2. Conclusion of Pilot RFP

• Record participation: 22 proposals received

• Split Award – To AAR Airlift Group, Inc. for Pattern A

• 1x S-61 helicopter • Award amount (initial 2 years): $13M

– To C&G Air (SAF) for Pattern B & Pattern C • 3x B1900D aircraft • Award amount (initial 2 years): $8.4M

• Savings: $2.4m in direct charter related costs + $2.3m in fuel costs = $4.7m

over 3-year contract

• Overall, very positive feedback received from aviation industry and Member States, and communicated at the Air Conference on 17 April 2015.

3. Current Fleet – Summary

• Almost half of the UN aircraft fleet is distributed over three Field Missions: MONUSCO, UNAMID and UNMISS.

• The first pilot RFP focused on MONUSCO (in one area). The next RFPs are planned to be issued in support of UNAMID and UNMISS (in one area each).

• A number of UNAMID and UNMISS contracts are due to expire in the first half of 2016, as illustrated on the following slide…

Procurement Division stands ready to issue an increasing number of RFPs in the coming months…however the following challenges exist…

• Air Operator Registration – bottleneck in technical assessments and eligibility criteria

• Drafting of SOWs: Challenges in compiling historical aircraft operating data from the Field Missions (e.g. in the MONUSCO Pilot RFP, it took about three months)

• Aviation Information Management System (AIMS) not yet fully implemented

• Time taken to develop and evaluate RFPs is initially longer (transition), particularly on technical side

• Limitation of dedicated resources in DFS/ Air Transport Section to support large scale RFP implementation

7. Transparency in RFPs

• As a new measure under the Pilot RFP, PD sent all unsuccessful proposers a notification on the RFP outcome prior to concluding the award

• With the notification on the RFP outcome, PD gave proposers a chance to obtain ranking information (technical, commercial and overall ranking) regarding their submissions

• In addition to the above, the UN conducted debriefs, allowing Proposers to learn more about strengths and weaknesses of their proposals

• Air Conferences held in December 2013 and April 2015 and various other communications with Aviation Industry and Member States on the transition from ITB to RFP.
