Phased implementation

• The phased implementation will exempt certain routes from offsetting requirements

• Exemptions are based on routes, not on the nationality of operators

• All routes will remain subject to the requirement to monitor and report CO2 emissions

• All operators will need to monitor their emissions starting on 1 January 2019• In 2018, operators will need to prepare in order to be ready to comply with

MRV (monitoring, reporting and verification) requirements in 2019.
