Builds on HCA expertise in land and property

The stewardship model
HCA own the assets under local stewardship arrangements
The model offers:
– LA/partner influence over use
– Removes LA tax/borrowing issues
– Local partners can align with gov’ economic growth programmes
– Avoids sales at low levels
– Offers a single point of contact for gov/partners
– Localist by aligning these assets with LA interests
