Case Study: Burj Khalifa Tower and Complex
Downtown, Dubai

Consultancy period: November 2009 – ongoing
Project summary: Emaar Properties’ flagship development, The Burj Khalifa, needs no introduction.
The Burk Khalifa is a 160 story mixed-use building comprising the various uses and components
of residential apartments, corporate suits and annexes , a hotel and hotel residential
apartments, retail, tourism and shared facilities. Emaar came exclusively to PRDnationwide to
structure, title and document the governance of the world’s tallest and most complex vertical
community.
Engagement summary: Development Consultancy Team
• Report, advise and implement a governance and community management structure
• Advise on the content, prepare and draft for Emaar Legal the building’s overarching
Building Management Statement
• Advise on the content, then prepare and draft for Emaar Legal the Jointly Owned Property
Declarations (management documentation) for each building component.
Survey Services Team
• Undertake floor by floor analysis of Common Elements under the Building Management
Statement
• Preparation of survey plans for the Volumetric Subdivision of the building, including
Volumetric Site Plans, Component Lot Plans and the Common Elements Schedule and
Plans.

process with RERA for this iconic project and for its surrounding developments.

Case Study: Saadiyat Island
Island Wide, St Regis – Saadiyat Island, Abu Dhabi
Client: TDIC
Consultancy period: December 2009 – ongoing
Project summary: Sitting off the coast of Abu Dhabi, Saadiyat is multi-faceted island business, art, tourism and
residential destination with seven districts developed over 2600 ha.
Engagement summary: Strata Consulting
PRDnationwide strata consultancy has worked in conjunction with the cost modelling team to
produce an island-wide, precinct, neighbourhood and project specific structure and titling
documentation, including all legal strata documentation drafting and the survey consultancy
work for St Regis.
PRDnationwide successfully met its objectives for Saadiyat Island that enabled TDIC to
define a clear and concise island-wide governance structure for Saadiyat Island that met
commercial objectives, was compliant with incoming Strata Laws, integrated with local
authorities and determined the process of distribution and collection of service charges
among the entities.
Cost Modelling
PRDnationwide Cost Modelling team has provided their full range of cost modelling consultancy
services to TDIC on Saadiyat Island, from island wide down to specific project delivery, and
working back up again. These include:
• Island-wide service charge cost model
• Beach precinct cost modelling
• St Regis cost modelling
• St Regis apartment, hotel and villa community component cost modelling.
PRDnationwide Survey Services has recently been engaged to undertake all survey tasks for the
St Regis Hotel, retail, apartment and villa communities.

Case Study: Sowwah Island
Abu Dhabi
Client: Mubadala
Consultancy period: March 2010
Project summary: Sowwah Island is planned to be the new commercial hub for Abu Dhabi. Among the first
developments on the Island is Sowwah Square, an integrated commercial development
that will be the distinctive new headquarters of the Abu Dhabi Securities Exchange. The
island will ultimately include residential housing for a population of homes, apartments
and villas among a range of retail, commercial and civic facilities.
Engagement summary: Strata Consulting
• Defined the island components to be adopted by local authorities and those to remain
under SIDCO, thus defining the role and scope of the SIDCO, government and local
authorities, and community management entities
• Determined a structure plan for the subdivision and titling of the island, accompanied
by a full implementation Plan.
Cost Modelling
• Delivered a comprehensive Community Fee Cost Model that defined costs of operation
of the island in Steady State on a per square foot of GFA basis, with additional
breakdowns of proposed staging
• Determined the process for the calculation, distribution and collection of service
charges among the entities and use components.

Case Study: Almas Tower, Gold & Silver Tower

Project summary: JLT’s signature building is Almas Tower. Consisting of five different component uses ... retail,
conference, commercial, gold vault and a diamond vault, Almas Tower is governed by a
volumetric subdivision.
Engagement summary: Survey Team:
• Consult on the identification of Common Areas and Common Elements
• Instruct and supervise DMCCA on the production of Volumetric Plans and Common Area
Plans
• Prepare the Unit Site Plans for each of the individual units that make up the commercial
component Owners Association.
Development Consultancy Team:
• Provide technical input of the Building Management Statement and the Jointly Owned
Property Declaration
• Establish Interim Owners Association for the commercial component, elect a board and
project manage the transition to self management and registration.
In addition to Almas Tower, PRDnationwide prepared all Unit Site Plans and Exclusive Use Plans for DMCCA’s Gold Tower,
Silver Tower and Jewellery & Gem Complex within JLT, whilst successfully establishing their Interim Owners Associations’
and ensuring DMCCA’s harmonious transition to self-management for all their buildings.

Project summary: Arabian Ranches Communities is a mixed use master planned desert themed community that
comprises of a 18 hole Golf Course and retail complex surrounded by 14 distinct residential
neighborhoods comprised entirely of villas. The project structure comprises a Master Owners
Association, along with 5 Precinct Owners Associations.
Engagement summary: Strata Consulting:
• Review and advise on Emaar’s structuring strategy for the community
• Assist Emaar on the identification of common areas (roads, facilities), commercial
assets and designated master, precinct and neighbourhood boundaries
• Review Master Community Budget, determine plot entitlement allocations and assist
with drafting of community rules
• Assist Emaar legal with drafting of Jointly Owned Declarations at Master and Precinct
level.

Project summary: Located on the Palm Jumeirah, IFA’s The Palm Residences & Hotel, the Golden Mile
Apartments and IFA owned Shoreline buildings consist of some of the Palm’s most

Engagement summary: Survey Team for Palm Residences:

Case Study: Rihan Heights

Project summary: Rihan Heights is a residential development project comprising a podium of five towers, three
levels of car parking, a number of integrated villas, a retail component and extensive
community facilities. PRDnationwide were engaged to provide a broad scope of strata, FM and
cost modelling services and transition the development to self management come handover.
Engagement summary: Development Consultancy Team:
Establish governance structure, advise on the content, preparation and drafting of the project’s
Strata Management Statement in anticipation of the release of Abu Dhabi Strata Real Estate
Laws. Project manage all aspects of strata compliance and transition to Owners Association
Management.
Survey Team:
Coordinate and draft common area survey and exclusive use plans required for the project to
facilitate sales strategies and titling. Determine areas for entitlement schedules.
Facilities Management Team:
Develop a Facilities Management operational strategy, to ascertain the interface between
Owners Association Management and FM contractual performance.
Cost Modelling Team:
Prepare both General Fund budget and a 10 year Reserve Fund forecast budget for steady state
of operation, and workable formulas for the allocation of costs and entitlements between
component users.

the shores of the Dead Sea, Samara Rift is a component of the Samara Dead Sea Resort.
