Guidelines• Objective: To allow Near Eastside residents and stakeholders a periodic

opportunity to celebrate accomplishments, to admit failures, to share challenges, and to add new objectives, goals, and actions to the Near Eastside Quality of Life Plan.

• Nothing is removed or added to the Quality of Life Plan unless 75% of those gathered agree. Everyone can vote. Everyone can speak.

Ground Rules• The Summit is not where we solve problems.

• No person can speak more than three minutes in total.

• Be Kind.

Listening Team

5.2.4 Item: Develop a “Listening Team” to meet with local minority residents on barriers to Latino and African American engagement and leadership, in order to support and encourage growth of minority engagement and leadership.

(Unsuccessful attempts have been made to coordinate these efforts. It was garaged last time because no one knew what to do with it. No one stepped forward to discuss this issue.)

Panel Discussions

• 5.2.5 Item: Co-sponsor with the human studies department of a university a series of panel discussions about understanding others in a cross-cultural world.

(No action has been taken on this item. It was garaged for further discussion at the last summit. No one stepped forward to discuss.)

• Affordable Housing and Redevelopment (section 1)

• Priority #1  Encourage grass-roots model of community development to best utilize local resources.

• Items:

• 1.1.1  Build capacity of Indy-east Asset Development (I-AD) to successfully lead redevelopment projects and to serve as the umbrella CDC for the Near Eastside.

• 1.1.5  Develop additional opportunities (such as SEND's Transfer & Transform) for local skilled people to buy vacant homes and complete homeowner repairs.

• 1.1.6  Develop training opportunities on house how-to’s: energy efficiency, maintenance, basic repair programs, etc.

• Priority #2 Encourage / require sustainable and appropriate building and rehab.

• Priority #4 Increase home ownership by aiding existing property owners and promoting and creating opportunities for new homeowners.

• Item:

• 1.4.2   Explore additional opportunities to focus resources where neighbors are taking the lead (reward active neighborhoods, incentives for civic involvement).

• Priority #5 Maintain Long Term Affordability.

• Livability (section 6)

• Priority 3: Develop and maintain community greenspaces and implement green practices.

• Item: 6.3.4 Improve environmental quality by resorting Pogue’s Run water quality to levels safe for contact, and by supporting brownfield redevelopment.

Education• Challenge: A concern has been raised about education in our

neighborhoods. Specific to early childhood education.

• Proposal: Education Taskforce

• QLP:• Education (section 3)• Priority #1 Establish schools as partners and units of activity for the

neighborhood.• Item: 3.1.4 Establish and promote parent-teacher relationships and encourage

parent and community involvement in schools.

• Priority #2 Improve K-12 educational opportunities for the neighborhood.• Item: 3.2.4 Increase tutoring and mentoring in Near Eastside schools.

• Proposal: Add Westminster to Quality of Life Plan as an additional partner with potential to discuss lead partnership in the future.
