Many ancient rulers of India have built famous structures and monuments.

One of the intention behind building these structures was to provide employment to the

workers during non agriculture season.

Background Government of India is spending huge amount for rural

development and considerable amount is being spent through MGNREGS to provide employment to rural population for 100 days in non agriculture season.

It is found that various works like afforestation, roads, drainage, Feeder channels, Check Dams, Water retaining structures, tanks ,land leveling etc. are taken up in MGNREGS.

It is also found not much Assets are developed i.e even 25% of money spent through MGNREGS is not converted into assets.

MGNREGS have provision for providing employment. But there is no provision for providing required material as such there is dearth of rural infrastructure development.

Objective

The infrastructure in the villages is in very bad shape since the internal road network, Side drains are not completed resulting in bad Sanitation.

Houses for poor also to be constructed to reach saturation.

It is necessary to reach to 100% infrastructure in villages in next 3 years i.e providing urban living in rural areas.

Village Infrastructure…

This 100% infrastructure includes internal CC roads, Concrete Drains, Sanitation arrangements, School buildings, Pucca Houses, Mahila Pranganams, Toilets, Community Halls, Panchayath Buildings etc. to meet complete infrastructure requirement of a village.

Rural Building Centre

To meet the total infrastructure requirement of a village it is proposed to have a mini building centre for every village to be named as

“Gram Nirmitha Kendra” which shall be managed by “Gram Nirman Samithi”

“Gram Nirman Samithi” The Main objective of “Gram Nirman” is to integrate various

rural development concepts, schemes connected with rural & infrastructure development and execute through “ Gram Nirmith Kendra” which shall be managed by “Gram Nirman Samithi”.

The Constitution of “Gram Nirman Samithi” Shall be : 1. Village Sarpanch- Chairman 2. Panchayath Secretary- Convenor 3. President Village Samakhya- Member 4. Field Assistant EGS-Member 5 to 10. (3) Ward Members and (3) service minded village

persons to be nominated by District Minister - Members (out of which one Woman and one SC from each group)

The “Gram Nirman Samithi” shall study and take up cost effective technologies for quality and economy.

The “Gram Nirman Samithi” shall hire the services of experts for new ideas and new technologies for economy and quality.

The Gram Nirman Samithi”may spend for Honorarium / sitting fees to the members, Expenditure for meetings, Study tours and other miscellaneous unforeseen expenses which should not at any cost exceed 5% of turnover of building centre.

Supervision & Control The various activities carried out through

Nirmitha Kendra shall be supervised by concerned Engineering departments.

The control/Audit for the works shall be under the control of existing system in EGS.

“Gram Nirmitha Kendra”

The “Gram Nirmitha Kendra” shall get grant assistance from State and Central Government.

Incentives under Industrial Policies. Financial assistance from Banks. To be registered under MACS. The “Gram Nirmitha Kendra” shall also take up

skill development activity of local people to meet the requirement.

Skill Development Activities Training shall be provided for manufacturing of various building

components like Cement Fly Ash Bricks, RCC pre Cast Door frames, RCC pre cast window frames, RCC Sajja Planks, Lintel cum sun shades over windows and doors, RCC roofing beams and planks, RCC pit rings, RCC floor tiles, RCC Jalis, Pre cast Ferro Cement Drain Troughs, Fabrication of steel grills and steel gates, Gober gas plants, Compost yards Construction of civil structures like weaker section houses, Formation of

roads ,CC roads ,WBM roads, CC/RR Drains, School buildings ,Bharath Nirman Rajiv Gandhi Sewa Kendra and similar structures.,

Skill Development Activities Nirmitha Kendra shall hire skilled persons’ services

to maintain quality construction. Training assistance shall be taken from Swamy

Ramananda Tirtha Rural Institute (SRTRI) and similar institutions at state level to import training for skill development

These training shall be conducted at selected Nirmith Kendras for Barbending, Masonry, Carpenting, House wiring & Welding etc. needed in rural areas.

Government should agree for providing work force to Nirmith Kendra under MGNREGS.

The selected work force should accept for working for 8 hrs/day and also to undergo training for skill development.

The work force shall be utilised for manufacturing, material transport, construction, supervision and security activities.

If required, the work shall be taken up in two shifts.

For the persons who develop good skills, the Nirmith Kendra shall pay additional payment from its savings over and above standard payment made through MGNREGS.

The Government should encourage the Nirmith Kendra workers by providing work for 200 days in a year as an incentive.

Nirmitha Kendra shall hire skilled persons’ services to maintain quality construction.

Government to award works All civil works & other infrastructure works of PR

and other departments shall be awarded on nomination basis at estimated rates to the Nirmitha Kendras.

House construction of weaker section shall be entrusted to the Nirmitha Kendra by Housing Department.

The Irrigation works such as construction of civil works where materials involvement is there shall be entrusted to the Nirmitha Kendra.

Government should be little liberal in providing works to villages in BRGF, NREGS, NABARD, PMGSY, 13th Finance Commission.

To meet financial Gap.. The Amount saved by the Gram Nirman Samithi” by using

the workers of NREGS shall be spent for material component in other works to be developed to meet the total infrastructure requirement of the village.

The Gap in material component for complete village infrastructure shall be met from

• MPLADS• ACDP• Contribution from neighboring industries• G.P funds• Seigniorage funds• Donations from National and International voluntary

organisation• Contribution from service minded people of village well

placed.

ADVANTAGES IN USING FERRO CEMENT PRE CAST DRAINS     It is Very economicalIt can be manufactured under close supervision in the Building Centres with centralized production, there shall be quality control.•   It is high abrasion resistant so the peeling of bottom does not arise for any number of years.  It is a lightest product for the unit length as such conveyance, laying and jointing shall be economical.  This can be laid in the existing drains even in running effluent too.

ADVANTAGES IN USING FERRO CEMENT PRE CAST DRAINS The construction is very simple and qualitative. Cleaning is simple as we have developed a spade,

which can clean completely. Good velocities can develop as it has hydraulic mean

depth. Since it is narrow in the bottom the pigs do not dare to

enter. It can be easily shifted and reused.

ADVANTAGES IN USING FERRO CEMENT PRE CAST DRAINS It need not be dismantled for crossing of cables, water lines

and sewer lines etc. Since it is available in pre-cast, construction time of the drain is

reduced. We can train unemployed youth who can take up the job at

every ward facilitating the reduction in transport. This can be used as catch drain (for Dry Weather Flow). In

major outfall drains to keep the major drains clean while effectively discharging dry weather flow.

  While construction of drain it avoids inconvenience to the public

as no materials like sand, stone etc. need to be collected at site.

ADVANTAGES IN USING PRE CAST ROOFING This roofing is pre cast so there will be a better quality

control. It is 40% economical compared to normal RCC slab. We can erect in very short time and can be taken into

use in week’s time. There will be time saving in completion of houses. Since it is lighter than RCC slab we can conveniently

replace tiled roofing or AC sheet roofing over the existing load bearing walls.

Avoids complicated Insitu work of shuttering, concreting, curing and finishing.

Financial Viablity of Gram Nirman?

In this process, It is felt that the 100% infrastructure can be completed in a period of 2 to 3 years.

It needs to workout financial viablity for a mandal for a model study.

It is proposed to take up Ramagundam Mandal as Pilot project for model study.

The Material requirement at 60% of infrastructure cost is Rs.6.50 Crores.

Hence it is not difficult to complete entire infrastructure of mandal in just 2 years.

The Machinery at Building Centres can be disposed where we can recover Rs. 5 Lakhs which can be used as a corpus fund for Socio economic and Training activities.
