this is the only start of big work, not astrategy or even project yet

State governed management is really weak and inefficient.

Management of VDNG was changed three times during the year.

VDNG increased huge debts.

25% of buildings went out of exploitation, others are uncomfortable and inefficient.

Main buildings were built in 1950-s and consume huge amount of energy.

A lot of gigantic concept designs of reconstruction were performed in past 20 years but none of them had a chance to be implemented.

VDNG authorities not have definite data on building status, energy consumption, social demand and nature resources
