George Bush Intercontinental AirportRunway Management Plan
• Winds: The primary flow configurations for IAH are East Flow or West Flow. The Final Environmental Impact Statement (FEIS) for IAH, dated July 2000, describes the optimal airport configuration as a West Flow.
• A west flow configuration will be maintained when wind remains less than 5 knots.
• Time of Day: Generally, the late night hours of 10:00 pm to 05:59 am are considered the most noise sensitive, it is a goal of IAH to minimize noise levels during all hours of the day. The Runway Management Plan differentiates between daytime (06:00 a.m. to 09:59 p.m.) hours and late night (10:00 p.m. to 05:59 a.m.) hours.

Written Re-Evaluation of the 2000 George Bush Intercontinental Airport EIS
for Proposed Change in Runway Use Assumptions Concept: Modify runway use for reduction in miles flown with a
subsequent savings in efficiency, fuel savings and decreased air emissions.
• Continental Airlines requested FAA modify the operations at IAH to better allow for groups of aircraft arriving based on point of origin from the west or east for fuel savings and air emissions reductions.
• Continental Airlines estimates a savings of 26,270 miles flown daily and 77,040 gallons of fuel savings per day.
• Supplemental analysis of Integrated Noise Model contours, produced no significant impacts from the 2000 Final Environmental Impact Statement.
Changes to IAH Runway Management Plan: • Elimination of calm wind runway designation when wind remains
less than 5 knots (aircraft may arrive from east or west)• Clarification of runway use (daytime): Runway 26/27 and 15/33
complex to replace specific runway designations.

• 3-5-1. SELECTION • a. Except where a “runway use” program is in effect, use the runway most nearly
aligned with the wind when 5 knots or more or the “calm wind” runway when less than 5 knots (set tetrahedron accordingly) unless use of another runway:
• NOTE-1. If a pilot prefers to use a runway different from that specified, the pilot is expected to advise ATC.
• 2. At airports where a “runway use” program is established, ATC will assign runways deemed to have the least noise impact. If in the interest of safety a runway different from that specified is preferred, the pilot is expected to advise ATC accordingly. ATC will honor such requests and advise pilots when the requested runway is noise sensitive.
• REFERENCE-FAAO 8400.9, National Safety and Operational Criteria for Runway Use Programs.
• 1. Will be operationally advantageous, or • 2. Is requested by the pilot. • b. When conducting aircraft operations on other than the advertised active runway, state
the runway in use.
AUTHORITY TO REGULATE LAND USE
• Chapter 241 of the Texas Local Government Code
• Cities with airports operating in the public interest can adopt compatible land use and height regulations around the airport(s)
• The regulated area is 3 miles by 5 miles long
• 1.5 miles on each side of the center line of each runway
• 5 miles from the ends of the runways
