• Regierungen = Verhalten nicht bestimmt durch Einkommen u. Verfügbarkeit v. Ressourcen
• Beamte = Wohlwollen ihrer Klientel
Regierungen sind ein schlechtes Medium fürrationale Entscheidungen, Märkte sindvorzuziehen.
