ACTION SYSTEMS

� To qualify the institutional system in charge of policy decisions and the systems identified for their implementation, on behalf of the Government

� To support and trigger processes of reform and innovation concerning entire (administrative/territorial) systems

� To standardize the processes already implemented

� To experiment and apply prototypes and models of programming, management and evaluation

� To model and transfer meaningful experiences from one administration to another or from one territory to another.

To develop processes of network strengthening at inter-regional level,

with reference to international cooperation towards Western Balkans and South Mediterranean countries

GENERAL OBJECTIVE OF THE PROJECT

THROUGH the consolidation of the experience gained in the initial phase of the project, during which we intended to enhance and strengthen the capacities of the new administrations involved to become promoters of “aware” and “structured” participation in cooperation interventions;

To encourage the diffusion of multilevel governance tools and to develop greater capacities of administrations for creating and consolidating thematic-geographical and programming networks of investment in development.

THE METHOD

Area A – Municipal/provincial labs aiming at a new group of administrations :

A new group of five provincial administrations will be involved in labs on strategies, competences and on organizational set-ups for international cooperation.

Labs Areas B and C

Areas B – Specific labs for the establishment of territorial tables for strengthening the activities of sharing with local actors: Development of the capacities of urban and provincial areas to be activated, through territorial tables between public and private bodies interested in cooperation projects, forms of stable operational cooperation and collaboration;

Area C – Interregional labs for the creation and the strengthening of international initiatives :The work will be carried out within interregional labs for the creation of stable methods for collaboration between administrations in various regions, so as to strengthen the capacity of impact of the various regions on Euro-Mediterranean countries.

Transversal Actions

Implementation of the web environment:

The web environment of the project will assure specific support to lab activities. Through this environment documents and information of thematic and geographical nature will be available for being used by work groups during all phases of activities.

• Increased capacity of beneficiary administrations to realize actions of territorial cooperation, whose efficacy is improved by means of sound exchange with local actors form the territory and other administrations

• Defined strategic plans, acquired technical competences and designed organizational and procedural set-ups which allow for aware and organized participation of municipal and provincial administrations of the 4 Objective Convergence Regions to international cooperation programmes

• Creation and strengthening, in the territories, of forms of cooperation with other local authorities and technical actors on the basis of shared interests and a strategic set-up;
