Research infrastructures

• Research Infrastructures (RI) represents• facilities, • resources, & • related services

– used by scientific community – for conducting top-level research in their fields

• RIs include:– major scientific equipment or set of instruments– scientific collections, archives and structured information– enabling ICT-based ”e-infrastructures”– Any other entity of a unique nature, used for research

Inclusive Growth Infrastructure Diffusion

3

Integrating activities

• Aim: – Create new and better opportunities for development of

evidence-based European policies on Inclusive Growth– Inclusive growth agenda: agenda for new skills and jobs;

european platform against poverty

• Objectives: – bring together and integrate key research infrastructures– to promote their coordinated use and development

Inclusive Growth Infrastructure Diffusion

4

Integrating activities

• Activities: – Transnational access and/or service activities– Networking activities – Joint research activities

• Themes– Poverty and living conditions research– Working conditions and vulnerability research– Policy analysis research– Statistical quality– Transnational access to data infrastructures

6

Poverty and living conditions research

Context: • EU2020 stategy: poverty target

• Data infrastructure = confronted with 3 new challenges: – Close growing data gaps– Adress the lack of harmonized longitudal data– Answers for specific data challenges

Inclusive Growth Infrastructure Diffusion

7

Poverty and living conditions research

Joint research activities: • Integrated poverty and living conditions indicator system

(IPOLIS)• Optimise the use of census micro-data to analyse and monitor

poverty and living conditions at territorial level in Europe • Priorities for future data collections and comparative analysis

Working conditions and vulnerability research

Inclusive Growth Infrastructure Diffusion

Context: • EU2020 stategy: new skills for new jobs initiative

• 3 main challenges: – Comparison & harmonisation of job quality indicators,

occupational health and savety indicators and Laeken indicators

– Measurement of working conditions of vulnerable groups– Address lack of tools to identify new jobs and new skills

10

Working conditions and vulnerability research

Inclusive Growth Infrastructure Diffusion

Joint research activities • Create tools for harmonising the measurement of occupations

EU-wide• Tools to detect and classify new jobs and new skills in WC &

OHS surveys• Inventories and reviews considering WC & OHS (web-based

platform)• Identifying determinants of vulnerability connected with

economic changes and employers’ behaviour and mapping vulnerable groups in work

Policy analysis research

Context: • Policy evaluations require micro-level data of high-quality• Link policy evaluations based on the family model approach to

approach of EUROMOD– Inclusiveness and representativeness of policy indicators

• To provide more meaningful and accurate policy evaluations and analyses

Inclusive Growth Infrastructure Diffusion

13

Policy analysis research

Joint research activities: • Improving possibilites for institutional and comparative policy

analysis• Building a flexible (web-based) tool for doing family model

analysis on the basis of EUROMOD• Extending policy measures in EUROMOD with measures for

child care• New tools to capture a broader range of institutional

information in single policy indicators• Providing a systematic policy inventory

Statistical quality research

Context: • Reliable indicators are based on highly sophisticated statistical

estimation methods• Challenges:

– Multi-dimensionalty of poverty and vulnerability– Small area estimates– Measurement of change

• Investigate development and feasibility of web-based knowledge managment system (prototype)

Inclusive Growth Infrastructure Diffusion

16

Statistical quality research

Joint research activities in 3 domains: • Scenario and simulation based analysis• Data and modelling • Methods to improve statitical methods with respect to the multi-

dimensional measurement

Mutual knowledge exchange events

1. 18 Summer schools – early-stage researchers– broader public of users (policy, civil society,…)– provide hands-on training of the RI– combination of short training courses and short-term transnational access– calls for contributions

2. 12 Expert workshops– senior and expert researchers– key technical issues and possible solutions in particular areas of InGRID– Alternate with longer-term visit grants to the data centres– publications– calls for contributions

19

Transnational access

• Acces to 13 European Research Infrastructures – Access to infrastructure– Guidance and training of experts

• Data infrastructures: – LIS: Luxembourg Income Study– LWS (part of LIS): Luxembourg Wealth study Data base– IECM: Integrated European Census Micro-Data– Eurofound: European Working Conditions Survey, European Quality of Life Survey, European

Company Survey– Wage Indicator Data– EUROMOD– SPIN: Social Policy Indicators Data base (SCIP, SaMip, PAL, CBD)– CSB-MIPI: cross-national and cross-temporay comparable model family simulations– WISCO: World Data base of ISCO-08 Occupations– ICTWSS: Data base on Institutional Characteristics of Trade Unions, Wage Setting, State

Intervention and Social Pacts
