Note, none of the prevention programs are in the drought locations where many people migrate from.

there is a concentrated set of cross border points.

PREVENTION While this site may help to sensitize people to the problem, if one were to take a more strategic approach, it does not appear to be the best

location. It may have been selected simply because an NGO program was already

present in the area.

Prevention programs are not in the most vulnerable locations (e.g. the drought location, the origin of the migration, or in

locations where there is a convergence of cross-border activity)

Some prevention programs are in locations that have little need for these activities (relative to others) – sometimes based on

these programs.

Summary of common issues:

1. Prosecution programs are not in the locations where the actual exploitation (slavery) is taking place

2. Some prosecution programs are in locations that have little need for their services – sometimes based on the convenience of an NGO being located there.

3. There appears to be no connection or relationship between these programs.

4. Many counter-trafficking programs focus on the traffickers, not the enslavers.

For programs to be

successful,they need to

be synchronized.

The more that prevention activities can

be standardized and harmonized, the more

consistency in the messaging and the more coverage.

Guiding principles for a mature country program include…

1.A long-term vision is essential.2. Based on the vision, an overall strategic framework should

be developed, with representation from all partners.3.Decisions should be made based on appropriate, empirical

information.4.With limited funding, prioritization is required. This needs to

reflect the most important needs.5. Funding levels should be multi-year and consistent over time

-continuity.

Guiding principles for a mature country program include…

6.Data collection should focus on the data needed to understand the problem.

7. Joint capacity building initiatives should be relevant and cutting edge.

8.Monitoring should have a baseline and consistent, standardized indicators.

9. There should be an attempt to link programs together into partnerships.

10.Efforts should be made to share interventions (e.g. a prevention toolkit that includes interventions that are pooled).

For true impact to be achieved, there has to also be coordination between country programs.
