▪ Removes premium aggregation for the individual market. (HBE must aggregate premiums for SHOP by regulation.)

▪ Requires QHPs to pay claims for enrollees who are in a grace period. Requires HBE to notify individuals prior to termination for non-payment.

▪ HBE produce detailed monthly enrollment reports, including movement between QHP and WAH. Bi-annual reports with analysis of churn and coverage gaps.
