CompletedProgramTargetingActions

TheOpportunityZonetaxincentiveisapowerfulnewtoolmeanttobringprivatecapitaltounderservedcommunities.However,economicallydistressedcommunitiesrequiremorethanprivatecapitalalone.Manyofthesecommunitiesareinneedofpublic‐sectorsupportandregulatorystreamliningtoensuretheydevelopthefoundationsnecessarytosupportathrivingprivatesector.Publicinvestmentineconomicdevelopment,entrepreneurship,educationandworkforcetraining,andsafeneighborhoods—alongwithguidanceforengagingwithinvestorsandentrepreneurs—willhelpcommunitiesunlockprivatecapitaltocreatesustainablegrowth.Thispublic‐sectorinvestmentservesasameansbywhichtoattractandcontinuetheflowofprivatecapital‐investmentintoOpportunityZones.Acknowledgingthisneed,PresidentDonaldJ.TrumpsignedExecutiveOrder13853onDecember12,2018.ThisOrderestablishedtheWhiteHouseOpportunityandRevitalizationCounciltocarryouttheAdministration’splantotarget,streamline,andcoordinateFederalresourcestobeusedinOpportunityZonesandothereconomicallydistressedcommunities.Thispublic‐sectorcommitmentoverlaystheOpportunityZonetaxincentiveintheTaxCutsandJobsAct.Together,privatecapitalandpublicinvestmentwillstimulateeconomicopportunity,encourageentrepreneurship,expandeducationalopportunities,developandrehabilitatequalityhousingstock,promoteworkforcedevelopment,andpromotesafetyandpreventcrimeineconomicallydistressedcommunities.State,local,andtriballeadershaveanopportunitytoleveragetheworkoftheCouncilandtoalsoconductsimilarreviewsoftheirownprogramsandregulations.TheWhiteHouseOpportunityandRevitalizationCouncilmembershaveidentifiedoverone‐hundredandsixtyFederalprogramswheretargeting,preference,oradditionalsupportcouldbegrantedtoOpportunityZones.TheCouncilhasalreadytakenactiononover130grantsorprograms:
