For a day at least, parking may be hard to find in downtown Ellicottville. That’s because for the 14th year in a row your hot rods, classic cars and trucks will be on display in front of the shops, bars and restaurants for regional and international visitors to check out and enjoy. The village is proud to showcase your particular awesome automobile and all entrants will be assigned a spot based on class or category. There will be seven categories in all. Pre-registration is open until this Friday and so far there are over 300 hundred entrants. If you miss the registration deadline you can still show up on the day of and be assigned to the open-class. A panel of experienced car enthusiasts will be acting as judges and giving out awards in each class. Their areas of expertise range from engines to interior to paint. In addition to the cars Terry Buckwald will be doing an Elvis Tribute in the town square starting at 2pm. All the local establishments will be open for business: (See page 3 for schedules.) The monthly meeting of the village planning board started promptly at 5:30pm and adjourned shortly thereafter as there were only two items on the agenda. As a preliminary matter, the motion to approve the minutes from the August 14, 2012 was
affirmed unanimously. The first matter before the board was the pending application for the expansion of the Sprague apartment buildings by fifteen units. A motion to table the application was made due to the fact that the application was missing some information that had yet to be provided by the developer.
The motion was passed. The second matter before the board was the withdrawal of the application made by Mr. Keith Sanger to remodel and refurbish his residence located at 21 Elizabeth Street. The motion to withdraw was approved. All public business being concluded, the meeting adjourned at 5:55pm.

An expected increase in residential garbage pick-up fees in the village is causing concern amongst some landlords.The matter was discussed during a Monday Ellicottville Village Board meeting.Mayor Charles Coolidge said the amount of the increase can not be determined until bids for pick-up are opened Monday, after which board members will consider the amount needed to be raised to pay for the
service.He assured visitors to the board meeting the fee will be on residences only and not impact businesses, but, he said the fee increase is necessary due to costs. He said the village pays $60,000 a year for refuse and needs to make revenue to offset the cost.He said sales tax is down by about $15,000, while other costs increase. The village has tried to raise refuse revenue by selling village garbage bags, but, he said, people do not always use them.“We’re on a budget,” he said, adding,
“We have to make it.”Landlords said they, too, are on a budget and voiced worry that raising costs to renters could be a hardship for their budgets. “It’s aggravating to be punished for other people,” said one landlord about those who do not purchase the village garbage bags. “We hate to do it,” said Coolidge, adding “we have a situation we have to do something with.” Despite that, he said, officials do not want the

vacant, Ellicottville Area Chamber of Commerce leaders recently visited Cattaraugus County legislators to seek financial support from the county
“We need a location to showcase the entire county to the hundreds of thousands who visit the area,” said Brian McFadden, executive director of the Ellicottville Area Chamber of Commerce. McFadden thinks the Ellicottville location can provide that needed showcase. He said not only is Ellicottville the center of the county, but, he added, 6,500 cars pass through it daily.

Many of the locals will tell you this is their favorite weekend. The atmosphere is festive, the crowds are “just right” and the fun is around every corner all weekend long. It’s a real testament to our hard working Ellicottville Chamber and all the merchants in the village. You’ll meet the nicest people while strolling around the village streets shopping, enjoying the live music, popping into a pub for a quick bite and bevie and looking at all those beautiful cars. This weekend will be a blast and a great way to kick off our famous fall season. Our friendly visitors love it here as much as we residents do. And why not? I firmly believe one of the main reasons
for this mutual affection is the collective attitude of the people who live here. We’re a fun, optimistic bunch with bright attitudes. Who wouldn’t want to be around folks like that? I find the interaction of old friends and new acquaintances very energizing, don’t you? And what a beautiful time and picturesque setting to relax, have some fun and enjoy the people, scenery, and wonderful events. So, dear readers – give me warm sweaters, a blazing fire (outdoors or in) and a nice glass of wine. Once again, I must say – living and working in Ellicottville is the best of all worlds! After announcing in early August that Kinley Corporation has been named new lead developer to take over the ambitious Bonaventure Square project on Rt. 417 in the Town of Allegany, St. Bonaventure University officials are confident they have found the right partner to get things rolling and hope to break ground this spring at the long vacant site of the former Castle Inn. Bonaventure Square, the much-anticipated hotel, retail, residential and entertainment complex will eventually fill up most of the 18-acre parcel, and locally based Kinley Corporation will be overseeing the project through to completion. Kinley Corporation is a family owned general contractor specializing in large and small scale commercial
and residential construction projects with headquarters in Allegany, N.Y. and a division in Florida. Kinley came on board with a fresh approach as lead developer and found that to make this complex project work; they needed to carefully restructure the original construction time frame into two separate phases without changing the fundamental design of the original project. “At this point, the project scope has not had any changes” said Jimmy Kinley, Operations Manager for Kinley Corp., “The biggest change for the new approach is that the apartments have been moved from Phase 1 to Phase 2”. Phase 1 of the project will include a new hotel, retail center, restaurant and family entertainment center. When asked what the estimated cost for Phase 1 would be Kinley said, “Right now the estimated
price tag for phase one is between $25-$30 million”. Phase 2 includes apartment housing and a multi-use athletic complex, but Kinley pointed out that “It is still under design and consideration for Phase 2. The previous site plan proposal has a Sports Facility. We are carefully weighing our options for Phase 2 until we know we have the best design of that property in order to accommodate the University and the community”. As far as what the total project cost would be, he said, “Phase 2 is yet to be finalized, but overall the project could potentially come out to approximately $65 million.” Completing both phases of the project could take a few years. “Phase 2 construction will depend on what we decide to go there so the timing depends on that decision. With the current layout of Phase 1, the construction could take anywhere from 18 months to 2 years”, Kinley said. Stakeholders in this project have been eagerly waiting for some time to actually see construction begin at the site. Kinley acknowledged that the construction start date has been a moving target in the past, but confirmed that his “goal is to get a shovel in the ground as soon as possible”. His best estimate to begin is early next spring, 2013 and adds, “we are doing everything we can to meet that target”.

partnership with the arts council, REAP will generously offer free booth space (10x10 booth) to fine artists interested in selling their work. Prominent historian Stanley Weintraub and a local man are teaming up to identify and interview area veterans who served in Korea between Thanksgiving and Christmas 1950. Phil Zimmer notes that this book will focus largely on the X Corps (Marines & Army) and the pullback from the Chosin Reservoir. Zimmer will interview the local vets; similar to the research he did for Weintraub’s most recent book, “Final Victory,” which dealt with FDR’s 1944 presidential campaign. The local history buff notes that this
book will be the sixth in a series written by Weintraub on the topic of Christmastime during war. The latest is “Pearl Harbor Christmas: A World At War, December 1941” published in 2011. Phase 2 includes apartment housing and a multi-use athletic complex, but Kinley pointed out that “It is still under design and consideration for Phase 2. The previous site plan proposal has a Sports Facility. We are carefully weighing our options for Phase 2 until we know we have the best design of that property in order to accommodate the University and the community”. As far as what the total project cost would be, he said, “Phase 2 is yet to be finalized, but overall the project could potentially come out to approximately $65 million.” Completing both phases of the project could take a few years. “Phase 2 construction will depend on what we decide to go there so the timing depends on that decision. With the current layout of Phase 1, the construction could take anywhere from 18 months to 2 years”, Kinley said. Stakeholders in this project have been eagerly waiting for some time to actually see construction begin at the site. Kinley acknowledged that the construction start date has been a moving target in the past, but confirmed that his “goal is to get a shovel in the ground as soon as possible”. His best estimate to begin is early next spring, 2013 and adds, “we are doing everything we can to meet that target”.

Western New York now has a new addition to its already eclectic artistic community. “Our Art House,” located at 15 Main Street in Bemus Point New York, is a gallery featuring the works of regional artists in the area. The gallery is literally brand new to the area, as it has only been open about a month. The Art House is owned by partners Ann Janowsky and The Villager’s Publisher, Jeanine Zimmer. Janowsky said the idea for the gallery came about after Zimmer and herself purchased that part of the building, and were looking for something to do with it. Janowsky said that Zimmer, who is very familiar with the local art scene, got local artists involved in the gallery easily. While the gallery features many different types of arts, one of the most popular pieces
of artwork sold out of the gallery are those that are the product of Joan Comella, an artists from Cleveland who specializes in glass growing. Comella, who owns her own glass studio in Cleveland, began to experiment with glass growing over 25 years ago with her husband while on their honeymoon in Canada. Comella said that she has since devoted 15 years to the art, and is excited to see its popularity in the art world. In addition to glass artwork pieces, Comella also specializes in beads and jewelry. She said she is excited to be a part of the gallery, because it is a new and fresh idea and is taking off really well. “It hasn’t been open very long, but it’s really popular,” she said. “They’ve been asking me for more and more of my glass artwork every week –
and they’re only in their third week. It’s very promising.” Janowsky said that she is very excited with the way that business has gone so far. “Jeanine and I had no idea that we’d be so busy,” she said. “The reception so far has been amazing. It’s just been wonderful and very encouraging. We’re excited to continue and advance forward.” Just recently the gallery has acquired original pieces by renowned artist Yuroz from the private collection of Jay Monti and Tom O’Connor and originals by Philip Burke, who is famed for his Rolling Stone illustrations. It’s hard to remember a time before the Tasty Twirl existed in Allegany. Other once familiar landmarks no longer dot the landscape along Route 417. The Castle Inn and Paul’s Steakhouse may be gone, but the Tasty Twirl remains, a family-owned business operated by Donald and Linda Blinn. The restaurant has been in the family since 1960, when it was purchased by Donald Blinn’s parents, Bob and Pauline Blinn. Donald and Linda Blinn starting working there in 1972, and took over the operations in 1999. Bathrooms were added in 1992, and an outdoor patio in 1999. The location and many of the menu items have not changed over the years. The ever-popular Texas hots are the top sellers, “averaging probably about 40,000 a year since 1960.” Or you can order a “super burger,” where the
meat is chopped up loose and ready to heat. “My dad always wanted something to put out fast; he didn’t want to fool around with patties.” Soups get warmed up as the fall weather chills. Chili and vegetables are winter favorites. The onion rings and chips are nice and hot. And of course, don’t forget the ice cream, both hard and soft. Some items were on the menu even before the Blinn family took over. And a few are tough to find in restaurants. Donald Blinn notes, “Where else can you get a peanut fluff sundae? Most people have never heard of them.” Another example is their Boston milkshake, which contains any kind of combination of ingredients you want. Tasty Twirl used to be called Tasty Freeze, a small building where people sat in their cars to eat. The Blinns added indoor seating in 1972. “We’ve made it through hard times.” And now, they are
hoping to take life a bit easier. The business has long been open year round, but that’s going to change. “We’ll be closing in January, February, and March (of 2013) - we’re going to try that.” The work is constant at the restaurant, where Donald can often be found before the sun rises, even on Sundays, when they are closed. Much of the work is behind the scenes, like maintaining the soft ice cream and soda machines. Donald and Linda Blinn appreciate the work put in by their employees, many of whom are local high school students. Five were in the same class at Allegany-Limestone. “On average they are great people and great workers. To anyone who says young people are not willing to work hard, I say baloney. I’ve had more complements in the last two years on my help, because I’ve got good young people, and that’s a good thing to hear.” Hours at Tasty Twirl vary with the season, staying open as late 10 p.m. in the summer, but closing at 7 p.m. during winter. Business has been especially good this year, helped by the great spring and summer weather. “We’ve been overwhelmed (this year)…we have a good system. After 52 years, we ought to have it down pat.” How long will the Donald and Linda Blinn run the Tasty Twirl? Donald notes, “I’m not going to give this place away. So I might be here another twenty years.”

“Healthcare Reform…What It Is, and What Does It Mean to Your Business?” That’s the subject of a program taking place at the Bartlett Country Club in Olean on Tuesday, September 18th, at 7:30 a.m. Marc Voyvodich will be the featured speaker. He is an expert in the healthcare industry, and has worked as a consultant for the Upper Allegheny Health System, which includes Olean
General Hospital and the Bradford Regional Medical Center. Voyvodich has worked for more than three decades with doctors, hospitals, health insurance companies, and universities to improve the quality of care they have been providing, as well as enhancing their efficiency and productivity. He is the founder and Chairperson of the Board of Directors of Stroudwater Associates, a national consulting firm. The company provides assistance with mergers and acquisitions, rural health care, and financial advisory services. Voyvodich helped pull the two local hospitals together, helping them create a plan for moving ahead. He’s been asked to talk about health care reform. Voyvodich says he intends to put what’s going on today within the context of where we’ve been going for the last sixty or seventy years in this country in terms of health care reform. “This is just another step in a long series of steps since the end of World War II.” When put in that context, it makes a bit more sense, according to Voyvodich. Voyvodich plans on hitting some of the highlights of the Affordable Care Act, or “Obamacare,” what is provoking
it and what it requires. He plans to discuss the impact of the U.S. Supreme Court decision in July, and what might or might not happen, depending on the outcome of the presidential election. “I’ll try to move up beyond the political fray, and what is the broad trajectory of health care in the United States.” He said he will be glad to take questions. Voyvodich says the individual mandate is something that must ultimately be addressed if we are going to have health insurance of any kind. “You’ve got to have people paying in to cover the risk, not just cover bills.” He says controlling the cost of health care is critically important. “Close to twenty percent of the economy is represented in health care expenditures in this country right now. That’s a breathtaking number. Beyond The Boardroom

Municipal Planning Board meetings can be anything but exciting. Not to say that what goes on there isn’t important - just that a sometimes protracted discussion about building codes and regulations can be a bit dry for us non-technical types. Thank goodness there are those amongst you who have the right combination of intelligence and patience, and are willing to serve on one of the local Planning Boards. For everyone else, a good way to find out quickly what’s going on at Planning Board meetings without actually going to one is to read all about it in the Villager. As with Planning Board members, Planning Board reporters also have the patience of Job, and should be commended for what they do. Despite my inability to pay attention at technical meetings, there was something that got my attention in the summary article of the July Town Planning Board meeting, which appeared in last week’s Villager. One of the issues covered was the review and subsequent approval of the Tim Horton’s site plan, which is being built on the site of the old highway barns on 219. The town had expressed concerns that the drive-through be adequately designed so cars don’t stack up and protrude out onto 219 and cause a traffic safety issue. Tim Horton’s design professionals offered a solution that works for all parties and it was approved. A happy ending indeed, but it left me thinking – drive-through windows are hugely popular these days and there must be

so they can let the thousands of visitors to the area know what the County has to offer. “We need a location to showcase the entire county to the hundreds of thousands who visit the area,” said Brian McFadden, executive director of the Ellicottville Area Chamber of Commerce. McFadden thinks the Ellicottville location can provide that needed showcase. He said not only is Ellicottville the center of the county, but, he added, 6,500 cars pass through it daily. In addition,
McFadden said, Ellicottville is the gateway to a potential 10.5 million visitors from Ontario and Western New York. He believes tourism needs promoting, and thinks the soon-to-be-vacant building can provide the chance to do so. After all, he said, tourism is a $186 million industry, with 14 percent of the county population employed either directly or indirectly. Because of that, Ellicottville chamber officials saw an opportunity with Kwik-Fill becoming available and proposed their idea to county leaders, getting support from Olean and Salamanca chamber of commerce officials with the endeavor. According to the plan, a board
of directors would oversee the operation of the visitors’ center, which could open after the Kwik-Fill becomes vacant later this year. Although some details remain, the center would have literature about locations throughout the county where visitors may want to stop. According to the plan, the visitors’ center would be open seven days a week and have washrooms visitors could frequent while learning about what Cattaraugus County has to offer. Chamber leaders are awaiting a further meeting with county officials regarding whether their plan will be supported so locations throughout the area can be showcased to the thousands visiting here.

Entered as a small community, Ellicottville’s submission by the Ellicottville Chamber of Commerce included images of 20 buildings from within the Village of Ellicottville, including the playful façade of the bright and cheerful Purple Doorknob on Monroe. The deadline for entries is this Friday, September 14, at which point the judges will painstakingly pour through the candidates and narrow down the field to five large and five small places from each of the six regions for a total of 60 finalists in the competition. Those 60 finalists will be announced on September 20, and the Paint Quality Institute will promote them in regional publicity campaigns. In the final round of review, a panel of judges representing
major media outlets - including HGTV - will select one small and one large community from each of the six regions as the ultimate 12 “Prettiest Painted Places in America.” The 12 winners will be revealed on October 10 and will be featured in an extensive national publicity campaign by the Paint Quality Institute. Beyond The BoardroomPlanning For A Proper Drive-Through Window

Municipal Planning Board meetings can be anything but exciting. Not to say that what goes on there isn’t important - just that a sometimes protracted discussion about building codes and regulations can be a bit dry for us non-technical types. Thank goodness there are those amongst you who have the right combination of intelligence and patience, and are willing to serve on one of the local Planning Boards. For everyone else, a good way to find out quickly what’s going on at Planning Board meetings without actually going to one is to read all about it in the Villager. As with Planning Board members, Planning Board reporters also have the patience of Job, and should be commended for what they do. Despite my inability to pay attention at technical meetings, there was something that got my attention in the summary article of the July Town Planning Board meeting, which appeared in last week’s Villager. One of the issues covered was the review and subsequent approval of the Tim Horton’s site plan, which is being built on the site of the old highway barns on 219. The town had expressed concerns that the drive-through be adequately designed so cars don’t stack up and protrude out onto 219 and cause a traffic safety issue. Tim Horton’s design professionals offered a solution that works for all parties and it was approved. A happy ending indeed, but it left me thinking – drive-through windows are hugely popular these days and there must be
volumes written on how to design them to be safe and convenient. I don’t know why I found this interesting, but I put on my research cap and started digging. Did you know that some of the local Tim Horton’s get 300 plus cars per hour cycling through their drive-through windows on busy weekends? I know that one because three of my children have worked there over the years, and I’ve heard all about how intense it was working at the window and always staying polite, professional and accurate with that never ending stream of caffeine deficient customers. Horton’s employees take a lot of pride in speedy and accurate service and often compete with other locations to see who has the shortest wait times. Despite the long lines of cars we’ve all seen at Tim Horton’s, they seem to have figured out the magic formula for delivering a quality product quickly, which keeps people coming back. I’m sure the same goes for other fast food restaurants, but it seems Tim Horton’s has the most volume out of them all and likewise, I suspect, a keen interest in continuously improving the drive-through experience. Moving past the Tim Horton’s project, I was able to uncover a few other semi interesting industry guidelines for designing a proper drive-through. Did you know that most new construction buildings with a drive-through are positioned on the left side of the building lot, with the drive-through window on the left side of the building also? If you think about the ones you see around here – they are mostly on the left. They do this to try and keep the bulk of the parking lot, and cars stacked up in the drive-through queue to the right side and far enough away to not interfere with exiting drive-through traffic and walk-in customers. Reading further, I found that It’s apparently not a good idea to have high curbs or elaborate plantings on the edges of drive-
through lanes. Studies have found that customers like to be able to escape from the line if need be, not to mention the fact that some people have trouble driving in a defined lane and scrap or ride up on the curbs. If you plan to have a large amount of people using the drive-through you need to build a multi lane drive-through with an equal number of ordering stations. Speaking of ordering stations, many building codes state that ordering station speakers should not go above a certain decibel so as not to bother the neighbors. Ordering station touch screens, where customers place an order for themselves, are cool - but not recommended because people of differing touch screen dexterity can seriously slow down the line. Where to place the drive-through queue, or stacking lane for waiting cars is the biggest challenge for designers. It needs to be long enough to contain peak rush hour volume without having vehicles out in the road or interfering with onsite parking, and yet not stick out like a sore thumb and detract from the curb appeal of the building. Ideally, the stacking lane should never traverse across the front of the building – that’s seems to be a big no-no, although some site conditions offer no other choice and they have to do it that way. Another thing to consider is the lane can’t be anywhere near an inhabited building because of the exhaust fumes from all those idling cars. Well, there you have it. Hopefully, you found my informative and slightly amusing assessment of a not so amusing process interesting enough to read this far, and will never again feel uninformed while patiently waiting in a drive-through line. A few years ago everyone dreamed of having a little log cabin in the woods. A place apart, on a remote mountainside, tucked into the woods, far away from civilization. Well, that was then and this is now. How about a log cabin with four bedrooms, internet, high-def TV, four fireplaces, a deck, a hot tub, and a gourmet kitchen. Not way off in the woods, but just off Holiday Valley Drive; this home is indeed nestled in the trees and originally known as the “Eagles Nest”. In summer the trees drape over
