The Province of Modena for several years has set policies in the energy field, such as: the promotion of renewable energy sources and the reduction of greenhouse gas emissions.

• PPEP (2010) (Provincial Energy Plan-Programme)

• Piano Clima (2013) (Climate Plan)

• European Projects (ResPublica, Generation, Energy for Mayors)

The history:

From April 2010: Province of Modena acknowledged as a Support Structure to the Covenant of Mayors (now Covenant Coordinator): coordination and support to local governments (Municipalities) interested in pursuing the objectives of Covenant of Mayors. Participation as a partner in the European project "Energy for Mayors" let us to support more effectively the municipalities.


From 2010 up today the number of Municipalities signing CoM is gradually increased:

So it was decided to "establish" a "club" of the municipalities joining the Covenant of Mayors in order to share experiences, activities, and organize study tours, visits, etc..

Today 27 Municipalities have joined


The Club aims at linking the European level with local authorities. The main goal is to "network" local authorities sharing a set of best practices. Importance of sharing actions. It can become effective best practices.


We have created a website to share informations and activities developed by municipalities (SEAPs, Actions, Best

practices, …):

“European Local ENergy Assistance - ELENA” Agreement between European Bank for Investments (EBI), Provincia di Modena and Agenzia per l’Energia e lo Sviluppo Sostenibile di Modena, signed in 2011 Contribution: € 1.316.700 Cofinancing Provincia di Modena: € 146.300 Investments:€ 40.000.000 Investiments realized: € 15.500.000 (about half suspended due to the earthquakes)
