What is your view about different
perception of KPI of project success?
Different perception is allowed as long as it accommodate all the stakeholder (Especially the stakeholders) in the project completion
Quite often Project Manager only focusing on the Iron Triangle of success in the project completion
Project Manager need to focus also on the critical success factors which triggered from the customer expectations which usually covers the three elements plus additional factors that important for the customers
Contractors and Designer as well as Owner need to be involved to accommodate their perception of all the KPIs Project Success. This need to cover all the success factors listed.

Similarities and Differences between Bangkok
Airport Project’s KPI and Heathrow Terminal 5’s; Similarities Differences
• Both using KPI Measurements; On Time,
Under Budget, Meet Specification,
Efficiency, Effectiveness, Safety, Defect free,
Customer expectation and minimized
conflict.
• The weighting or the priorities of the
measurements are different where Bangkok
Airport focusing heavily on the quantitative
measurement using the perspective of
Project owner, whilst Heathrow T5 put
Qualitative Measurements as higher
weights/priority based on their customer’s
perspectives.
• Heathrow T5 is based on the Risk Assessment
analysis that involve their clients/customers
in identifying their primary measurements.
Please give your views about the relevancy in Indonesia about those KPI elements or others?
All the measurement metrics are relevant in Indonesia and need to be applied and implemented during the development of the SHIA Airport. Some of the challenges that the developer and the authority will face are;
Jakarta Soekarno Hatta Airport Project might only focusing on the Primary Quantitative KPI’s which are; On time, Budget, and Meets specifications
The use of secondary KPI’s are quite flexible as there are not enough transparency to the stakeholders.
There are very small control on the qualitative measurement as the minimum construction aggravation, disputes and conflicts
There are very limited focus on the safety measurements on the development process of the workers, suppliers and customer of SHIA Airport.
All of the measurements are actually relevant to Indonesia but unfortunately not the primary focus as the objective are the completion dates and allocated budget as there are many of political and social pressure from the stakeholders which might jeopardize the effectiveness and efficiency of the main function.
