The annual ICDE Standing Conference of Presidents (SCOP) meeting included the ICDE Policy Forum, co-organized with UNESCO. On the theme of "Directions and challenges for government and institutions when post-secondary education moves into the MOOC territory: public policies and institutional strategies in the digital learning age", the Policy Forum included organizations and key stakeholders including UNESCO, OECD, the European Commission, Open Courseware Consortium and International Association of Universities.

The Policy Forum

• To shred light on the current situation and its development, identify which issues that need to be solved, which issues need to be examined further. To come up with possible recommendations for solving or approaching the issues – what to do. Furthermore, the “owners” of the issues and actions need to be identified and addressed – and what could we do together.

MOOC in an international perspective: New global agenda for innovation

in higher education

• 1) Goverment should provide a holistic, favorable framework for open and online learning and in line with the values of UNESCO. Intesive should be established for wanted direction. Dialogue with stakeholders, in particular HEI. Specific goals to be set. OER in line with the UNESCO declaration a part of the framework.

• 2) Support and facilitation of Leadership for change to a more open and online education. Competencies to be build.

• 3) Incentives and support for faculty and teachers change processes, competencies and working environment to acheive a more open and online education.

• 4) Framework and methodologies that put the learner in the centre. • 5) Cooperation across institutions, and countries on content and platforms for a more

open and online education, hereunder MOOC. • 6) Interoperability between solutions.• 7) Common global outlook, statistics and understanding of fundamental concepts• 8) Concrete goals and plans for research and innovation within the field, well anchored

at the institutions concerned..

Buzz groups• Buzz Groups:• Definition of buzzing:• excitement if a group of people or a place is buzzing, there is a lot of activity or excitement• thoughts if your head or mind is buzzing with thoughts, ideas etc, you cannot stop thinking

about them

• Definition of a buzz group: • Buzz groups are simply small groups of two or three persons formed to discuss a topic for a

short period. A buzz group involves every member of a larger group, directly in a discussion process.

• Each group appoints a spokesperson to report the results of the discussion to the larger group. Buzz groups are a form of brainstorming.

• Uses: • To help expand thoughts and opinions about a controversial topic; or to gather potential

solutions to a problem.
