffed, but with just two people each. Inside Radio reports Hundt is aiming to drop 2,050 full -time staff from the Commission.

A Washington law firm is challenging the Commission's EEO Policy claiming it's
unconstitutional. Haley, Bader, & Potts filed a rulemaking petition on behalf of
several radio clients as a result of a recent Supreme Court ruling throwing out
long -established governmental EEO policies.
The Commission has affirmed the grant of assignment of WIZF, Erlanger, KY from
Inter -Urban Broadcasting of Cincinnati, DIP, to Blue Chip Broadcasting Co.,
denying the application for review filed by Thomas P. Lewis and James J.
Hutchinson. Together, Lewis and Hutchinson owned 91 percent of Inter -Urban and
alleged that one of the major lenders of the deal was an undisclosed
real -party -in- interest. Lewis and Hutchinson's reorganization plan was rejected
by a bankruptcy court. The Commission agreed with the Mass Media Bureau's finding
that the petitioners failed to present a substantial and material question of fact
which warranted further inquiry.
The Commission has denied the application for review filed by Maria Ochoa
concerning the grant of Foothills Broadcasting's application for a radio station
in Lenoir, NC (now WKVS). The application concerned an issue as to whether
Foothills had reasonable assurance of access to its proposed transmitter site.
The Commission denied a petition for reconsideration by the NAACP against WAVF -FM,
Hanahan, SC. The station was granted a short -term renewal subject to reporting
conditions and fined $13,000. The NAACP asserted that the Commission failed to
consider two of its pleadings. The Commission held that there was no basis for
reconsideration of the decision.
The FCC is offering software to licensees who are paying regulatory fees for a
minimum of fifty or more entities with a single payment. The software creates
automated data subissions in lieu of Form 159 -C. The software is offered in DOS

It's a duopoly for Connoisseur Communications in the Rockford, IL market. The
company has announced it will buy talk WROK and CHR WZOK, both Rockford, to pair
up with the purchase of AC /talker WFRL and country WXXQ. It's paying Nolte
Communications $5 million for WROK /WZOK and Stateline Broadcasting $2.3 million
for WFRL /WXXQ. The purchases brings Connoisseur's station tally to 13.
In the Logan, UT market, AC and talk outlet KVNU and CHR FM KVFM, both Logan, are
being sold to Cache Valley Communications for $600,000 cash. Even though the deal
is in a really small market, you may be interested to know the two principals
behind Cache Valley are Tom Joyner and George Beasley.

Beasley Broadcasting's WXTU -FM, Philadelphia and its employee members of the local AFTRA (American Federation of Television and Radio Artists) are at odds over health benefits and part- timers wages. AFTRA executive director John Kalin says proposed changes in health coverage have "insulted" the union.
ABC Radio and DG Systems have jointly developed a new system that allows radio stations to transfer network traffic information, billing information, digital audio, and programming to affiliated radio stations. California -based DG Systems currently links agencies, advertisers, syndicators, and studios electronically with approx. 3,000 stations through an advanced multimedia PC network. The new alliance gives DG Systems access to satellite communications capabilities and another 3,000 stations.
In the June 21 M Street Journal, we reported that two stations associated with the "Love Radio" organization were on shaky grounds at best with respect to FCC authorization. WRUT (107.5) in the Rutland, VT area is still spreading the word, while WTIJ (1400) contemplates going on the air in the Keene, NH area with a
secular format. Now word has it that the flagship station, WWNH in Madbury, NH, has no specific authorization, and the FCC, in fact, believes it to be dark.
The new professional baseball conference, the United Baseball League, has tapped Prime Sports to broadcast its games. The deal will include broadcast of 30 -40 regular season games on Dallas -based Prime Sports Radio. The league will start with eight teams. Its first season begins March 28, 1996.
Arbitron is reissuing the Cape Cod, MA Radio Market Report for Spring, 1995 because ten diaries were processed with incorrect county assignments. Nine diaries were removed from the metro while one was taken out of the TSA sample.
Former Virginia Governor Doug Wilder will pull the plug on his syndicated talk show at the end of August. Wilder had ten affiliates.
It may not matter much now, but a new study by Chilton Research warns the radio industry that unless we start teaching teenagers to use radio, our future may be in trouble. Teen.com, a quarterly study of teenagers' television preferences, computer usage, and musical tastes shows that radio ranks fourth behind television, newspapers, and on -line among media regarding where teens prefer to get current event information:
- -television 53% -- newspapers 20% --on -line 11% --radio 9%
The study shows that teens are avid radio listeners, but they tend to see radio as a juke box only. Since teens don't typically use radio for information, the study warns this fact could have haunting effects on radio's future. As teens mature and information becomes more important to them, radio's audience levels and advertising revenues could be affected if current trends hold true.
On -line services are a big part of media usage among teens. The study shows 39%
of teens use either a commercial on -line service, bulletin board, or the Internet.

CBS Radio enters the daytime syndicated talk business by adding Mary Matalin to its talk line -up from 3 pm to 6 pm ET beginning in January, 1996. The show will feature guests from the worlds of business, the arts, and politics. Matalin has been host of CNBC's "Equal Time" since 1993 and is the political commentator for NBC's "Today Show." She was also Deputy Political Director for former President George Bush.
Household consumers account for two- thirds of nearly $3 trillion in consumer spending --and radio easily reaches all of them -- according to a recently -released Interep study. The study projects that by the year 2000, the 35 -54 year -old "boomer" household group will be the most affluent consumers in the U.S., dominating nearly every major spending category.
The study shows that classic rock, oldies, CHR, and AC are the most effective radio formats to reach married couple households with children living at home, while adult standards, full- service, easy listening, and news -talk do better in

Listeners of Hartford's WDRC -FM were treated to two full days of nostalgia last weekend as "Big D" commemorated 35 years of Top 40 music by bringing back its most popular jocks of the '60s and '70s. "Radio Stories" abounded behind the mike and when the phone lines opened to joyful listeners and former colleagues. A plan to include Top 40 hits from the '60s in chronological order quickly got lost in the shuffle.
Many of the personalities progressed to top markets and achieved national recognition. Saturday's reunion participants - in abbreviated daypart order with a lot of overlap - were Ron Landry, Jim Raynor, Jerry Bishop, Jim Nettleton, Joey Reynolds, Dick Robinson, and Dick Mc Donough. On Sunday, the commotion was presided over by Bob DeCarlo, Bob Craig, Dick Heatherton, Ken Griffin, Bill St.
James, and Bill Rock. Sandy Beach suffered substantial verbal abuse as a no -show.
A packed house greeted the 'DRC alums at the Oakdale Musical Theatre on Saturday evening and at a Windsor Locks reception on Sunday. The reunion was dedicated to
the late Charlie Parker, the programming and promotion garu at WDRC AM -FM from 1960 to 1983, who made Hartford an important stop on the way to the top.
ABC Radio is making a big splash at this year's NAB Radio Show in New Orleans. Not only are they featuring their new alliance with DG Systems, they'll be
showcasing their new Internet web site with RealAudio transmission. Beginning Wednesday, Sept. 6, they'll host ABC affiliates nightly in the New Orleans Hilton Suite 4086 with daily meetings through Friday, Sept. 8. Thursday, ABC hosts an
industry -wide reception at the New Orleans Aquarium of the Americas. Friday night, ABC affiliates will be treated to a reception at the Horizons Club from 9
pm to midnight.
The NAB Radio show will feature "Imaging Your Station with Production," a session designed to help radio stations effectively communicate their "image." The
session will take place Thursday, Sept. 7 from 3:15 p.m. to 4:30 p.m. during the
NAB Radio Show at the New Orleans Convention Center. The session features a panel of experts in writing, voice -over, and production. For more info on the show,

Jones Satellite Networks' VP /GM Eric Hauenstein has been promoted to VP /Jones
International Networks --the umbrella company for Jones' international radio
ventures. He will continue to oversee the domestic radio networks.
Public Radio International will distribute a new program, "Afropop Worldwide," beginning January 4, 1996. Elle magazine calls it "a cross between the best
elements of an MTV Rocumentary and college radio." The program blends global
music with interviews and stories about international artists. The show is hosted

CITIAMERICA OR OMNICABTERS? The field of group owners shrinks by one this week as Citicasters and OmniAmerica Communications have reached an agreement to merge. OmniAmerica will receive 2.75 million shares of Citicasters Class A common stock and $25 million in cash. OmniAmerica's Chairman Carl Hirsch will join Citicaster's board and become Chairman of the radio group, while execs Dean Thacker and Tony Ocepek will stay on, as well. The deal gives the combined group 28 radio stations and two television stations. Only one market is dereg- dependent -- Columbus, OH- -where the new group will have three FM's and two AM's.
MORE ROCK AROUND THE CLOCK FOR ABC . ABC Radio Networks will launch an "Adult Progressive AOR' format sometime during the first quarter of next year. The rock - based format will feature well -known AOR artists with a mix of blues, reggae, and emerging artists. Lee Abrams is heading up the programming. The network is

Well, not ALL cross -ownership waivers are granted. . . According to Radio Business Report, the Shelbyville, TN Times -Gazette had filed to buy country WLIJ,
Shelbyville from Hopkins -Hall Broadcasting. The Cromwell Group, which owns soft
AC /talk WHAL and country WYCQ, Shelbyville filed a petition to deny. The
Commission granted the petition because the paper argued the deal would have no
significant effect on the number of voices or competition in the Nashville ADI.
The Commission countered that the relevant market should be Bedford county only - -not the whole ADI.
The Commission has issued a notice to those paying regulatory fees to clarify the
due date. Because of the 90 day Congressional Review Period, fees are due by
September 18 through September 20, 1995. Even though payments after Sept. 20 are
subject to a 25% penalty, the Commission will consider applications for waiver of
the penalty if the payor has made a good effort to comply with the filing period. Those payments that have already been received are being deposited in a special
account which will allow the return of fees if Congress changes its mind about the
fees during the 90 day period. The Commission's fee hotline is (202) 418 -0220.
The Commission made two appointments this week. Jack Gravely has been named
Director of Workplace Diversity. He was a human resource consultant to The
Gravely Group in Petersburg, VA. Katherine J. Kissee -Sandoval was named Director of the Office of Communications Business Opportunities. She'll assist small and
minority -owned businesses, promoting opportunities for ownership and employment.
FCC Commissioner Rachelle B. Chong's confidential assistant Angela Wu has resigned effective August 25. She's moving to Seattle, WA.

Fresno gets a new duopoly this week as Mesosphere Broadcasting is buying Brown
Broadcasting's sports outlet KYNO and classic rocker KFJX, both Fresno, for $3
million cash. Mesosphere's general partner, Clifford Burnstein, has an interest
in new rock KFRR, Woodlake, CA (Fresno).
In Kansas City, EZ Communications has reached an agreement to exercise its
purchase option on Sconnix Broadcasting's country KFKF -FM, Kansas City, KS, for
$28 million. EZ will combo the new acquisition with the news -talker KBEQ (AM),
Blue Springs, MO, and crosstown country rival KBEQ -FM, Kansas City, MO, which it
purchased in March of this year.
Taylor Communications is doubling up in the Coastal North Carolina area with the
purchase of adult contemporary WKQT, Newport, NC from New East Communications.
Taylor will pair the station with its other station in the market, urban AC WIKS.
No word of what will happen to WIKS' sister, country WTND, Grifton, NC. They'll
either have to wait for the new ownership rules to take effect, or get a waiver to
own all three FM's.
After glancing through this week's transfer applications, you'll notice Quaker
State Broadcasting is doubling up in the Harrisburg market as it will buy easy
listening WCTX, Palmyra, PA, from Clinton Broadcasting. It already owns rocker
WTPA, Mechanicsburg, PA.
The rumors are true that Jones Satellite is giving up The Team" sports radio
network - -but it's affiliates will not be left on the sidelines. Jones has sold
its affiliate list this week to One -on -One Sports for an undisclosed sum.
Industry speculation pegged the base of operation for The Team, Colfax
Communications' WTEM, Bethesda, MD, (Washington, DC) was going to concentrate on
DC area coverage only. Jones puts the Team's affiliate count at about 30.
One -on -One recently purchased Las Vegas -based SportsRadio Network.

The Interep Radio Store says the AOR is alive and well, despite doomsayers notions that alternative rock would devastate the format. Interep's EVP /Research Marla Pirner says, '. . .the addition of alternative music to an AOR station is
testament of its longevity, of its ability to stay fresh and to continue attracting an 18 -44 audience.' The research report shows 90% of AOR listeners are 18 -44 years old. Over half are single and are 38% more likely to have attended college than the average adult. Most importantly, AOR has the highest percentage of heavy users of radio than all other non -ethnic formats. If you'd like a copy of the report, call (212) 916 -0539.
The Voice of America is looking for American partners to help finance the entertainment portion its VOA Europe Radio Network. VOA has been providing music and news programming to local stations via the network to 50 countries in five
continents for ten years, but needs help financing the ventures, either through marketing partnerships or underwriting. The deadline for 'expressions of

USA Radio Network has inked a deal for their own Satcom C -5 feed from the Equity Radio Network. USA can now be heard on T -15, freq. 10.0. USA will continue its
feeds on Spacenet III.
The new Emergency Alerting System that will replace the old EBS has successfully completed its second round of testing. The tests were done by California -based TFT Technologies to ensure their new EAS equipment can work with radio, TV, and cable. TFT, among others, is urging the FCC to act quickly to finalize EAS rules.

offering the whole thing off the Internet. Inside Radio reports stations are
provided with a CD -ROM and a sound card. All the station needs is access to the
World Wide Web, Windows 95, and a 28.8 modem. Both its oldies and new standards formats, including half- hourly newscasts and features, come off the Internet uncompressed in real -time.

Country star Toby Keith will host his own Christmas special this year. The one hour radio special will feature his personal comments and music from his new Christmas album, 'Christmas to Christmas.' It's available on a barter basis on CD from Ron Huntsman Entertainment at (615) 255 -1100.

Boston -based Superadio Network is betting that there is still room for premium program feeds of specific formats to larger and medium markets. They started in 1988 with the CHR 'Open House Party,' and the program continues to air on Saturday and Sunday evenings from 7 'til midnight. A mainstream CHR offering, The All Night Cafe,' targeted to females 18 -34, is fed weeknights from 11 p.m. through 6
a.m. At that time, affils can pick up 'Matty in the Morning' with Matt Siegal, which originates at Boston's Kiss 108 (WXKS -FM) from 6 until 10.
Also available from Superadio is the urban 'Street Jam' airing on weekends, along with the two hour 'Gospel Traxx' with veteran Walt 'Baby' Love, which reaches the top ten markets and 95 out of the top hundred. A new overnight AC format is scheduled to debut in about 60 days. The network is using its third bird to feed appropriate programs to European stations.
