Cloud-Based Mobile Identity Services without a Network

Abstract

What is the most demanding environment into which you have delivered a digital identity service? This year Consult Hyperion's TAP (Token Administration Platform) pilot has delivered a voucher service into rural Nigeria where the end-customers have no digital footprint and where there is often no network coverage of any kind. Through the use of the latest mobile and contactless technologies, together with "people-powered mesh networking", we have delivered a cloud-based identity service that enables farmers to gain access to the subsidies to which they are entitled. Steve will provide an overview of this high profile project and draw lessons for the wider identity industry.

The TAP service consists of several tasks:

ELECTRONIC VOUCHERS:

All GES entitlements are distributed

All farmer registration data are collected

IDENTIFICATION BY NFC TECHNOLOGY:

All users are issued with a TAP card

Details of users and vouchers are held on tablets

The card must be tapped to the tablet for every task

Tablet owners must also enter a PIN

They are identified by their photograph and vital statistics

TAP always knows who performed every task and when they did it
