INTRODUCTIONThe idea of International Government to

ensure peace and human betterment is very old. It can be traced as far back as the ancient world. It is because the element of conflict is as old as the inception of this world. With the element of conflict, originated the idea for inventing a device to check the conflia.

The regional organizations formed for security purpose deprive the member states of independence of action in their armed forces.

Our study will, however be limited to the analysis of the regional organization SAARC.

SAARCIt was 1984 that the South Asian

Association for Regional Co-operation SAARC come in to existence. In December 1985, the heads of states and governments of seven south countries(Bangladesh, Bhutan, India, Ml, Pakistan and Srilanka) held a summit at Dhaka.

The declaration for the creation of SAARC laid down the following objectives of the Association.

i. Promotion of welfare of people.ii. Improvement in the quality of life of people.iii. Acceleration of economic growth.iv. Promotion of collective self reliance.v. Promotion of mutual trust and

understanding.vi. Promotion of collaboration with other

developing countries and scientific fields.

The declaration stated that the heads of the state or government shall meet annually and a council of ministers consisting of foreign ministers of the member states shall be constituted to:

i. Formulate policiesii. Review the progress of co-

operationiii. Establish additional mechanism andiv. Decide on matters general interest

CONCLUSIONThe SAARC is the most populous

regional association the world has known. The SAARC, by its very nature, is a loose organization with extremely limited objectives. Regional co-operation requires an approach of mutual accommodation and adjustment. That is what should be displayed by all member states if it is to survive.
