DESCRIPTION

A strategic overview of the ICAO Safety Framework, which includes an update to the Global Aviation Safety Plan (GASP) planned for completion later in 2011. The revision to the GASP will incorporate safety management principles, including a risk-based approach to the establishment and measurement of key safety objectives. Attainment of GASP objectives is made possible through the implementation of Global Safety Initiatives, which are achieved and measured through the continuous exchange of safety information. In this briefing, Ms. Graham will provide a summary of how ICAO is “walking the talk” of safety management, through the conduct of proactive risk analysis and participation in information sharing initiatives such as the Global Safety Information exchange.

The ICAO Safety Framework

Revision to the Global Aviation Safety Plan

Practicing Safety Management –

“Walking the talk”

Protection of Safety Information – a Key Component of ICAO’s Safety Strategy

Overview

ICAO Safety Framework

Policy & Standardization– GASP Update

Safety Monitoring– Continuous Monitoring Approach

Safety Analysis– Evolving to a risk-based process

Implementation– Annual Safety Report

A More Strategic Approach

A high-level policy document guiding efforts of the States, industry and international organizations

Update scheduled for 2011 will introduce safety management principles to create a strategic approach to implementation of global safety initiatives

Accomplished in parallel and in harmony with the Global Aviation Safety Roadmap (GASR)

Objective– Strategic coordination of global

safety activities– Guide the prioritization and

allocation of aviation safety resources

– Measureable achievement of global safety goals

5

GASP

Overview of Updated GASP

Page 6: Nancy Graham, Director Air Navigation Bureau of ICAO

Goal– Reduce the risk to human life

Safety Targets– Safety targets will be defined

according to risk criteria – Continually measured for significant

change

Global Safety Initiatives– Linked to global safety targets– Specific metrics will monitor GSI

effectiveness– Safety information sharing essential

to ensure successful implementation6

7

Proposed Safety Targets

General Target– Significantly reduce the global fatal accident rate

Supporting Safety Targets (risk-based)

– Significantly reduce regional LEI disparity

– Significantly reduce the rate of high-risk accidents and serious incidents including:• Runway related events• Loss of control in-flight• Controlled flight into terrain

Page 8: Nancy Graham, Director Air Navigation Bureau of ICAO

Global Safety Initiatives

Developed to enhance safety globally, by addressing safety issues specific to States

GSI focus will follow a progressive implementation model – building safety management practices on sound fundamental safety oversight systems

GSI metrics will monitor progress, providing timely information regarding the global state of safety

Information sharing is essential to the implementation and measurement of many GSIs

Proposed Global Safety Initiatives

GSI 1 – Consistent implementation of international standardsGSI 2 – Consistent regulatory oversightGSI 3 – Effective incident and accident investigationGSI 4 – Sufficient number of qualified personnelGSI 5 – Effective errors and incidents reportingGSI 6 – Consistent coordination of regional programmesGSI 7 – Full implementation of State Safety Programme (SSP)GSI 8 – Use of technology to enhance safetyGSI 9 – Continuous improvement of States’ aviation safety systems

ICAO is “Walking the Talk”

Safety Analysis– Integrated Safety Trend Analysis & Reporting System (iSTARS)

– Analytical support for ICAO safety programmes and worldwide audits

– Leverages the benefits of data provided by multiple stakeholders

Page 11: Nancy Graham, Director Air Navigation Bureau of ICAO

11

Creating Comprehensive Solutions The Global Runway Safety Symposium – bringing together

the international community to address our top accident category

Mitigation of runway safety related risks requires the exchange of information among all relevant operational domains

Page 12: Nancy Graham, Director Air Navigation Bureau of ICAO

12

The Benefits of Information Sharing

Aggregation – The combination of multiple like data sources– Enhances data quality & increases sample sizes to identify

safety issues

– Enables comparative benchmarking analyses to determine best practices

Page 13: Nancy Graham, Director Air Navigation Bureau of ICAO

13

The Benefits of Information Sharing

Integration – The combination of multiple disparate types of data– Provides comprehensive perspective to identify systemic

hazards

– Essential to mitigate complex safety issues

Page 14: Nancy Graham, Director Air Navigation Bureau of ICAO

14

Efficiency– Information sharing can reduce

or eliminate duplication of effort

– Proven synergies related to safety audit practices

– Operational savings realized through proactive use of shared information

The Benefits of Information Sharing

Page 15: Nancy Graham, Director Air Navigation Bureau of ICAO

15

Data or information?– Data consists of facts • May be sensitive or create liability

– Information is the result of data analysis

– May be more easily exchanged with external entities

– Common taxonomies and interoperable data management systems are essential

An Important Distinction

Page 16: Nancy Graham, Director Air Navigation Bureau of ICAO

16

Develop multidisciplinary strategies to resolve complex safety issues

Metrics & analytic methods must be harmonized Protection of safety information – a critical component to

achieve multidisciplinary objectives

A Pragmatic Approach

Page 17: Nancy Graham, Director Air Navigation Bureau of ICAO

17

Global Safety Information Exchange

Memorandum of Understanding signed by:

– European Commission

– International Air Transport Association

– International Civil Aviation Organization

– US Department of Transportation Intent is to identify safety information that can be exchanged

to enhance risk reduction activities Participants will develop a mechanism for sharing such

information in an efficient and timely manner Will gradually be expanded to include other stakeholders in

international civil aviation community

Page 18: Nancy Graham, Director Air Navigation Bureau of ICAO

18

Issue:– Information sharing requires investment of time &

resources Expected outcome:– ICAO is working with Member States & industry partners to

facilitate exchange of safety information

But, there are Costs…

Page 19: Nancy Graham, Director Air Navigation Bureau of ICAO

19

Issues:– Shared information has potential to apportion

blame or liability, or compromise organizational interests

– Managing interactions between safety and judicial authorities

– Conceptualizing an “open reporting culture” worldwide

– Balancing the protection of safety information and the proper administration of justice

The Way Forward:– The ICAO multidisciplinary Safety Information

Protection Task Force will develop protective standards & recommended practices

…as well as Challenges

Page 20: Nancy Graham, Director Air Navigation Bureau of ICAO

Safety Information ProtectionTask Force

Mandate

– AIG Divisional Meeting 2008

– High-level Safety Conference 2010

– 37th Session of the Assembly

SIP Task Force Mandate– To make recommendations for enhanced ICAO provisions

and guidance materials related to the protection of safety data and safety information

Page 21: Nancy Graham, Director Air Navigation Bureau of ICAO

21

Code of Conduct

ICAO will develop a code of conduct on the sharing of safety information which will incorporate:

– Principle of transparency

– Need for safety information to be used in a fair and consistent manner, solely to improve aviation safety and not for inappropriate purposes
