Speculative Findings
1. Public authorities are largely supporting these projects/programs via grants
2. Partnerships are usually multi-stakeholder with fair balance of actors and excellent cross fertilisation opportunities
3. Most projects focus on: technology, business models and policy reform
4. Most cited enabling conditions: smart infrastructures, system change, support for eco-design and resource efficiency
5. Some front-running companies are in the lead, consensus and support for the circular economy are growing but scale is yet to be achieved
6. Major up-front investments (human and capital) are needed
