• Importing country’s customs procedures can be smooth or complicated
• Country’s economic development on the world scene can be a clue– Developed nations (USA, EU, Japan, Singapore) tend to be
straightforward in customs requirements– Recently underdeveloped countries building stronger economies
can have customs that are “archaic”– Undeveloped countries may have wide variances in procedures
for different regions
Importation

Issues that will delay the Import Process:
• If Aries is not shown on the AWB or BL (as a notify party), carriers will not release any information to us without written approval from actual consignee shown.
• Ocean Bills of lading issued at origin as “Express” or “Seaway” bills (not needing an original surrendered in US for release of goods) but collect charges at origin not paid timely, results in such express or seaway bill status as invalid, and holds up release of freight until paid and shipping line here receives information from their overseas office of such receipt
• ISF forms not timely received (at least 2 business days prior to loading on last vessel destined for USA), or are incomplete or incorrect as to the B/L number that matches to “US Customs automated manifest system”.
• Commercial Invoice information many times inadequate: usually missing country of origin & values.
• Country of Origin – for US Customs purposes, this means country where article actually made or produced, not where shipped from
• Values of products not purchased needs to be reasonable “market” value for their condition.

In a perfect world, U.S. brokers should receive full pre-alert documents at least 2 business days prior to shipments leaving origin, with full information (who, what, when, where, why, how) for determining needed filings and to determine the best possible option for US Customs clearance.
• WHO are parties to the transaction: Shipper, consignee, importer, notify party, etc. (Note that unless Aries is shown on the AWB or B/L, the carrier will not release any information to us without written approval for actual consignee of record.)
• WHAT products are being shipped: to determine Harmonized Tariff Schedule (HTS) number, dutiable status, whether restricted or prohibited from import, or if needs any other government agency filings or forms
• WHEN will it be shipping to the US: for insuring timelines of any needed advance filings (Importer Security Filing- ISF, Federal Drug Administration- FDA, etc.)
• WHERE were the products originally made/manufactured for US Customs declaration. (if US goods returning, duty/Merchandise Processing Fee (MPF) free…or if product originated and direct shipped from country having a free trade agreement, may qualify for free duty and/or free MPF)
• WHY is it being imported: to determine if any special type of entry could be filed to avoid duty payment
• HOW is it being shipped: Air freight, Ocean freight, Road/Truck freight, courier shipment? Each has its own specific requirements.
