• RESIDENTIAL: New Town, one of the top localities in Kolkata, is attracting the

attention of real estate buyers. From affordable apartments to luxury villas, the area has

an array of housing options. Quality infrastructure coupled with good connectivity

through roads and local state buses and emergence of the IT companies in Salt Lake is

acting as a catalyst in attracting buyers and investors. Flats are available in the range of

30-50 lakhs. This is the hot property area to make investments in.

• COMMERCIAL: Demand for commercial offices is directly linked to employment

numbers which in turn depends on the economic growth rate. The revival of the

commercial market mainly depends upon the industrial growth rate and consumer

sentiments. In the present scenario, market is witnessing more demand for offices on

lease in comparison to outright purchase, as there is no industrial growth and all time low

business sentiment.

• INFRASTRUCTURE DEVELOPMENT IN THE PIPELINE : Metro railway

network extension in places such as Howrah Maidan to Salt Lake Sector V, BBD Bag to

Joka, Noapara to Barasat, New Garia to NSCB Airport, Dum Dum to Dakshineswar and

Baranagar to Barrackpore are some important developments happening in the city. There

are several new flyover projects in the pipeline.

• KMC NEWS: The procedure for property assessment is changing. In a step to put an

end to the existing system, where the Kolkata Municipal Corporation makes general

revaluation of properties every six years, the civic body now wants citizens themselves to

give details of their houses/flats in a bid to make the assessment transparent.

REGULATORY BILL: ENOUGH HAS BEEN SAID BUT IT IS TOO IMPORTANT NOT TO BE MENTIONED AGAIN.

HIGHLIGHTS:

1. Mandatory to acquire all clearances before the launch 2. Use of Photograph of actual site for advertisements 3. Sale of property as per prices linked with Carpet Area 4. Real Agents/Dealers needs to register themselves 5. State Level Regulators and central appellate tribunal to be set up 6. Separate bank accounts for every project 7. Builders can’t take more than 10% advance without a written Agreement 8. Full refund with interest, if property not handed over time

The Bill rules applies to project over 4,000 sq meters in size

Impact on Buyers: The  regulation will  save buyers  from misinterpretations on  layout  and  unit  specifications,  delays  in  delivery,  other  unethical  business practices and failure from developers in meeting contractual obligations etc. Also it will save buyers from unorganized brokers and agents.  

Impact on Developers: The bill will create a transparency level and will make developers more answerable on multiple levels. Also funds raised for the   project cannot be diverted anywhere else. 

Although the draft bill has been cleared by the Union Cabinet, we believe it will take at least two years before the bill becomes an act. The bill has to be cleared by the parliament; it is likely to be referred to a standing committee during the process. Once the Central Government clears the bill (this is the election year), state governments will have to implement the bill, incorporating changes in accordance with relevant local laws(kotak view on real estate bill)

Demand for commercial property is sluggish while residential property is seeing good demand in the 25 to 50 lakhs bracket. Good projects of developers are available to take your pick. The prices are more or less stable although there is some dip of around 10% in  the  top  end projects, but  as developers have holding  capacity we don’t  see much erosion of prices.
